CITYWIDE TRENDS

The MPLS total violent crime rate is 16% lower in this year-to-date period than in 2008.

MPLS has had no homicides this year to date.

Robberies decreased by 55% this week. The year-to-date decrease is

53% compared to 2008.

Aggravated assaults rose by 41% in this year-to-date period.

Rape has decreased by 38% this year.

Total property crimes decreased 15% in this year period.

35th Av/Polk NE: Officers observed 2 men carrying shovels but not dressed for -5 degrees, stopped them to ask where they were going; claimed friend’s house, but could not cite address; ID’d both with previous criminal records; asked them to leave

900 blk 29th Av S: Officers dispatched to domestic; brothers fighting over money from robbery they committed, their family called; officers recovered loss from 27th/Franklin incident when brothers approached victim, girlfriend, forced him into car trunk, drove them to ATM, forced them to withdraw cash, threatened rape, but ran out of gas, fled on foot; another brother arrested for robbery at gunpoint at 29th/Chicago; victim flagged down officers, stated that suspect got on bus; officers stopped bus: Arrested AGGRAVTAED ROBBERY

2600 blk 2nd Av S: Officers responded to Shots Fired; several (Somali) suspects were located sitting car nearby; officers followed footprints to glove, found 40 cal handgun inside: 6 Arrested/WEAPON/

10 blk 5th St: Suspect arrested when he attempted to leave bar after stealing numerous wallets, cell phones, personal property from patrons; surveillance video captures several of these thefts: Arrested/THEFT

Filmore/St Anthony PK NE: Officers responded to call of vehicle with unresponsive occupants discovered 2 people passed out in car with narcotics in plain view; suspects had difficulty speaking, moving: Arrested/ NARCOTICS/

3700 Minnehaha Av S: Officers responded to shooting located male victim shot once in upper left leg, transported to HCMC; officers located crime scene in auto repair parking lot; witness at business reported he was speaking with victim, brother while working on the victim’s car, lone suspect wearing mask approached them, fired gun at victim, then ran; recovered several bags marijuana recovered in victim’s clothes at HCMC

24th/Morgan Av N: Officers on patrol in area heard shots fired, responded to scene, found victim with gunshot wound, transported to hospital; located suspects, recovered handgunm ammunition: Arrested/WEAPONS/

Lyndale/Dunwoody Av S: Somali male victim told officer that unknown male in car pulled up next to his vehicle, fired bullet into it, sped off, left area before police could arrive; no injuries; 3 occupants in victim’s vehicle; possible connection to other shooting incidents

Homicide Unit

Charged: Criminal charges have been filed in 22 Sep shooting death of Ahmanur Ahmed Ali near 420 15th Av S; Ramadan Abdi Shiekh Osman (1/1/92) has been charged with MURDER IN THE SECOND DEGREE (intentional) (felony; According to complaint, Ali had been volunteering at Brian Coyle center when he argued with group of Somali males; hours after argument Ali left Center, standing outside near Osman who, without provocation, pulled out handgun, hit Ali in head with it, then shot him in torso, Osman then ran from scene, Ali was pronounced dead shortly thereafter; Homicide detectives Holthusen and Granger put together case that involved working with Somali Community to develop suspect info through eyewitness accounts; this unprecedented partnership helped bridge gap, gain trust between community-police; Osman has been certified as adult, currently in custody

Robbery Unit

Investigating: 36 cases this week, 11 assigned; 1 case exceptionally cleared; case unfounded; 15 cases transferred to another unit; 3 cases charged

Charged: AGGRAVATED ROBBERY: 3400 blk Emerson Av N: 3 suspects entered dwelling with handgun, terrorized residents, demanded cash; officers arrived while crime was in progress

Sex Crimes Unit

Predatory Offender Registration: Initiated 8 new cases of Failure to Register; 5 complaints signed; 1 non-compliant offender arrested by Mobridge, SD PD; 1 non-compliant “level 3” offender was arrested by Richfield PD; 3 “Top 10” Mpls non-compliant offenders located or arrested, brought into compliance; 6 cases submitted for charging review; current total non-compliant in Mpls: 162; down from 168 on 17 Dec

Investigating: ASSAULT/CSCR: 18th/Emerson Av N: Woman knocked down on sidewalk by 15-17-yr-old male stranger who tells her to show her breasts, threatens rape; victim yells at him, scares him away 

Charged: CSCR: Lamart Mckissie Coleman (1/5/75) charged with 4 counts CSCR, felon in possession of handgun; Coleman, charged with rape of 14-yr-old female, also listed as suspect in assault of 3 other juvenile females 

Charged: CSCR: 2200 blk Fremont Av N:12-yr-old female raped by15-yr-old male stranger in church

Charged: CSCR: 3400 blk 17th Av: Incapacitated female reported gang rape; witnesses, suspects verify assault; 2 juvenile males charged

Special Operations Division

SOD Patrol: Officers answered/initiated 305 calls, made 224 Traffic/Suspicious Vehicle Stops, 19 Suspicious Person stops, 49 arrests (misdemeanor/misdemeanor warrant; 1 felony); SOD Officers assisted 1st Prct with an emotionally disturbed person who threatened to jump from his 31st fl balcony; he held officers at bay wielding knife, belligerent, barricaded himself with glass patio door, info at scene-original call was domestic, threatened use of weapon, female victim already secured by officers upon SOD officers’ arrival, not in apt, officers negotiated peaceful surrender; 4th Prct/SOD officers responded to shooting in 3200 blk Irving Av N, victim located inside residence with gunshot wound to ankle, bullet entered victim’s ankle, exited out bottom of foot, as if self-inflicted, victim uncooperative, claimed he was alone at Lowry/Irving when vehicle pulled up, occupants began shooting, victim transported to North Memorial with non-life–threatening injuries; 1 PC Narcotics arrest, stopped vehicle at 25th/Emerson Ave N, driver had 118 gms marijuana on him, passenger has 3 felony warrants; officers recovered 8-ball crack cocaine in 2000 blk Portland Av S

K9: K9 officer stopped a suspicious vehicle in the 4th Prct, driver was wanted fugitive from NV, taken into custody without incident; K9 team assisted 4th Pcrt officers with narcotics search at 24th/Emerson Av N, K9 located narcotics inside vehicle; K9 team assisted 4th Prct officers on Robbery in progress in 3400 blk Emerson Av N, 2 suspects taken into custody, gun recovered; K9 officer stopped a suspicious vehicle at 41st/Lyndale Av N, driver wanted on 2 outstanding felony warrants, narcotics recovered from vehicle

Traffic Unit: Officers made 399 stops, issued 415 citations, made 22 arrests; officers also investigated 25 accidents, 1 squad accidents; officers assisted squad with Personal Injury at 3rd/University Av NE involving vehicle that struck pedestrian, victim was 81-yr- old-male was transported to HCMC for head, lower body injuries; officers responded to 7th/Chicago Av S on minor accident involving Traffic Control Agent who was transported to HCMC for possible head injury

Bomb Unit: Conducted bomb sweeps of Metrodome, buses for Vikings game, responded to 2 suspicious backpacks in N Mpls were x-rayed, cleared

SWAT Unit: Warrant scheduled for residence in 3000 blk Logan Av N, but officers received call concerning a person with gun at same address, executed search warrant on residence earlier than planned, recovered scales, misc ammunition; Patrol: made 23 Traffic/Suspicious Vehicle Stops; Assisted Brooklyn Pk PD with home invasion which turned into vehicle pursuit, vehicle crashed, 3 suspects fled at 39th/Aldrich N, all suspects apprehended along with 2 guns, large amount marijuana; warrant later executed at victim’s house led to recovery of large amount crack cocaine, cash; Warrant executed in 2100 blk Lowry Av N for North West Metro Drug Task Force, recovered; 1 lb marijuana, $1100 cash, 1 arrested; Warrant executed in 1500 blk Park Av S for 3rd Prct Community Response Team; 4 arrested

Investigating: Jose Gomez (11-24-1974) for Outstanding Hennepin Co Felony Warrant for Criminal Sexual Conduct Rape; Arrested: Sgt received info from reliable source that Lazarus Dontay Marshall (02-25-1985), wanted for PC Murder had been arrested for Robbery in Anoka Co, Sgt confirmed Marshall currently in Anoka Co Jail, notified Homicide Investigators, while Homicide Investigators were interviewing Marshall they determined that Ricardo Rydale Walker (01-13-1985) who is also wanted for PC Murder in same case was with Marshall during the Anoka Co Robbery, also currently in custody at Anoka Co Jail: when Marshall, Walker were arrested for Robbery they were driving murder victim’s van; Arrested: Antonio Maloris Williams (09-01-1969) for Probable Cause Assault; Desarae Marie Surratt (05-23-1979) for Probable Cause Arson; Spencer Louis Perkins (05-15-1978) for Probable Cause Aggravated Robbery; Ephraim B Thomas (11-22-1987) on an outstanding Felony Murder Warrant out of Chicago; Marcos Valentin Martines (09-21-1984) for Probable Cause Aggravated Robbery; Trinidad Perez-Carreno (06-05-1977) for Probable Cause Financial Transaction Fraud, also suspect in 2 Mpls CSCR cases; Justin Rishawd Carter (08-12-1982) for Probable Cause 1st Deg Burglary; Yonrico Tyrone Calloway (07-07-1979) on Hennepin Co Felony Kidnapping Warrant for Kidnapping; Rachel Elizabeth Reeves (09-05-1986) for Probable Cause Robbery, Hennepin Co Felony Forgery; Nicholas Maurice Brown (05-08-1986) for Probable Cause Aggravated Robbery; Howard James Hutchison (07-05-1960) for Probable Cause Terroristic Threats; Arredeus Maurice Green (08-12-1971) for Probable Cause CSCR

Motor Vehicle Theft Program

Investigating: Bait vehicles deployed, activation in 4th Prct; juvenile male stole radio from vehicle, arrested PC theft from auto possession of burglary tools

MPD/ATF Weapons Task Force

Investigating: Assigned 7 cases, 14 arrested (including known Somali gang members); 5 cases presented for charging, 4 cases charged; 1 case waiting charging, 2 cases closed by arrest

CODEFOR PATTERNS & ACTIONS

1st Precinct: In this year-to-date period violent crime is 11% overall and property crime is 9% lower compared to 2007.

2nd Precinct: Total violent crimes have decreased 54% over this time frame last year; overall property crime is down 53%.

3rd Precinct: Violent crime fell 9% compared with this time period last year. Property crime has reduced 32% over this time in 2008.

4th Precinct: Part I crime was down 10% in 2008 when compared to 2007; homicides were down 30% in 2008 when compared to 2007. Property crime rose by 5%.

5th Precinct: Overall violent crime has remains lower over this 2008 timeframe by 57%. Property crime has risen 5%.
