MPD HIGHLIGHTS for the week of 2-8 December, 2008

CITYWIDE TRENDS

The MPLS total violent crime rate continues to be lower than last year by 14%. Since 2006, violent crime has fallen by 24%.

MPLS has had 35 homicides this year to date. This is a 19% decrease from 43 homicides at this time in 2007. This is a 39% decrease from 57 homicides at this time in 2006.

Robberies decreased by 51% this week. The year-to-date decrease is

18% compared to 2007.

Aggravated assaults were 8% lower in this year-to-date period.

Rape has decreased by 17% this year.

Total property crimes decreased by 8% in this year period.

Less than 20% of all arrests involved juveniles this week; this is down from 30% in 2007.

600 blk Cedar Av S: Officers responded to fight at apt building, learned that woman got onto elevator with suspect, unknown to her; when elevator door opened on 7th fl, suspect forcefully removed victim from elevator, dragged her down hall toward his apt, located approx 50 ft from elevator; victim screamed for help, violently resisted attacker; resident opened door, interrupted suspect trying to drag victim into his apt, created moment of opportunity for victim to escape; officers located, apprehended suspect: Arrested/ KIDNAP

6000 blk Portland Av S: Officers dispatched to Person with Gun, shots fired inside house; 73-yr- old woman fired gun in house occupied by several people; officers ordered suspect out of house; found evidence of discharged weapon, recovered shotgun; suspect threatened upstairs resident with shotgun prior to firing discharge: Arrested/

Officers responded to Robbery of Person, suspects used gun; victim reported suspects 3 Black males wearing “hoodies”; victim said he knows the suspects, while he was standing on corner they ask him if he wanted a ride, he got in mini van, as they were driving suspect pulled gun; took cash, debit card, let victim after obtaining debit PIN; hours later van recovered in 2300 5th Av S; van had been stolen

200 blk 1st St N: Victim stated suspect approached her while she was walking on sidewalk, pushed her into alley where he pulled out handgun, took her purse

Officers observed 2 teens who appeared to be violating curfew; officers stopped them; 1 lied about his age, then admitted to being underage, very nervous, non-compliant; officers found loaded Glock pistol: 2 Arrested/ WEAPON/CURFEW

1600 blk Broadway N: Officers conducting drug sales surveillance stopped vehicle for traffic violation, recovered 116 gms marijuana, digital scale, 25 cal semi automatic pistol: 4 Arrested/NARCOTICS

Cashier/victim reported that suspect entered gas station store near closing time with 6-in knife, demanded cashier open register; suspect went behind counter, grabbed money, lifted drawer to see if any money was hidden, then grabbed cigarettes, fled on foot;  K9 attempted track but was not successful; investigators determined victim filed false police report: Arrested/FALSE REPORT

School Resource Officers: HIGH SCHOOL: Edison: Status Offense; Lehman Center: Success Academy: Status Offense, 2 Disorderly Conduct, Liquor Consumption, Damage to Property; Southwest: Trespass; Washburn: Trespass, Discrimination; MIDDLE SCHOOL: Cityview: Weapons; Harry Davis: Assault; Olson: Juvenil cited for Runaway

Outreach: Officer at Southwest invited another officer who knows ASL to speak to deaf and/or hard of hearing students; SRO spoke with this group using an interpreter last month, then asked by students how many MPD officers knew how to sign; 5 MPD officers are proficient in ASL; officer who is assigned to 4th Prct directed patrol shared police stories; staff, students very impressed; all expect SRO Officer Klukow to learn sign language now

Child Abuse Unit

Investigating: PARENTAL DEPREVATION case; father living in New York withholding children from biological mother; Sgt worked with New York Social Services, Law Enforcement  in reuniting the children with their mother in Mpls

Sex Crimes Unit

Predatory Offender Registration: Initiated 6 new cases of Failure to Register; 3 complaints signed; 2 non-compliant offender arrested; 5 cases submitted for charging review; current total non-complaint in Mpls: 167 (159 last week) 

Narcotics

Investigating: Working with HCSO Narcotics, NW Drug Task Force, purchased ½ oz methamphetamine from Mexican national drug organization in S Mpls

Charged: Worked undercover buy for ½ oz methamphetamine in SW Mpls; search warrant obtained for premises, recovered over 3 oz methamphetamine, 4 tablets ecstasy, $450; defendant was charged in state court; defendant had been arrested in Oct 08 for felony narcotic sales/distribution

Indicted: Along with DEA conducted surveillance detail on long term OCDETF case; 15 sealed indictments in case handed down

Training: Newly promoted sergeants in week-long supervisors training   

Investigating: Serial forger, medication theft, insurance fraud; same suspect arrested in unrelated case for forged prescription  suspect charged in custody for 5 different events of controlled substance crimes; estimated potential of 15 more counts to be brought forward

Investigating: Corporate prescription forgery in metro area

Special Operations Division

SOD Patrol: Officers answered/initiated 109 calls, made 88 Traffic Stops, 10 suspicious stops, 5 arrests (18 misdemeanor, 1 felony arrest warrant); SOD Officers assisted DOC Agents in attempted pick-up of fugitive in 3500 blk Snelling Av S, took fugitive into custody, turned over to DOC; 2 PC Robbery arrests at 6th St / 19th Av NE: SOD officers in 2nd Prct area when they heard Robbery of Person call, went to area, located 2 suspects as they jumped into vehicle, taken into custody without further incident, booked for PC Robbery; Broadway/ Bryant Av N: Squad located occupied vehicle with Kops alert, had been used in armed robbery in Northtown Mall, occupants detained , ID’d per Coon Rapids PD, driver tagged for Driving After Suspension; 29th/ Queen Av N: SOD Officers observed suspected narcotics activity between suspicious person/vehicle, stopped by officers, found to be in possession of suspected crack cocaine, further checks revealed he had felony warrant, booked at HCJ; 4th Prct officers stopped vehicle, arrested driver on additional charges; 2300 blk Dupont Av N: SOD, 4th Prct Squads located armed robbery vehicle in front of listed owner’s address, tracks in fresh snow led from vehicle to duplex, officers secured duplex, eventually able to locate 3 suspects hiding inside, 1 suspect hiding in basement bitten by K9, tased; all suspects booked for PC Robbery, some of stolen property recovered at scene; 1000 blk Knox Av N: Squad assisted in foot chase of Person with a Gun/Domestic Abuse suspect; involved in capture, struggle to control suspect

K9: 2 K9 teams assisted MN DOC on attempted pick-up in 3500 blk Snelling Av S; suspect wanted for Manslaughter, suspect taken into custody without incident; K9 officer received info via computer regarding suspect wanted for PC Narcotics, officer spotted suspect arriving at his listed address in 2800 blk Lincoln St SE, took suspect into custody without incident; K9 team assisted VCAT on an attempt pick-up in 1800 blk Oliver Av N, suspect inside dwelling refused to surrender, K9 officer gave verbal K9 warning, suspect surrendered immediately; K9 team assisted STOP officers on robbery, suspect hiding inside dwelling in 2300 blk Dupont Av N, K9 sent into basement where he located, apprehended suspect; K9 team assisted 4th Prct officers at 17th/James Av N on narcotics search of vehicle, K9 located narcotics inside vehicle; K9 team assisted 4th Prct officers on burglary of dwelling, K9 located suspect hiding inside 4100 blk Girard Av N

Traffic Unit: Officers made 557 stops, issued 602 citations, made 42 arrests; officers also investigated 31 accidents, 1 squad accident

Bomb Unit: Opened investigation into bomb threat/Terroristic Threats case which occurred in N Mpls

SWAT Team: Responded to barricade situation in 900 blk 13th Av S on report of emotionally disturbed person threatening to harm himself, stated that he had hand grenades, booby traps attached to doors of residence; suspect also had turned on gas oven, threatened to blow up house if police entered; suspect jumped out window, taken into custody without loss of life or property; recovered

2 handguns, ¼ lb marijuana; ecstasy; 6 arrested, 1 Probable Cause

CODEFOR PATTERNS & ACTIONS

1st Precinct: Total violent crime has fallen 13% this year compared with 2007. Aggravated assault and robbery remain lower in this year-to date period than last year by 13% and 9%, respectively. Larceny continues to be a cause for concern, up 11% in this year-to-date timeframe. Property crime rates have risen by 5% this year over last.

2nd Precinct: Overall violent crime fell 43% this week and remains 21% lower over 2007. There were 19 cases of arson recorded this year, an increase of 12% over 2007. Property crimes in total decreased 23% for the year.

3rd Precinct: Violent crime rates have fallen 10% this year over last. Property crime overall decreased 5% this year.

4th Precinct: Total violent crimes decreased 15% this year over 2007. Overall property crime fell 8% in 2008.

5th Precinct: Violent crime totals fell 73% this week and remain lower by 14% for the year to date. Property crime rates decreased 10% this year compared to last year.
