MPD HIGHLIGHTS for the week of 21 – 27 October, 2008

CITYWIDE TRENDS

The MPLS total violent crime rate continues to be lower than last year by 13%.

MPLS has had 31 homicides this year to date. This is a 18% decrease from 38 homicides at this time in 2007. This is a 37% decrease from 49 homicides at this time in 2006

Robberies decreased by 34% this week. The year-to-date decrease is

17% compared to 2007.

Aggravated assaults were 9% lower in this year-to-date period.

Rape has decreased by 17% this year.

Total property crimes decreased by 8% in this year period.

690 weapons have been placed into evidence this year, 12 this week.

Proactive policing in schools: Recruitment endeavor included sharing remaining stock of MPD/MN Vikings nerf footballs with recruitment contact info printed on them; to be given to students with interest in law enforcement career and/or a student we'd like to recognize as exemplary safety role model; officer attended meeting with student, principal, social worker concerning student’s unresponsive behavior; student stared at ceiling during entire meeting, continued to be unresponsive; officer asked student to write down what we could do at Anthony to help her; student wrote: “I want to see my dad, I miss him & I need my medication”; staff will follow up with requests; since then student has been more responsive, productive in school

Narcotics Unit

Investigating: Day cases: 19 cases assigned; 9 submitted to Co Atty for charges; 2 cases unfounded; 8 cases tab charged w/misdemeanors; 6 complaints signed, filed

Investigating: Operations: CI buy, ½ ounce meth recovered; CI buy, 8-ball cocaine recovered; served warrant, 3 oz cocaine recovered; another warrant, marijuana plants, trace amount cocaine recovered; warrant, recovered 10 grams marijuana, seized $4000 cash; CI buy/follow, 8-ball crack recovered; Pharmaceutical Diversion: 3 cases involving medical professionals: Ongoing case involving doctor trading prescriptions for sex; active investigation into drug dealer who supplied meds to DOA victim who is referring drug addicts to prescribing doctor; search warrant on Registered Nurse who is suspected of stealing pain medication from patients, unscheduled drugs of abuse recovered, case being presented to US Atty

Outreach: MPD is becoming leader in pharmaceutical diversion investigations; several other agencies are contacting for information, education and investigative assistance: Orono PD opened investigation into nurse who lost her license in 2007; suspect, sister are obtaining massive quantities of Oxycontin from metro area pharmacies, including Mpls; her insurance company refusing to pay, suspects writing; then canceling checks for thousands of dollars worth of meds; Mpls doctor is prescribing physician for significant amounts of meds; MPD assisting SW Metro Drug Task Force on case;  Litchfield PD called for investigative assistance with 2 separate cases: suspect “shopping” her children to various doctors throughout metro area attempting to obtain Ritalin, then selling drug; doctor reporting patient suspected of selling prescription drugs   

Sex Crimes Unit

Investigating: 22 cases routed;10 cases assigned

Predatory Offender Registration: Initiated 12 new cases of Failure to Register; 3 complaints signed; current total non-complaint in Mpls: 170 ( 181 last week) 

Charged: CRIMINAL SEXUAL CONDUCT-RAPE/KIDNAPPING2600 blk 16th Ave S: 24-yr-old male dragged woman into alley, sexually assaulted her at gunpoint; suspect Charles Anthony Franklin was out on bail on prior CSCR case   

Charged: CRIMINAL SEXUAL CONDUCT-RAPE/KIDNAPPING18th/Portland Av S: Female confronted by stranger/male at friend’s residence, male physically assaulted her, dragged her to detached garage where he sexually assaulted her

Charged: ATTEMPTED CRIMINAL SEXUAL CONDUCT-RAPE/KIDNAPPING17th/Portland Av S: Suspect Michael Cordale Henerson displayed box cutter knife, grabbed woman off street, dragged her into park, attempted to sexually assault her; victim was recently located, cooperating with investigators; Henderson recently linked to 2 unsolved cases by DNA; this is 5th CSCR case against Henderson

Charged: CRIMINAL SEXUAL CONDUCT-RAPE/KIDNAPPING: Male met woman via Internet, drugged, raped her; confessed to investigators; Brooklyn Center has identical case against suspect from 2 weeks prior 

Special Operations Division

SOD Patrol: Officers answered/initiated 259 calls, made 131 Traffic Stops, 46 suspicious stops, 46 arrests (7 felony); Officers assisted MN Gang Strike Force with detail on northside, as part of detail, officers conducted traffic stop on vehicle near 18th/Lyndale N, 2 grams heroin recovered from vehicle; SOD patrol was assigned to Hells Angels detail w/MGSF; officers stopped suspicious vehicle at Oliver/26th N, crack cocaine recovered, passenger arrested; officers stopped suspicious person at 29th/Queen N, recovered crack cocaine, arrested person

K9: K9 team responded to Person with Gun at Lowry/Fremont Av N, 2 suspects fled on foot, K9 located 1 suspect who surrendered immediately upon seeing K9; K9 officers recovered loaded .45 automatic pistol from suspect, 2nd apprehended short time later; suspect wanted on felony warrant; K9 officer assisted 3rd Prct officers on Person with Gun at 25th/Chicago Av S; officers located suspect who fought with them, suspect was tased, taken into custody, loaded .22 pistol recovered; K9 team assisted 4th Prct officers chasing attempted auto theft suspect at in 3200 blk Dupont Av N; K9 tracked, located suspect who was hiding inside of dumpster; suspect was taken into custody without incident

Warrant Service: Risk Warrant Team executed 8 warrants, arrested 28 (13 felonies), recovered large quantity of narcotics, following weapons: .22 cal handgun, stolen Glock handgun (.45) .357 revolver, 9mm Kimber pistol, .45 cal. Taurus

Traffic Unit: Officers made 551 stops, issued 580 citations, made 37 arrests; officers also investigated 21 accidents, 2 squad accidents

Bomb Unit: Assisted Secret Service with bomb sweeps in 500 blk River St, assisted UMN with bomb sweep on campus for Hilary Clinton visit

Crime Lab

Investigating: Field Operations processed 34 scenes; Computer Forensics completed 1 case; Fireams/Toolmarks completed 11 cases

Motor Vehicle Theft Program

Investigating: Bait vehicles deployed, activation in 3rd Precinct had bait vehicle stolen, 3 suspects arrested, 2 were tab charged with tampering , 1 was presented to the Hennepin Co Atty's Office/Juvenile Division for charging; 2 stolen vehicles were recovered in the 5th Precinct using License Plate Recognition technology.

Investigating: Assigned 6 cases, 8 arrested; 6 cases presented for charging, 6 cases charged

Support Services

Processed: 1050 Property Inventories; 431 Booking Sheets processed; Property & Evidence held bike auction which took in over $5,200. for 112 bikes; gross receipts for 2008 were $61,969.10

CCP/SAFE

Community Outreach/Education: 65 property owners, managers attended 4-hour Rental Property Owners Workshop co-sponsored by Housing Inspections, CCP/SAFE Central; featured presentations on screening, tenant behavior issues, Housing Court, ABCs of property management 

CODEFOR PATTERNS & ACTIONS (no meeting held this week)

1st Precinct: Overall violent crime continues to trend downward; in this year-to-date period violent crime fell 13% over 2007. Total property crimes up 4% driven by a 11% increase in larceny this year.

2nd Precinct: Violent crime totals remain lowest in the city with a 23% decrease over last year. Property crime rates also remain low, down 23% over 2007 at this time.

3rd Precinct: Total violent crime fell 50% this week and remain lower by 9% this year to date. Overall property crime fell 39% this week and decreased by 4% this year. This week Community Response Team Officers addressed area narcotics-related crimes with a buy/ bust detail with an Officer acting as the buyer.  He was wired up and sent out into the area of 22nd/St E and Portland Av S.  Two parties immediately approached him and sold him a rock of crack cocaine.  They were both placed under arrest.  The parties were debriefed and one of them confessed and gave us information that they had broken into an abandoned house in the 600 blk of 24th St E.  This party claimed that a black male was selling crack upstairs.  Officers then conducted surveillance on this residence and observed foot traffic to the house.  They then surrounded the house and as they approached to make entry, two parties attempted to flee out the rear of the home. They were both captured.  Officers made forced entry into the house and the seller jumped out of the 2nd story window onto the cement below.  A foot chase ensued and the seller was eventually captured.  He was in possession of approximately ½ oz of crack cocaine and $284. The arrestee sustained a broken ankle from jumping and was transported by ambulance to HCMC. The other parties inside the residence were cited for trespassing and released. Problem properties were notified and will be boarding the door to the house in the morning. Officers have also been concentrating on a pattern of garage burglaries in the Morris Park area. The garage doors are being kicked in and items are taken from inside the garage or car.

4th Precinct: Violent crime totals continue to decrease over last year, now down by 16%. Property crime rates fell 7% this year in spite of an11% increase in burglary.

5th Precinct: The rate of violent crime this year rose 20% this week, compared to this week in 2007, but has decreased by 10% this year. Total property crimes are down 11% this year over last.
