MPD HIGHLIGHTS for the week of 11-17 November, 2008

CITYWIDE TRENDS

The MPLS total violent crime rate continues to be lower than last year by 13%.

MPLS has had 32 homicides this year to date. This is a 22% decrease from 41 homicides at this time in 2007. This is a 40% decrease from 53 homicides at this time in 2006

Robberies decreased by 2% this week. The year-to-date decrease is

17% compared to 2007.

Aggravated assaults were 8% lower in this year-to-date period.

Rape has decreased by 17% this year.

Total property crimes decreased by 8% in this year period.

744 weapons have been placed into evidence this year, 20 this week.

5200 blk Bryant N: Officers received info regarding party planned, to be attended by gang members; after calls for service in normally quiet neighborhood, coordinated a detail utilizing several squads from 2 shifts; officers asked people to leave party; 1 person found in front with loaded .44 cal sawed-off shotgun, another with replica handgun; 100+ teenagers sent from party; party organizers, security renter all cited, sound equipment inventoried: 12 Arrested (ages 18-47)

2800 Knox Av S: Suspect with history of arrests for burglary, theft tied to climb garden wall of condo, left after witnesses saw him; officers stopped him 2 blks away in alley; he had wire cutters, new bike with him: Arrested/ BURGLARY

300 blk 2nd Av N: Victim robbed of keys, cash, car at gunpoint in parking ramp; suspect displayed handgun; similar to other area robberies occurring downtown over past 2 weeks

600 blk Fillmore St NE: Officers saw person driving vehicle that they knew from narcotics investigation to have revoked license; stopped for further investigation; officers recovered 6.7 grams methamphetamine

28th/Lake Av S: Officer confronted armed male shooting gun, apprehended him; recovered .32 cal automatic; detained several gang members in area for questioning: Arrested/ WEAPON

700 blk Queen N: Officers dispatched to report of 3 men breaking into house while resident was at work; quick response enabled them to capture 3 suspects within ½ blk of crime; back door of residence had been kicked in, screens cut; victim arrived home, identified property; neighbor (911 caller—to be nominated for Citizen’s Award) took photos of suspects (1 adult, 2 juveniles); Crime Lab processed scene: 3 Arrested/ BURGLARY (suspects ages 14, 15, 18 with 11, 6, 13 police records)

Outreach: Officer, MPD K9 invited to Andersen School to do demonstration for 2nd Graders after they finished reading story Officer Buckle and Gloria, demonstration was great success!

Sex Crimes Unit

Predatory Offender Registration: Initiated 13 new cases of Failure to Register; 2 complaints signed; 6 cases submitted for charging review; current total non-complaint in Mpls: 159 (166 last week) 

Charged: Officers arrested 1 Burglary suspect who was also non-compliant registrant

Special Operations Division

SOD Patrol: Officers answered/initiated 270 calls, made 176 Traffic Stops, 36 suspicious stops, 48 arrests ( 7 felonies); SOD Officers participated in felony stop of suspect vehicle from 2nd Prct robbery and booked 1 of 5 suspects that were apprehended; SOD officers flagged down at 3rd Prct bar on suspect that was yelling racial slurs as customers then went outside, started to damage cars; 1 was P/C for Damage to Property; SOD Patrol Officers began shift by helping 3rd Prct CRT Officers with Search Warrant, apprehension of primary target, who left scene just before warrant was executed; SOD Officers also discovered passenger in vehicle was in possession of bundle of suspected cocaine

K9 K9 officer responded to domestic in 4400 blk James Av N, K9 officer attempted to stop suspect’s vehicle, but suspect fled, chase ensued, vehicle stopped, suspect prepared to flee on foot; suspect surrendered after hearing K9 warning; 3 K9 teams assisted 4th Prct officers, Car 9 with large party in 5200 blk Bryant Av N, 4 suspects booked, 6 cited, released, 3 guns recovered; K9 officer responded to 3600 blk Fremont Av N on Person with Gun call, K9 officer spotted suspect in entry way of apt complex, suspect taken into custody, gun recovered; K9 team assisted 4th Prct officers on attempt pickup in 2900 Knox Av N, suspect refused to surrender, numerous K9 warnings were given, suspect surrendered; K9 team assisted 3rd Prct officers on suspicious vehicle at 22nd/Park Av S, suspect sped off dragging officer along with vehicle, then suspect fled on foot, K9 apprehended suspect immediately

CODEFOR PATTERNS & ACTIONS

Pattern citywide: Increase in burglaries of churches; there have been 17 since 1 October. Crime Prevention Specialists have been working with the community to increase awareness and vigilance.

1st Precinct: Violent crime overall decreased this week by 50% and in this year-to-date period violent crime fell 12% over 2007. Burglaries rose by 60% this week; in three residential burglaries there was no forced entry. Total property crimes this year have increased by 4% driven largely by a 10% increase in larceny this year.

2nd Precinct: Violent crime rose this week due to increases in robbery and aggravated assault, yet is still 20% lower for the year to date. Officers noted a pattern in Theft from Motor Vehicles, particularly in the Como and University neighborhoods. Precinct officers and CPS continue to reach out to residents to caution against leaving valuables in vehicles. Property crime rates remain low, down 23% over 2007 at this time.

3rd Precinct: Total violent crime fell 6% this week and 9% this year to date. Overall property crime rose 24% this week, but remains down 5% for this year over last. The 3rd Precinct has experienced a 20% increase in calls for service this week. Officers made several significant arrests for robbery.

4th Precinct: Violent crime totals decreased this week by 2% and remain down by 15% for the year-to-date period. Property crime rates fell 7% this year in spite of a 12% increase in burglary.

5th Precinct: The rate of violent crime this year fell 12% this year-to-date. Total property crimes are down 10% this year over last. Officers continue to increase proactive policing tactics, with over 300 traffic stops this week.
