MPD HIGHLIGHTS for the week of 20-26 January, 2009

CITYWIDE TRENDS

The MPLS total violent crime rate is 24% lower in this year-to-date period than in 2008.

MPLS has had 1 homicide this year to date.

Robberies decreased by 44% this year-to-date.

Aggravated assaults rose by 8% in this year-to-date period compared with 2008.

Rape has decreased by 47% this year over the same time period last year.

Total property crimes decreased 12% in this year period.

A total of 44 weapons have been placed into evidence thus far in 2009.

26th/15th Avs S: 3 victims seated in car when were approached by 3 suspects; 1 suspect pointed gun at victims, took debit card, car keys, cell phone, passport;  during robbery suspect poked 1 victim in face with gun causing minor cut

Officers dispatched to ShotsSpotter activation flagged down by person who saw body lying on street; Fire Dept arrived, pronounced adult male victim deceased;  officers set up perimeter canvassed neighborhood; very few people out due to weather; recovered video 4th Precinct safety camera.

2300 blk Pillsbury Av S: Squad dispatched to suspicious person call found adult male on ground unconscious, intoxicated; officers found credit cards him belonging to another person; officers were able to contact owner of cards who stated that cards were stolen from vehicle that day: Arrested/

10 blk 13th St N: Officers responded to Check Welfare call regarding individual who notified friend that he would harm himself; building Security Officer noted apparent blood stains around apt door, resident was not located

31st/Lake St: 2 suspects armed with guns attempted robbery of fast food restaurant; they waited for employee to arrive, tried to force him to open door; employee did not have key, staff already inside ran into cooler, called police; suspects fled on foot; K-9 tracked to 29th/31st Av; suspects appeared to get into vehicle

Fremont/Dowling Avs N:

Officers stopped 3 suspicious people in relation to above agg robbery; 1 suspect refused to comply with officer’s requests, fought with officer; another juvenile suspect ID’d, released; after suspect was released, he made threats to shoot officers, blow up squad cars; suspect tried to run into his residence but was again apprehended by officers: 2 Arrested/

Officers responded to call of Shots Fired inside apt; bullet went through floor into apt below but did not strike either female seated in living room where bullet landed; officers spoke to renter of apt above who told officers that Somali gang members got into argument with each other, 1 pulled pistol, accidentally shot gun grazing his leg; group of males, suspects ran from apt; 1 Somali male stopped at scene, ID’d; renter said this male was not same who fired gun; no reports of any gunshot wound at local hospitals

Homicide Unit

Investigating: Officers called to the 1600 blk of Hillside Av N 25 Jan on report of shooting found an adult male with an apparently fatal gunshot wound lying on sidewalk; victim pronounced dead at scene; there are no suspects in custody at this time

Robbery Unit

Investigating: 11 cases Robbery, 0 assigned; 15 cases Aggravated Robbery (including Auto), 4 assigned; 4 Robberies of Business, 3 assigned; 0 cases unfounded; 0 cases closed by arrest; 4 cases transferred to another unit; 15 cases open pending further info; 6 cases open

Investigating pattern: Street robberies in 2nd Prct area involving pair of white, black male suspects, 20-25 years of age, armed with a handgun; robberies took place at:18th/ Central Av NE 1/1@2125; 5th St SE/8th Av 1/23@0022; Broadway/ Washington St. NE 1/23@1220; 301 University Av SE 1/19@2350; 545. 12th Av SE/ 7th St 1/25@1900

Investigating: ROBBERY of BUSINESS: 2800 blk Johnson St NE: White male suspect entered store armed with knife, vaulted over counter, took bottles of controlled substances

Charged: AGGRAVATED ROBBERY/KIDNAP: Jesse Lee Randolph-Bradley (6/6/1989) ID’d arrested for Christmas Day incident; female victim was kidnapped off street, forced at gunpoint into her apartment, threatened with being tied-up, beaten; Violent Criminal Apprehension Team located Randolph-Bradley in Brooklyn Pk, transported to Criminal Investigations Division where he confessed

Juvenile

Charged: ROBBERY/RIOT: 500 blk Park St: 6 juvenile inmates stole keys from teacher while in class in Juvenile Detention Ctr; teacher overpowered, inmates used stolen keys to exit their secure classroom, enter another secure room to assault another inmate; all juvenile males suspected gang members

Charged: ROBBERY of BUSINESS: 5000 blk 34th Av N: Victim robbed of money by 2 suspects armed with knives; officers arrested both suspects after traffic stop

Investigating: ASSAULT: 39th/Russell Av N: Victim shot while seated in his car; suspect was on foot, shot into car with handgun, fled; victim hospitalized

Charged: ASSAULT: 35th/Bryant Av N: Brother/brother domestic violence; juvenile suspect pointed handgun at victim.

Investigating: ASSAULT: 1600 blk Dupont Av N: Victim (grandmother) assault by her 15-yr-old grandson with metal object

School Resource Officers: HIGH SCHOOL: Edison: Assault occurred at home; Henry: Cited Runaway; North: Knife in School; South: Assault; MIDDLE SCHOOL: Anishinabe Academy: Assault; Harrison: Disorderly Conduct; Recovered Gun; Riverbend: Damage to Property, Assault; West Harry Davis: Trespass, Assault

Outreach: Officers Kubes, Kirchen, Klukow went to Washington to work Inauguration Detail; they shared this historic event with their schools; Officer Kirchen called students at Lucy Laney to give updates from inauguration, parade route sites

Sex Crimes Unit

Predatory Offender Registration: Initiated 5 new cases of Failure to Register; 6 complaints signed; 8 cases submitted for charging review; current total non-compliant in Mpls: 153 (no change from last week)

Investigating: 14 cases routed; 6 assigned

Investigating: LURING: 5000 blk Knox Av: 65-yr old man offers 4, 1-yr-old at Daycare stuffed toy, tells them to “come over here”; mother pulls kids away

Investigating: LURING: 1600 blk 6th S: Man waited for 8-yr-old to come home from school on several occasions, offered him candy, attempted to grab him, pull him into a stairway; suspect ID’d as resident in building

Charged: 5400 blk Logan N: Robert James Voss arrested on child pornography warrant, possession/dissemination of pornography; 6-yr-old relative reports that Voss sexually assaulted her

Narcotics Unit

Investigating: Assisted HCSO Narcotics with 2 different search warrants in N Mpls; officers recovered quantity of cocaine at both locations

Investigating: Rec’d info that 2 suspects purchasing large amounts of denatured alcohol, which is commonly used in final process of crystal methamphetamine manufacture; extensive surveillance completed, target address ID’d; suspects are processing meth

Investigating: Along with ATF conducted buy in N Mpls; assault rifle purchased

Investigating: Met with DEA Diversion, FDA and HHS to create task force to deal with criminal activity of physicians

Arrested: Presented “doctor shopping” case to HCAO for consideration of charges, including Idenitiy Theft, Drug Possession, Prescription forgery; same individual facing several other charges from other narcotics cases

Charged: Opened case on apt building; Rec’d info that high-level cocaine trafficker resides in building; search warrant is being obtained; drug runners of this organization were arrested; 9 oz cocaine recovered; 1 individual charged in state court

Sentenced: On 21 Jan defendant in US District Court sentenced to 30 yrs for distributing large amount heroin in S Mpls; officers estimated organization distributed approximately 6 to 8 oz of heroin weekly; defendant stated that he rec’d lbs of heroin from Nayarit Mexico shipped to Mpls hollowed furniture

Special Operations Division

SOD Patrol: Answered or initiated 227 calls; made 225 Traffic, 18 Suspicious Person stops; made 54 misdemeanor arrests; SOD Officers assisted with warrant in 3rd Prct for CRT, several guns recovered; Officers arrested man during traffic stop when they discovered 222 grms marijuana, $728, hidden seat (they noticed him trying to kick it under the seat as they approached); cash, vehicle seized; Sgts assisted SWAT with 3 warrants of individual units within same apt building in 3rd Prct, handgun, numerous bags of narcotics recovered; Officers involved in short pursuit, coordinated effort with K-9 to apprehend suspect fleeing on foot after car chase; assisted Metro Gang Strike Force with risk warrant in 700 blk Upton Av N, recovered crack cocaine, marijuana

Traffic & Accident Investigations Unit: Traffic Officers made 709 stops last week, of those stops, issued 774 citations, made 43 arrests, officers also investigated 25 accidents, 3 of which were squad accidents; Accident investigations assigned 28 cases

Bomb Unit: Training day at Bomb Range; unit members practiced using multiple robot platforms in snow covered conditions for render-safe operations; responded to assist Brooklyn Pk with recovery of explosive blasting caps found in garage after new homeowners moved in

SWAT: Warrant for 4th Prct CRT in 2400 blk 4th St N, 3 adults, 4 juveniles secured inside, 700 tabs of ecstasy, 1 lb marijuana, $2200 recovered; Warrant for 4th Prct CRT in 3500 blk Upton Ave N, 4 adults, 1 pit bull secured inside, 16grms marijuana recovered; Warrant for Hennepin County VOTF in 2100 blk Bryant Av N, 1 Adult, 2 juveniles detained inside, .40 handgun, 9mm long gun, ½ lb marijuana, $5K recovered; Warrant for MGSF in 700 Polk St NE; 1 male, 3 dogs secured inside, 2 shotguns, 8 grms crack, ½ lb marijuana, $1K recovered; Warrant for 4th Prct CRT in 1500 blk Upton Av N; 2 adults, 2 juveniles secured inside Tech 9 gun recovered; Double warrant for 3rd Prct CRT in 1800 blk 14th Av S, 3 people secured inside each apt, stolen .40 H&K handgun, 2.2 grms crack cocaine recovered; Controlled delivery, search warrant in 2600 Dupont Av N with 4th Prct CRT; 20 lbs marijuana recovered (after delivery by postmaster), 2 adults, 1 juvenile secured inside; Warrant for 4th Prct CRT in 3200 blk 24th Av N, 5 adults, 3 juveniles secured inside; Warrant for 3rd Prct CRT in 3600 Colfax Av S, 3 adults secured inside, 7gs cocaine, $460 recovered; Warrant for 3rd Prct CRT in 3200 4th Av S; 2 adults secured inside, .1 grms cocaine, $930 recovered

K9: K9 officer observed occupied stolen vehicle at Lowry/Upton Av N, stopped vehicle, 2 suspects taken into custody; K9 officer observed vehicle that was used in armed robbery of person at 22nd/Washington Av N, 3 suspects taken into custody, positively ID’d by victim; K9 team assisted STOP officers who were in pursuit in 3rd Prct, suspect bailed from vehicle, fled on foot, K9 deployed, apprehended suspect immediately at 24th/14th Av S; K9 team assisted 4th Prct officers who were chasing 3 suspects wanted in Aggravated Assault, suspects located hiding inside home in 3500 blk Fremont Av, suspects surrendered upon hearing K9 warning; K9 team assisted STOP officers who were chasing suspect that had fled from them on foot in the 4th Prct, K9 tracked, located suspect who was hiding inside of 2600 blk Logan Av N residence

Investigating: Bait vehicles deployed with activation in 2nd Prct (vehicle was not stolen), tape will be reviewed for possible suspects

Investigating: Assigned 4 cases, 8 arrested; 2 cases presented for charging, 2 cases closed by arrest

CODEFOR PATTERNS & ACTIONS

1st Precinct: Overall violent crime is 26% lower than at this time in 2008. Property crime continues to remain lower than last year, still down 4%. There were 14 auto thefts this year to date.

2nd Precinct: Total violent crimes have decreased 32% over this time frame last year; overall property crime is down 22%.

3rd Precinct: Violent crime fell 21% compared with this time period last year. Aggravated assault is on the rise, up 9% this year to date. Property crime fell 30% over this time in 2008.

     

4th Precinct: Violent crime increased this year to date by 9% compared to 2008 due to a greater number of aggravated assaults. Property crime increased slightly by less than 1% over last year.

5th Precinct: Violent crime overall has decreased significantly by 61% over last year at this time. Property crimes have risen slightly by 1% thus far in 2009 due to 10% increase in larceny.
