CITYWIDE TRENDS

The MPLS total violent crime rate is 24% lower in this year-to-date period than in 2008.

MPLS has had no homicides this year to date.

Robberies decreased by 45% this year-to-date.

Aggravated assaults rose by 14% in this year-to-date period compared with 2008.

Rape has decreased by 63% this year over the same time period last year.

Total property crimes decreased 18% in this year period.

A total of 25 weapons have been placed into evidence thus far in 2009.

1700 blk Colfax Av S: Victims were sleep when they heard glass breaking in living room area, went there, saw front window broken, found brick wrapped in paper on floor, 2^nd brick on bench outside directly under damaged window; paper wrapped around bricks is receipt from neighboring business, same neighbor they have been having issue with in past year; victim had video camera that captured male walking past the victim’s house at 0318 hours, not able to ID; Prct investigator has PC pickup for suspect

2800 25^th Av S: Victim came to Precinct to report he was victim of Robbery in his home; according to victim, 2 suspects he was acquainted with entered his apt armed with Tec-9, .45 cal handgun, threatened to shoot him in leg if he did not comply with their demands for valuables; no injuries reported

Homicide Unit

Charged: Criminal charges have been filed against Adrian Lamont Patterson (10/26/75) for 23 Nov, 2003 downtown drive-by shooting death of Rashante Dejuan Artison; Patterson has been charged with, 2^nd Deg MURDER (intentional) (felony); according to complaint, groups had gotten into dispute outside downtown night club over narcotics, previous homicide; both groups left club, got into own vehicles, drove away; Patterson’s vehicle, driven by Leroy Roderick Paul followed Artison’s; Patterson fired numerous rounds into Artison’s, shot Artison; knowing that he was injured, Artisim drove himself to HCMC where he died; Homicide detectives Larson and Thomsen reviewed this case, used additional info gathered from witnesses to put together enough info to bring these charges forward; Patterson currently in custody, bail set at $1m

Arrested: ROBBERY: 22^nd/Portland: Man tries to buy crack from 2 suspects, drives away when suspect tries to grab his money; suspects try another drug deal with 2 other motorists who stop to buy crack; another struggle ensues, both suspects arrested; all victims, suspects convicted felons; case reviewed by the Hennepin County’s Office, immediately declined

Charged: ROBBERY/CSCR: Melvin Franklin Watson (3/07/1965) forced woman into vacant house in N Mpls, made her disrobe, sexually assaulted her, then took woman’s jewelry; Watson is convicted sex offender

Investigating: CSCR: 3300 blk 5^th Av S: Woman reported Domestic Assault/Rape by known suspect; suspect is convicted sex offender

Investigating: 8 cases in jail custody (most Domestic-enhanced cases); 2 strangulation cases

Narcotics Unit

Investigating: Conducted controlled buy, purchased handgun in ongoing case with HCSO Narcotics/ATF, info received that individual has large stockpile of weapons at another unknown location

Investigating: Along with HCSO Narcotics/MGSF conducted buy of 9 oz cocaine in S Mpls, target distributing large amounts of cocaine, 3 arrested, 1 charged in State Court, vehicle seized

Investigating: 2 search warrants executed in 5^th Prct, target sells high grade marijuana, distributes large amounts in Uptown area; recovered approx 5 lbs marijuana, $1100; follow-up investigation recovered another $10,000; target has additional assets

SOD Patrol: Officers answered/initiated 356 calls, made 208 Traffic/Suspicious Vehicle Stops, 26 Suspicious Person stops, 51 arrests (misdemeanor/misdemeanor warrant; 8 felony); SOD Officers stopped person for walking in street near Broadway/James with 5 “rocks” suspected crack cocaine, had shotgun, gang tattoos; officers stopped vehicle blocking alley behind pizza restaurant in 1400 blk W. Broadway, driver used false name, had several misdemeanor warrants, passenger had open bottle, misdemeanor warrant, suspected heroin recovered from vehicle, along with numerous car stereos, cell phones, drug paraphernalia, could not be determined at the time of this report if the items were stolen, driver booked for PC Narcotics, PC false info, 3 warrants, DAS, passenger booked for open bottle, misdemeanor warrant, only item of note: Fight/Assault call in 1900 blk 25^th Av N; officers responded, found Jordan Area Community Council meeting had erupted in violence, at least one person was assaulted, officers remained on scene for remainder of meeting to prevent another outbreak of violence due to level of volatility present

K9 Unit: K9 team assisted 4^th Prct officers on party of “bikers” in 2600 blk Morgan Av N, located 2 handguns inside garage; K9 team assisted 4^th Prct officers in chase of suspect wanted for narcotics in 2600 blk Newton Av N, K9 tracked, located suspect hiding inside porch, suspect also had outstanding felony warrant; K9 team assisted DOC on attempt pickup in 3200 blk Blaisdell Av S, suspect taken into custody; K9 officer observed occupied stolen vehicle at 24^th/Bloomington Av S, suspects were taken into custody; K9 team assisted 5^th Prct officers chased theft suspect at 24^th/1^st Av S, K9 tracked, located suspect; K9 officer responded to Person with Gun in 3000 blk Girard Av N, suspect fled on foot, K9 officer apprehended him immediately, handgun; K9 officer observed occupied stolen vehicle at 27^th/Thomas Av N, vehicle pulled to curb, 3 suspects prepared to flee from vehicle, 3 K9 squads surrounded vehicle, 3 suspects surrendered immediately

Traffic & Accident Investigations Unit: Traffic Officers made 647 stops last week, of those stops, issued 690 citations, made 62 arrests, officers also investigated 37 accidents, 2 of which were squad accidents; responded to Personal Injury at 38^th St E/Chicago Av S involving small School Bus transporting 3 students plus driver/SUV with driver; student injured, transported to hospital; Accident Investigations assigned 31 cases

Bomb Unit: Responded to 5^th Precinct on suspicious container which was x-rayed, cleared

1^st Precinct: In this year-to-date period violent crime is 13% overall. Property crime is on the rise (less than 1%); there have been 8 auto thefts compared to 4 at this time in 2008.

2^nd Precinct: Total violent crimes have decreased 48% over this time frame last year; overall property crime is down 28%.

3^rd Precinct: Violent crime fell 6% compared with this time period last year. Property crime has reduced 40% over this time in 2008.

4^th Precinct: The decrease in violent crime is 10% this year. Property crime fell by 13%.

5^th Precinct: Overall violent crime has remains lower over this 2008 timeframe by 67%. Property crime decreased 7% thus far in 2009.
