MPD HIGHLIGHTS for the week of 27 January-2 February, 2009

CITYWIDE TRENDS

The MPLS total violent crime rate is 25% lower in this year-to-date period than in 2008.

MPLS has had 2 homicides this year to date.

Robberies decreased by 43% this year-to-date.

Aggravated assaults fell by 31% this week compared with this week in 2008.

Rape has decreased by 34% this year over the same time period last year.

Total property crimes decreased 10% in this year period.

A total of 53 weapons have been placed into evidence thus far in 2009.

800 blk University Av SE: Victim approached entering residence, fought with suspect who fled with victim’s backpack containing an iPod, notebook computer, ID; officers, K-9 searched area

Morgan Av N/Golden Valley Rd: Driver of stolen vehicle sped into group of officers, parked squad, stopped vehicle, driver, passengers of stopped vehicle; officers fired at driver when after repeated warnings he failed to stop; driver died at scene

27th/Blaisdell Av S: Squad dispatched to Suspicious Vehicle call involved in 2 gun pointing incidents downtown; officers saw car, made felony stop, found air pistol under front seat of vehicle; according to both victims, front seat passenger pointed pistol at them; victims refused offense reports: Arrested/REPLICA WEAPON (juveniles taken to curfew center)

19th/1st Avs S: 2 females reported being touched inappropriately by a male; suspect was taken into custody, believed to be responsible for several “groping” incidents

2900 blk 5th Av S: Hispanic victim shot, stabbed inside his house after a masked black man forced entry; suspect said “Robbery” in Spanish when he entered; victim, others in house tried to fight suspect off but he fired gun, slashed victim, then fled on foot without taking anything; victim transported to HCMC in stable condition

30th/Penn Avs N: Officers observed juvenile driving vehicle stolen from Crystal collide with car, oficers followed, attempted to stop; driver turned around abruptly to evade officers; hit another car then fled on foot; officers apprehended 16-yr-old after short foot chase: Arrested/

Outreach: Officer Klukow at Southwest High School handled case of deaf student runaway by arranging meeting with school interpreter to better connect her with appropriate resources, answer any questions she may have to keep her in school

Sex Crimes Unit

Predatory Offender Registration: Initiated 10 new cases of Failure to Register; 4 complaints signed; 5 cases submitted for charging review; current total non-compliant in Mpls: 146 (153 last week); total offenders who reside, work or go to school in Mpls: 2102 (Last week 2105); total number of level 3 offenders in Mpls: 100 (Last week 99)

Investigating: CSC: Lake/Hiawatha: Woman reported sexual assaulted by male at gun point after meeting suspect at Metro Transit station

Arrested: U of M/Mpls: Suspect in multiple molestation/groping cases apprehended by U of M police; Mpls Sex Crimes investigator interviewed suspect who confessed to 10 CSC cases between the dates of 28 Jan-3 Feb 2009, including reported assault at Lake St W/Holmes Av S

Charged: CSCR: Porter Webb (12/31/1986) charged after linked by DNA to 2005 rape of 12-yr-old girl; Webb currently serving time for 2006 homicide

Narcotics Unit

Investigating: MPD, HCSO Narcotics conducted controlled buy for crack cocaine in N Mpls

Investigating:  MPD, HCSO Narcotics conducted undercover investigation of suspect distributing large amounts of Ecstasy Investigating: MPD Narcotics Officers conducted buy from N Mpls residence from info that methamphetamine, cocaine sold there; search warrant executed; meth, $1000K recovered

Investigating: MPD Narcotics assisted MGSF with buy in S Mpls, determined gang members selling narcotics from 2 apts in building search warrant executed; crack cocaine recovered

Investigating: MPD Narcotics executed search warrant in S Mpls; info indicated large quantity of cocaine being stored, distributed; recovered $6,400, vehicle

Investigating: MPD Narcotics conducted undercover investigation in S Mpls, bought cocaine, conducted surveillance; ongoing investigation with HCSO Narcotics

Arrested: MPD, HCSO Narcotics conducted buy/bust at Lake St shopping center; 2 suspects delivered ½ oz crack cocaine, apprehended, vehicle seized

Investigating: MPD Narcotics assisted Washington County Narcotics in conducting a buy in Mpls; purchased quantity of high- grade marijuana from suspect; ongoing case being handled by WCSO

Special Operations Division

SOD Patrol: Answered or initiated 247 calls; made 169 Traffic, 12 Suspicious Person stops; made 40 misdemeanor arrests; 7 Gross Misdemeanor/Felony arrests; SOD Officers detailed to assist 4th Prct CRT with undercover operation as cover officers in narcotics buy; Squads detailed to assist 3rd Prct CRT narcotics arrested suspect, recovered small amount of crack, $3300, info leading to 2nd suspect; officers responded to 4300 blk Lyndale Av S where approx 150 juveniles started fighting; all available officers responded, able to calm situation

Traffic & Accident Investigations Unit: Traffic Officers made 739 stops last week, of those stops, issued 805 citations, made 54 arrests, officers also investigated 26 accidents, 1 of which was squad accident; Accident investigations assigned 45 cases

Bomb Unit: Assisted Metro Gang Strike Force with x-ray of suspicious package containing heroin; disposed of 20 railroad torpedoes by countercharging them at bomb range; assisted Transit Police with bomb threat on MTC bus, suspect arrested for Terroristic Threats

SWAT: Warrant for 4th Prct CRT in 3500 blk Minnehaha Av S, 3 adults, 1200 tabs of ecstasy recovered; Warrant for 4th Prct CRT in 2900 blk Queen Ave N, 14 adults, several children secured inside; Warrant for VOTF in 2200 blk Grand Av S, 2 adults secured inside, 1 vicious dog dispatched, 250gs cocaine, 20gs meth, $8190, replica assault rifle/pellet gun recovered; Warrant for 4th Prct CRT in 2600 blk Logan Av N, Dog fighting operation, 8 adults, 4 pit bulls secured inside numerous articles of illegal dog fighting /training equipment recovered; Warrant for 4th Prct CRT in 2500 blk Irving Av N, 7 adults, 5 children secured inside, 14.9gs marijuana, $2633 recovered; Warrants for MGSF in 3600 blk Nicollet Av S, 5 adults secured inside, ½ ounce crack cocaine recovered; Warrant for 4th Prct CRT in 2600 blk Dupont Av N; 2 adults, 1 child, 4 pit bulls secured inside, 1 oz marijuana, pistol gripped 12-gauge shotgun recovered; officers prepared for CART Team duties at critical mass bike ride, but detail was cancelled shortly after it started; Warrant for VOTF in 4700 blk Emerson Av N, 1 adult, 2 children detained inside, 1 ½ oz crack cocaine recovered; Warrant for VOTF in 3600 blk 3rd Av S for VOTF, ½ Kilo Cocaine, $45K recovered; Assisted 4th Prct CRT with narcotics detail at 4th/Broadway, 14.5gs crack cocaine, 3 gs marijuana, $1200 recovered

K9: K9 team assisted 1st Prct officers on narcotics search of vehicle at 4th/Hennepin, K9 located narcotics underneath front passenger seat;

K9 officer stopped suspicious vehicle at 38th/Nicollet, determined probable cause to conduct narcotics search of vehicle, K9 located large amount of crack cocaine; K9 officer stopped suspicious vehicle in 4100 blk Fremont Av N, K9 conducted narcotics search of vehicle, located large amount marijuana; K9 officer stopped suspicious vehicle on Mpls/Brooklyn Center border, driver arrested on outstanding warrant, during search of vehicle, officers located 4 lbs marijuana; K9 team assisted HCSO DOC on attempt pick up in 1700 blk Washington Av N, suspect taken into custody; K9 team assisted Brooklyn Center PD on narcotics search of vehicle. K9 “indicated” on exterior of vehicle, investigators drafted search warrant based on K9 actions, located large amount of methamphetamine in vehicle; K9 officer stopped suspicious person at 31st St/ 15th Av S, suspect arrested on outstanding felony warrant; K9 team assisted 3rd Prct officers on Robbery at 42nd St/32nd Av S, K9 tracked, located 2 suspects hiding inside a nearby home, suspects arrested, victim’s purse recovered

CODEFOR PATTERNS & ACTIONS

1st Precinct: Overall violent crime is 25% lower than at this time in 2008. Property crime rates are the same as last year. There were 17 auto thefts this year to date, a 6% increase over 2008.

2nd Precinct: Total violent crimes have decreased 29% over this time frame last year; overall property crime is down 18%.

3rd Precinct: Violent crime fell 21% compared with this time period last year. Property crime fell 28% over this time in 2008.

     

4th Precinct: Violent crime rates are the same as at this time in 2008. Property crime decreased slightly, by less than 1% over last year.

5th Precinct: Violent crime rates have decreased significantly by 61% over last year at this time. Property crimes have risen slightly by 1% thus far in 2009 due to in part to a 14% increase in burglary.
