CITYWIDE TRENDS

The MPLS total violent crime rate is 23% lower in this year-to-date period than in 2008.

MPLS has had 2 homicides this year to date.

Robberies decreased by 35% this year-to-date.

Burglaries rose 15% this year compared to 2008.

Aggravated assaults rose by 10% this week compared with this week in 2008.

Rape has decreased by 43% this year over the same time period last year.

Total property crimes decreased 8% in this year period.

A total of 70 weapons have been placed into evidence thus far in 2009.

Arrested: BANK ROBBERY: 4900 34^thAv S: Suspect Esley Reid, out of federal prison for bank robbery, entered bank, demanded money at gunpoint, fled on foot, hid on porch of nearby residence; occupant of the home saw Reid, called police; Reid arrested, handgun recovered; assisted FBI; Reid also suspected of 6 other metro bank robberies

Charged: Deron Vaughnta Hazley, charged with 2007 cold DNA hit in stranger rape; suspect made attempts to destroy, take evidence; SARS nurse is credited with swabbing victim’s cell phone, used by suspect, to locate suspect’s DNA

Charged: CSCR: Tony Durane Smith arrested, charged CSCR for forcible rape of his friend’s mother

Charged: Chad Steven Miller (8/20/1974), convicted sex offender arrested, charged for failure to register when investigators executed a search warrant for possession, distribution of child pornography; additional charges pending computer forensic examination

Charged: Jose Felix Mainado-Morocho charged with 5^th deg CSC for groping woman as she was walking in NE Mpls

Predatory Offender Registration Unit

Predatory Offender Registration: Initiated 5 new cases of Failure to Register; 3 complaints signed-1 was non-compliant CA Offender who has been living in Mpls for 2 yrs without registration; 4 cases submitted for charging review; current total non-compliant in Mpls: 179 (152 last week-NB:This spike due to Bureau of Criminal Apprehension now attempting to mail notification letters to downtown shelters; many of whom do not take mail, then making these offenders non-compliant when they do not receive and return this mailing); total offenders who reside, work or go to school in Mpls: 2093 (Last week 2103); total number of level 3 offenders in Mpls: 101 (Last week 100)

Child Abuse Unit

Investigating: 23 cases routed; 20 cases assigned 17; cases referred to CPW 9; cases assigned included previously non-assigned Deprivation of Parental Rights cases: these were assigned to see if child has been returned, if more work needed

Investigating: Continuance of major case is requiring extensive investigation, resources of Child Abuse in foster care setting; interviews to commence this week

Charged: Robert Voss Jr for possession and distribution of child pornography; subsequent child abuse case investigation opened for the health, welfare of children; niece of Voss came forward alleging she was sexually abused by him, then interviewed at Corner House, disclosed she was sexually abused by him several times in 2007; Voss also charged with CSCR

Domestic Assault Unit

Investigating:182 cases routed; 13 jail cases assigned; 11 suspect cases assigned; 4 enhanced domestic cases;

Training: 2 Sergeants attended week-long “Protecting Children Online” course

Charged: Suspect had been drinking all day when he threatened his girlfriend/baby’s mother with gun, fearing for her safety she fled apt, called 911, sent her friend, sister back to get the baby out of harm’s way; suspect loaded his gun (putting in bullets backward); threatened girlfriend’s friend, sister with the gun (pulling the trigger but the gun didn’t go off); 2 counts 2^nd deg Assault, held on $150K bail

Charged: After arguing with girlfriend, victim went outside to calm down; while standing with back to the door, girlfriend attacked victim from behind stabbing him in the back of head/neck; narrowly escaped critical injury, treated at HCMC; suspect confirmed much of victim’s story but also claims to suffer from memory loss; charged with both 1^st, 2^nd deg Assault; held on $100K bail

Charged: Suspect threatened girlfriend with knife; stepson (former golden gloves boxer) restrained suspect until police arrived; suspect charged with Terroristic Threats

Arrested: Victim/girlfriend, suspect/boyfriend live together with 2 children; suspect intoxicated, threatened to kill girlfriend with knife while she took shower; suspect assaulted her with fists, cut her hand with knife; children witnessed to assault; suspect observed by officers carrying victim, wrapped in bath towel, up stairs by waist; ICE also has deportation hold on suspect; 2 counts complaint of 2^nd deg Assault, Terroristic Threats

Narcotics Unit

Investigating: MPD, DEA conducted undercover buy/follow on OCDETF case; UC purchased methamphetamine; officers ID’d stash location; search warrants planned

Investigating: MPD Narcotics, ATF, HCSO Narcotics conducted several CRI buys or CRI buy/follows in 4^th Prct, purchasing qua crack cocaine, cocaine, storing cocaine

Arrested: MPD, HCSO Narcotics executed search warrant in 5^th Prct on Blaisdell Av S after receiving information and conducting investigation; handgun, cocaine, 1 arrested

Investigating: MPD, DEA conducting extensive surveillance

Investigating: Worked with Robbery Unit identifying possible suspects for pharmacy robbery in NE Mpls

Investigating: Meeting with MPD/DEA/FDA/HHS criminal professional task force in relation to ongoing pharmaceutical investigations

Special Operations Division

SOD Patrol: Answered or initiated 230 calls; made 172 Traffic/Suspicious Vehicle stops, 10 Suspicious Person stops; made 35 misdemeanor arrests; 3 Gross Misdemeanor/Felony arrests

3^rd Precinct Directed Patrol: Squad made traffic stop, during investigation into DWI officers discovered approx 1 grm suspected crack cocaine in driver’s wallet, 1 Arrest/Probable Cause Narcotics; Squad 923 assisted 3^rd Prct CRT Team with narcotics detail, after changing location multiple times officers arrested target suspect in 4^th Prct area after foot chase, 3 grms suspected crack cocaine, powder cocaine were recovered: 1 Arrest/Probable Cause Narcotics; Officer-involved shooting occurred in 4^th Prct, all SOD squads reassigned to 3^rd Prct to respond, assist with scene, to assist with 911 calls

4^th Precinct Directed Patrol: Officers recovered loaded .9mm semi-auto during traffic stop; Squad near Broadway/Lyndale Avs N when multiple shots fired, after quick search, found victim shot 4 times in torso still inside his vehicle at Broadway Av/I9, preliminary investigation revealed possible drug deal gone awry, suspect followed victim, then drove by him at intersection, initial medical report suggest wounds will leave victim paralyzed from chest down, all SOD squads responded to this call, took several hours at scene, to transport witnesses, etc.; Squad recovered vehicle stolen in Mpls

Traffic & Accident Investigations Unit: Traffic Officers made 772 stops last week, of those stops, issued 884 citations, made 57 arrests, officers also investigated 15 accidents, one of which was squad accident; Traffic Officers conducted traffic stop at 1^st AvN/4^th St N, .40 cal handgun recovered large amount of money; Accident investigations assigned 15 cases Traffic Officers made 686 stops last week and of those stops, issued 720 citations, made 37 arrests; officers also investigated 30 accidents

Bomb Unit: Responded to suspicious package at 25^th/27^th Av S, package was x-rayed, cleared; responded to 27^th/Chicago Av S on package containing suspicious powder, turned out to be commercial baking product; assisted Park Police with suspicious object at 41^st/W Lake Harriet Pkwy, x-rayed, cleared

4^th Precinct Directed Patrol: Squad stopped vehicle, after dealing with very uncooperative driver, officers found oxycodone on driver: Arrested for P/C Narcotics; Squad involved in vehicle pursuit with reckless driver, shortly after entering 94E; pursuit terminated by squad due to speeds reaching well over 100mph; Squad arrested 1 for PC cancelled-IPS after stopping driver for traffic violation

SWAT: Search warrant for Robbinsdale PD in 3900 blk Russell Av N; shirt with BLS worn by robbery suspect recovered.Search warrant for VOTF in 3500 blk 5^th Av S, 1 person secured inside, large-scale marijuana grow operation found inside; Search warrant for Hennepin County VOTF in 3400 blk Queen Av N; also provided team at protest at Golden Valley Rd/Morgan Av N; 1280 met Officer Mills at Susan B. Anthony School, gave approx 10 honor students interested in law enforcement “tour” of SWAT van, equipment.

1^st Precinct: Overall violent crime is 12% lower than at this time in 2008. Property crime rates increased slightly, by less than 1%, compared to the same timeframe in 2008. Burglary rose by 15% (23 cases thus far in 2009 compared to 20 in 2008).

2^nd Precinct: Total violent crimes have decreased 11% over this time frame last year; overall property crime is down 13%.

3^rd Precinct: Violent crime fell 28% compared with this time period last year. Property crime fell 25% over this time in 2008.

4^th Precinct: Violent crime totals are down less than 1% over this time frame in 2008. Robberies increased this week; 8 were reported in comparison to 4 reported during this week in 2008. Property crime increased by 7%. Burglary rose by 14%.
