MPD HIGHLIGHTS for the week of 3-9 February, 2009

CITYWIDE TRENDS

The MPLS total violent crime rate is 24% lower in this year-to-date period than in 2008.

MPLS has had 2 homicides this year to date.

Robberies decreased by 39% this year-to-date.

Burglaries rose 13% this week compared to this week in 2008.

Aggravated assaults fell by 5% this week compared with this week in 2008.

Rape has decreased by 38% this year over the same time period last year.

Total property crimes decreased 9% in this year period.

Juveniles served at the Juvenile Supervision Center this week: 33 truancy; 26 curfew; 8 low level offenses.

A total of 64 weapons have been placed into evidence thus far in 2009.

400 Nicollet:  Victim shot in leg while walking on street; officers determined shots fired from 2nd floor of parking ramp; set up perimeter around ramp; searched cars exiting: 2 Arrested/ASSAULT

1000 blk 22nd Av NE: Victim reported man entered unlocked doors of home around 3AM, grabbed, choked her, then fled on foot; officers established perimeter, deployed K9, but did not find suspect; later another squad stopped possible suspect with misdemeanor warrant; victim went to HCMC

3700 blk 13th Av S: Attempted Robbery of home; 2 men, woman tried to force their way in; 1 man armed with handgun; resident able to stop suspects from entering, shut door on them; suspects then fled; precinct Crime Prevention staff working with residents to alert them to incident

Officers observed vehicle at in intersection, man lying on ground near driver’s side; brother of victim said they were driving along with 4 others, including child, in car when brother was shot by someone passing them in another vehicle; has no reason why; victim transported to hospital with non-life-threatening injuries

Lake St/Market Plaza: Officers dispatched to Personal Injury accident; pedestrian hit by car as she was crossing against traffic light struck by vehicle; after being knocked to ground, trying to get up, she was struck by 2nd vehicle, run over; victim in critical condition at scene, taken to HCMC

5th/Hennepin: Witness reported seeing man with gun; officers located, apprehended fleeing suspect: recovered .357 revolver: Arrested/

18th/Chicago Av S: Victim of Robbery reported he was approached by 6 suspects who demanded money; suspects took cash, cell phone, jewelry, then punched, kicked victim before fleeing on foot

1900 Penn Av N: Officers responded to victim who reported he had been shot on street by 4 unknown suspects, aged 27-30; victim sais he could not ID suspects, refused to answer questions

2200 blk 3rd Av S: Witnesses at gas station reported man attempted to get other customers to pay him cash for gas so he could use credit card (stolen); while officers were dealing with him, they received call from owner of credit card, stated their car had just been broken into; suspect.  had property from several thefts from vehicles in apt parking lot; suspect linked to multiple thefts: Arrested/THEFT from MOTOR VEHICLE

NE 1/19 @2125, 5th St SE/8th Av 1/23@ 0022, Broadway/ Washington St NE 1/23@1220 hrs, 300 University Av SE 1/19@ 2350 hrs, 12th Av SE/7th St 1/25@ 1900 hrs: Emerging street robbery pattern in 2nd Prct involving pair of male suspects, 1 white, 1 black, 20-25 yrs of age, armed with handgun; 1 suspect ID’d, arrested, case sent to Hennepin County Attorney’s Office for consideration of charges, which were deferred, pending other evidence

Investigating: AGGRAVATED ROBBERY: 2500 blk 11th Av: Victim attacked in rear driveway by pipe-wielding man, who stole victims’ wallet; victim staggered into his house, collapsed with severe head wounds; brought to HCMC in critical condition; victim unable to communicate

Investigating: AGGRAVATED ROBBERY: 26th/Pillsbury: Victim threatened, robbed at knifepoint by suspect

Sex Crimes Unit

Investigating: 22 cases routed; 14 assigned

Investigating: CSC: 3rd/Franklin: 17-yr-old female, waiting for bus accepted ride from 2 strangers in Black SUV; victim sexually assaulted by both males

Arrested: 24th/Central NE: 2 victims reported stranger/suspect following them in black SUV, exiting vehicle, grabbing/molesting, trying to pull them toward him; case will be presented to Co. Attorney

Charged: CSCM: Phillip William Acosta (7/16/1967) charged by Minneapolis investigators in 7 Gross Misdemeanor CSC/Groping cases; Acosta was charged by U of M PD in 2 cases

Predatory Offender Registration Unit

Predatory Offender Registration: Initiated 8 new cases of Failure to Register; 3 complaints signed-1 was non-compliant CA Offender who has been living in Mpls for 2 yrs without registration; 4 cases submitted for charging review; current total non-compliant in Mpls: 152 (146 last week); total offenders who reside, work or go to school in Mpls: 2103 (Last week 2102); total number of level 3 offenders in Mpls: 100 (Last week 100)

Child Abuse Unit

Investigating: 33 cases routed; 17 cases assigned 17; cases referred to CPW 6; cases assigned included previously non-assigned Deprivation of Parental Rights cases: these were assigned to see if child has been returned, if more work needed, in 1 case juvenile female located in Maricopa County AZ; case also opened that may require extensive investigation of Child Abuse in foster care setting

Narcotics Unit

Investigating: MPD, HCSO Narcotics conducted undercover buy of crack cocaine for further investigation of distribution in S Mpls area

Investigating: MPD, MGSF conducted investigation with cooperation of Confidential Informant of suspect distributing, storing cocaine Investigating: MPD, VOTF, ICE officers conducted undercover meeting with suspect

Investigating: MPD, DEA conducting extensive surveillance operation of suspect planning murder

Special Operations Division

SOD Patrol: Answered or initiated 313 calls; made 252 Traffic/Suspicious Vehicle stops, 16 Suspicious Person stops; made 55 misdemeanor arrests; 7 Gross Misdemeanor/Felony arrests

3rd Precinct Directed Patrol: Squad made traffic stop, during investigation into DWI officers discovered approx 1 grm suspected crack cocaine in driver’s wallet, 1 Arrest/Probable Cause Narcotics; Squad 923 assisted 3rd Prct CRT Team with narcotics detail, after changing location multiple times officers arrested target suspect in 4th Prct area after foot chase, 3 grms suspected crack cocaine, powder cocaine were recovered: 1 Arrest/Probable Cause Narcotics; Officer-involved shooting occurred in 4th Prct, all SOD squads reassigned to 3rd Prct to respond, assist with scene, to assist with 911 calls

4th Precinct Directed Patrol: Officers recovered loaded .9mm semi-auto during traffic stop; Squad near Broadway/Lyndale Avs N when multiple shots fired, after quick search, found victim shot 4 times in torso still inside his vehicle at Broadway Av/I9, preliminary investigation revealed possible drug deal gone awry, suspect followed victim, then drove by him at intersection, initial medical report suggest wounds will leave victim paralyzed from chest down, all SOD squads responded to this call, took several hours at scene, to transport witnesses, etc.; Squad recovered vehicle stolen in Mpls

Traffic & Accident Investigations Unit: Traffic Officers made 686 stops last week, of those stops, issued 720 citations, made 37 arrests, officers also investigated 30 accidents, Traffic Officers responded to a personal injury accident at Lake St W/Market Plaza where pedestrian struck by 2 vehicles; pedestrian transported to the hospital; ent; Accident investigations assigned 35 cases Traffic Officers made 686 stops last week and of those stops, issued 720 citations, made 37 arrests; officers also investigated 30 accidents

Bomb Unit: Responded to assist Fridley PD with meth lab; responded to 6th St/ 1st Av N on suspicious package that was x-rayed, cleared

SWAT: Warrant for 1st Prct CRT in 1400 blk Portland Av S, unoccupied; Warrant for 5th Prct CRT in 2500 blk Logan Av N, 3 adults, 490 grms marijuana , $2869 recovered; 5th Prct in 400 blk W 32nd Av S, Unoccupied, drug paraphernalia recovered; Warrant for 4th Prct CRT in 3300 blk Knox Av N, 2 adults secured inside,15½ “ sawed-off shotgun, 65grms marijuana recovered; Warrant for 4th Prct CRT in 2500 blk Irving Av N, 7 adults, 5 children secured inside, 14.9grms marijuana, $2633 recovered; Warrants for MGSF in 4100 blk 16th Av S, 2 adults secured inside, 22 cal rifle with “banana clip”; Warrant for Anoka/Hennepin Drug Task Force in 700 blk Main St NE, 2 adults secured inside, ½ lb meth, 22 cal handgun, $500 recovered; 2 Warrants for VOTF in 3600 blk 3rd Av S, 1 adult secured inside, large marijuana grow operation discovered; Warrant for 2nd Prct CRT in 1600 blk 3rd St NE; juvenile/3 large dogs secured inside; Warrant for VOTF in 3500 blk Morgan Av N

K9: K9 Officer arrested person with gun in 2600 blk Dupont Av N after brief foot chase; K9 Officers responded to Burglary in progress in 2900 blk Oliver Av N; K9 Officers arrested 2/6 suspects, 1 suspect apprehended by K9; K9 Officer responded to Unknown Trouble call in 4200 blk James Av N, while officer at call he received info that person had loaded .45 cal handgun, taken into custody for Domestic Assault/PC Weapons; K9 Officers assisted US Marshal’s Officer on pick-up in 2600 blk Como Av SE, 1 taken into custody on federal narcotics warrant; K9 Officer assisted 4th Prct. in finding suspect that ran from Person with Gun call, suspect found hiding between shed, garage in 2600 Dupont Av N, taken into custody after K9 barked at him, resisted officers

CODEFOR PATTERNS & ACTIONS

1st Precinct: Overall violent crime is 16% lower than at this time in 2008. Property crime rates decreases 3% compared to the same timeframe in 2008. Burglary rose by 6%.

2nd Precinct: Total violent crimes have decreased 18% over this time frame last year; overall property crime is down 14%. Officers noted a pattern of burglary in Prospect Park; burglars forcing entry through garage service doors into alley garages.

3rd Precinct: Violent crime fell 21% compared with this time period last year. Robberies increased by 25% (3 more) over last year. Property crime fell 25% over this time in 2008.

     

4th Precinct: Violent are 5% down over this time frame in 2008. Property crime increased by 8%. Burglary rose by 8%; larceny increased 22% this year. Precinct Crime Prevention Specialists are working with residents to alert them to rise in burglary and encouraging them to call 911 whenever a suspicious person is observed.

5th Precinct: Violent crime rates have decreased significantly by 60% over last year at this time. Property crimes have decreased 8% thus far in 2009.
