MPD HIGHLIGHTS for the week of 24 February – 2 March 2009

CITYWIDE TRENDS

The MPLS total violent crime rate is 19.5% lower in this year-to-date period than in 2008.

MPLS has had 2 homicides this year to date.

Robberies decreased by 31% this year-to-date.

Burglaries fell 23% this week compared to this week in 2008.

Aggravated assaults fell by 21% this week compared with this week in 2008.

Rape has decreased by 26% this year-to-date over last year-to-date.

Total property crimes decreased 9% in this year period.

A total of 90 weapons have been placed into evidence thus far in 2009.

Vehicle pulled over for traffic violation.  Driver found to have loaded (with one in the chamber) .40 caliber Ruger pistol, with the safety off, next to him on the seat.  Driver was booked. Arrested/WEAPONS

700 blk 5 Av SE:

Resident found 2 suspects burglarizing her garage and called 911. Upon arrival in the area, officers observed one suspect attempting to get on MTC bus. Suspect was stopped and eventually booked. Officers obtained information on the other possible suspect Arrested/BURGLARY

5700 blk Sander Dr:

Officers noticed the door to a vacant apartment had been kicked in; officers entered and recovered a shotgun.

SID investigating

Newton Av N/25 Av N:       

Officers responded to fight call and found male assaulting female. Male was bleeding from head, so officers called for ambulance. As male entered ambulance, he spit blood/spit into Officer’s face.  Male was booked. Arrested/ASSAULT 4 and DOMESTIC ASSAULT 5

6100 blk Wentworth Av:

Victims were parking their car when they noticed a blue minivan that had followed them into the lot.  Occupants of minivan exited and pointed handguns at the victims’ heads and demanded money. Suspects then told victims to walk away and they wouldn’t be hurt.

1900 blk 6 St S:

Victim was approached by a male with a gun, who told her to enter a van, made her undress and stole her belongings. Suspect was arrested 4 days later by VCAT and is a suspect in several robberies around the city. Arrested/ROBBERY and KIDNAPPING.

700 blk Jackson St NE:

Officers dispatched to violation of a restraining order where the grandparent had a restraining order on her 15 year old grandchild. Juvenile was located and was in possession of a silver pellet gun. Juvenile was processed at Juvenile Unit. Further information was received from Park Police that the juvenile was at a recent shooting in a park. Arrested/REPLICA FIREARM and VIOLATION OF RESTRAINING ORDER

Lake St/4 Av S:

Officers stopped 4 suspected Sureno 13 gang members as they jay-walked across Lake/4th Av.   One male from the group took off running and threw down a black revolver.  This juvenile was apprehended and gun recovered. Arrested/WEAPONS

SID investigating

2400 blk Irving Av N:

Officers responded to call of a shooting. Officers spoke to adult female victim who stated she was walking near the Boys and Girls Club when suspect approached, pointed a revolver at victim and demanded money. Victim stated she did not have any money. Suspect then shot several times at victim and struck her once in leg. Suspect fled on foot and victim walked home. Victim was transported to NMMC with non-life threatening injury. Officers checked for crime scene and only located a small blood trail. No Shot Spotter activation.

100 blk 59 St E:

Victim had parked his car in his lot when a suspect wearing a red sweatshirt and black pants approached him. Suspect said “Gimme what you got,” while holding handgun to victim’s head.  Suspect then fled the scene. Related to robberies across the city.

Narcotics Unit

Investigating: 15 cases assigned; 10 submitted for charging; 4 tab-charged for misdemeanors; 1 unfounded; 5 complaints signed/filed.

Training: MPD Narcotics hosted highly successful training on prescription drugs; 40+ in attendance from MN, North Dakota and Wisconsin.

Robbery Unit

Investigating: 13 cases Robbery of Person, 0 assigned; 13 cases Aggravated Robbery (including Auto), 7 assigned; 4 Robberies of Business, 3 assigned; 0 cases unfounded; 3 cases closed by arrest; 1 case exceptionally cleared; 3 cases transferred to another unit; 13 cases open pending further info; 6 cases open

Investigating: ROBBERY SPREE:

Huron Blvd/E River Road; 1900 blk 6th St S; 100 blk 59 St E; 6100 blk Wentworth Av; 2200 blk 35 St E

On 3/1/09, starting at 0030 hours and ending at 0233 hours, there was a 5 incident robbery spree that affected the 1st, 2nd, 3rd and 5th Precincts. Two black males, armed with handguns, driving a Plymouth Voyager minivan accosted and robbed their victims and, in one case, kidnapped a victim. Officers issued a COPS Alert to other law enforcement agencies listing the suspect vehicle information. This vehicle was located by Richfield PD at 7500 Cedar Av. on the afternoon of 3/1/09. The vehicle was towed the impound lot and searched pursuant to a search warrant. Items belonging to one victim were found and identity to a suspect was also recovered. Sgts. McLean and Carpenter are working on this case, which involves over 10 victims and witnesses. PC Pick Up was issued on a suspect.

Sex Crimes Unit

Investigating: 6 cases routed; 4 assigned

Investigating: CSCR: 1700 blk Girard Av N: 14 year old female reports attempted rape. Suspect grabbed victim by the neck, threw her to ground and attempted to remover her pants.  Victim was able to fight off suspect to prevent further assault. Suspect is described as black male, light complexion 18-20, 6 feet/med build, with mustache. 

Arrested: CSCR: 10 Av S/Lake St E: Minneapolis school bus driver is arrested for kidnapping and attempted molestation of 11 year old female student.

Charged: CSCR: 2200 blk Fremont Av N: Jwok Akway Omot is charged with attempted rape of a 15 yr old female.  Omot grabbed female from behind as she was walking to school, told her he was going to rape and kill her.  Female was able to get away.

Predatory Offender Registration Unit

Predatory Offender Registration: Initiated 10 new cases of Failure to Register; 3 complaints signed; 5 cases submitted for charging review; current total non-compliant in Mpls: 152; total offenders who reside, work or go to school in Mpls: 2085 (Last week 2087); total number of level 3 offenders in Mpls: 102 (Last week 9)

Child Abuse Unit

Investigating: 38 cases routed; 14 cases assigned; 6 cases referred to CPW. Training: 3 Investigators attended child pornography training this week. Noteworthy case: 14 year old female was being seen by doctor and disclosed that she was impregnated possibly by her stepfather. Arrest made when mother and brother-in-law confronted stepfather at work in downtown Minneapolis. Hennepin County looking at charging now; suspect still in-custody; investigation continues.

Domestic Assault/ Vulnerable Adult

Investigating: 18 in-custody cases and 13 suspect cases assigned.

Investigating: Suspect broke girlfriend’s jaw. The girlfriend was admitted to the hospital and had surgery to repair the broken jaw. She spent two nights in the hospital. Suspect was released before complaint could be filed. VCAT arrested him on the warrant 3/3/09. Bail was set at $40,000 and he was charged with Third Degree Domestic Assault.

Special Operations Division

SOD Patrol: Answered or initiated 287 calls; made 217 traffic/suspicious vehicle stops, 20 Suspicious Person stops; made 46 misdemeanor arrests;4 Gross Misdemeanor/Felony arrests. Detail: SOD Patrol Officers began the shift working the Critical Mass event. Not a single rider showed up which was most likely due to weather conditions. Precinct 4: Vehicle pursuit came out of downtown into Northside; suspect vehicle crashed and SOD officers assisted when the suspect bailed from vehicle and ran. In the end, K9 apprehended the suspect. ▪ Squad initiated traffic stop on vehicle; officers discovered suspect was lying about his name and was using someone else’s name; suspect was booked for gross misdemeanor false information (name) to police. ▪ Squad initiated a traffic stop on vehicle and found the driver to be intoxicated. Driver was processed and booked for gross misdemeanor DWI.

Traffic & Accident Investigations Unit: Traffic officers made 487 stops last week and, of those stops, issued 513 citations and made 44 arrests. Officers also investigated 33 accidents; Accident Investigations assigned 40 cases.

Investigating: PI accident: Elliot Av S/32 St E: 5 yr old child was run over by a Minneapolis-Suburban School bus. The victim had broken bones and possible internal injuries. ▪ Fatal accident: Minnehaha Av S/46 St E: Traffic officers assisted MTC Police with investigation of pedestrian/MTC bus accident. ▪ Fatal accident: Hiawatha Av S/26 St E: Accident investigators were called to a 2 vehicle accident where one person died. ▪ Fatal accident: Glenwood Av/E. Lyndale Av N: 1st Pct and Traffic Unit squads responded to a crash. ▪ Traffic stop: 1 Av N/5 St N: Officer stopped a vehicle for equipment violations. A fully loaded .40 caliber semi-automatic was found in the vehicle.

Bomb Unit: Responded to 61st St/Washburn Av S on a suspicious package that was examined and cleared. ▪ Responded to assist Lino Lakes PD with a suspicious object discovered at the scene of some destroyed property. The object was x-rayed and cleared. ▪ Responded to a suspicious suitcase at 40th/Edmund Blvd. The suitcase was x-rayed and cleared.

SWAT: Search Warrants Served: 2400 block Golden Valley Rd: Officers recovered 1 gram crack cocaine; 1 felony, 1 misdemeanor arrest made. ▪ 2000 block Willow Av: Officers recovered 1 handgun and made 2 felony and 2 misdemeanor arrests. ▪ 1100 block Newton Av N: Officers recovered 1 gram crack cocaine and made 1 misdemeanor arrest. ▪ 3400 block Knox Av N: Officers recovered 2 handguns and 98 grams marijuana; officers made 1 felony and 1 misdemeanor arrest. ▪ 2500 block 11th Ave S: Search warrant executed on behalf of Edina PD and MN Gang Strike Force for Southdale shooting suspect. Occupants of house debriefed and suspect was taken into custody nearby for felony. ▪ 2500 block 11th Av S: Search warrant executed for MN Gang Strike Force immediately after first warrant.  1 pound of marijuana recovered; 1 felony arrest made. ▪ 700 block Jackson St NE:  Officers recovered 1 pound cocaine, 4 pounds marijuana, 47 pills of ecstasy, 5 grams crack cocaine, a 12 gauge shotgun, and $2,900 in cash. 1 female booked for felony. ▪ 1600 block Glenwood Av (2 units): Officers recovered 2 handguns, 17 grams of crack cocaine and 6 pills of ecstasy. Officers cited two people for misdemeanors.

Narcotics: Assisted DEA and MPD Narcotics Unit on 2 attempts to purchase narcotics; no arrests made.

K9: Assisted 3rd Precinct officers on burglary of business in the 3600 block Chicago Av S; suspect was hiding inside when officers arrived. K9 officer gave K9 warning and suspect surrendered immediately. ▪ K9 officer pursued a vehicle where suspect was believed to armed. Chase ended at 36th/Dupont Av N; suspect eluded pursuing K9 officer’s dog but was then apprehended by second K9 that was deployed by assisting K9 officer. ▪ K9 officer assisted 4th Precinct officers in a pursuit of a vehicle; suspect spun out and crashed into K9 squad; suspect was taken into custody immediately. ▪ K9 officer stopped suspicious vehicle at Broadway/Fremont Av N; one suspect was arrested on two outstanding warrants ▪ K9 assisted Department of Corrections on an attempt pick up in the 300 block of Buchanan St NE; one suspect booked for CSCR. ▪ K9 officer spotted a stolen vehicle at Bloomington/Franklin; two suspects were booked. ▪ Two K9 officers assisted 2nd Precinct officers on a burglary in progress; suspect fled on foot and K9 tracked suspect who saw K9, fled again and was apprehended by perimeter officers.

MIDDLE SCHOOL: Dowling: Disorderly Conduct. Green Central: Theft; Knife in school. Harrison: Assault 5; Truancy. Harry Davis: Assault 5. Lucy Laney: 3 Disorderly Conduct arrests.

Outreach: During monthly Roll Call session, Officer Robert Schnickel from South High School talked about School Safety & Weapons; in addition, all School Resource Officers are preparing for warm weather events and locating resources they can use from MPS and the Police Department to assist them.

Crime Lab

Investigating: Field Operations processed 16 scenes, 252 items of evidence; 0 Firearms/

Motor Vehicle Theft Program

Investigating: Bait vehicles were not deployed due to snow emergency. Focus Zone in Precinct 5 using License Plate Recognition (LPR) equipment.

MPD/ATF Weapons Task Force

Investigating: Assigned 4 cases with 7 people arrested; 2 cases presented and charged; 1 case is open and 1 is closed by arrest.

CODEFOR PATTERNS & ACTIONS

1st Precinct: Overall violent crime is 6% lower than at this time in 2008. Property crime rates decreased 5% compared to the same timeframe in 2008.

2nd Precinct: Total violent crimes have decreased 8% over this time frame last year; overall property crime is down almost 6%.

3rd Precinct: Violent crime fell 23% year-to-date compared with last year. Property crime fell 39.5% over this week 2009 compared to 2008.

     

4th Precinct: Violent crimes decreased 46% compared to this week in 2008. Property crime increased by 9% year-to-date over 2008.

5th Precinct: Violent crime rates have decreased significantly by 50% over last year at this time. Property crimes have decreased nearly 10% thus far in 2009.
