MPD HIGHLIGHTS for the week of 26 May – 1 June 2009

CITYWIDE TRENDS

The MPLS total violent crime rate is 16.2% lower in this year-to-date period than in 2008.

MPLS has had 4 homicides this year to date (69.2% decrease from YTD 2008).

Robberies 26.8% decrease this year-to-date.

Aggravated assaults fell by 8.0% year-to-date compared with this YTD in 2008.

Rape has decreased by 4.3% this year-to-date over last year-to-date.

Total property crimes decreased 13.9% in this year-to-date period.

Burglaries decreased 3.5% YTD compared to YTD in 2008.

Arson has increased 9.6% YTD over 2008.

A total of 223 weapons have been placed into evidence thus far in 2009.

1000 blk 14 St E:

Officers responded to an elder care home on a report of a visitor assaulting staff. Suspect was found to have assaulted and strangled a nurse at the residence. Suspect was taken into custody and booked. Arrested/ASSAULT 3

CID investigating

1900 blk Fillmore St NE:

Four suspects entered business, two of which were armed with guns.  Male clerk struck in head with a gun by one of the suspects.  Clerk was forced to hand over surveillance videotape to the suspects.   K9 responded with no luck.  Crime Lab responded to collect evidence.

2700 blk 17 Av S:

Squads were dispatched to report of unknown trouble.  Upon arrival, Dispatch advised ShotSpotter had detected shots fired near the north side of a home on this block. Officers located 43 yr-old victim with NLT gunshot wounds from apparent small caliber handgun. He was taken to HCMC via ambulance.  Initial investigation indicates shooting originated from dispute between 2 groups, one of whom claims to be Gangster Disciples.

500 blk Logan Av N:

Officers responded to a domestic disturbance. The suspect was in an argument with his girlfriend when he took a can of gasoline and sprinkled it on the front porch. He then attempted to light a cigarette package when another party slapped it out of his hand and put it out. The suspect the fled the scene.

ARSON investigating

24 St E/4 Av S:

Victim was walking across a footbridge over 35W when he was approached and robbed by two suspects. The suspects then fled before officers arrived. Loss includes wallet and cellphone; no weapons used or implied by the suspects.

CID investigating

600 blk 20 Av S:

7 year-old victim reported being sexually assaulted by her aunt’s live-in boyfriend. Boyfriend was located at his workplace, taken into custody, and booked. Arrested/CSCM

1100 blk University NE:

Suspect entered an attached garage and stole a tool box. Suspect hid the tool box near the garage with plans to return when he was apprehended. Suspect was charged with Second and Third Degree Burglary.

Precinct investigating

5700 blk 34 Av S:

Officers were dispatched to a party making remarks about an explosive device and indicated suicidal thoughts. Upon arrival, the party was walking out of the apartment building carrying a jug with wires and some type of mechanical device hanging from it.  The party put it down and walked out to officers and was taken into custody without incident. 

The apartment building residents were evacuated until the Bomb Squad declared the scene safe.

Case closed.

1800 blk Plymouth Av N:

Officers responded to a person with a gun call. Upon arrival, officers stopped a vehicle with three suspects who were positively identified by several witnesses. Witnesses told officers that the victim and the suspects were in an argument when one suspect pulled a gun. The gun was passed to Suspect 2, who took aim at the victim. The victim took off running and was pursued a short distance by Suspect 3. All three were booked. The gun was not recovered. 3 Arrested/ ASSAULT 2

CID investigating

3000 blk Pleasant Av S:

Officers responded to a person with a knife call. Upon arrival, officers located a female who said that her friend’s boyfriend attempted to stab her with a kitchen knife but missed. Officers were unable to locate the suspect. The victim had no injury.

Child Abuse

Cases: 23 cases routed

Charged: Malicious Punishment of a Child (gross misdemeanor): Officers responded to a scene after a mother was observed pulling her 2 year old child by the hair and then kicked the child in the back of her leg/buttocks causing the child’s legs to buckle. Sgt. Charles Green was able to obtain a confession and the mother was charged.

Domestic Assault/ Vulnerable Adult

Cases: 16 cases generated; of those, 9 were in-custody.

Investigating: Officers were dispatched to 60th and Nicollet where they spoke to the victim who stated that she had been forced into a vehicle and assaulted. The victim was bitten by the suspect and was held down on the floor of the vehicle while being transported around the metro area. After several minutes of driving, the victim attempted to flee from the vehicle, but was again held against her will. The suspect finally took the victim home after he had bloodied her nose with a punch from his fist. The victim called the police after the suspect had left the scene. Sergeant Yellowbird was able to generate a complaint; a warrant has been issued for the arrest of Carlos Rendon-Rojas.

Investigating: Female suspect attempted to stab the victim (her husband and father of her children) with a large kitchen knife. The victim had multiple defensive cuts on his hands that required medical attention. The victim was also bitten in the face by the suspect. The incident originated due to the suspect discovering that the victim had cheated on her.

Narcotics Unit

Day cases: 12 cases assigned, 5 submitted for charging, 6 tab charged, and 1 re-routed to another unit.

Operations

Investigating: MPD and HCSO Narcotics executed a search warrant in St. Paul suburban area on suspected male who was distributing large amounts of marijuana in both Minneapolis and St. Paul.  A quantity of marijuana was purchased and the unit drafted a search warrant for his residence. Two pounds of high grade marijuana, 200 pills of Ecstasy, one SKS rifle, and $2320.00 were recovered. Suspect booked.

Pharmaceutical

5 cases assigned, 2 adults charged in custody, 1 tab charged, 1 case ongoing investigation, and 1 closed unfounded. 2 search warrants served in ongoing cases.    

Investigating: Ongoing investigation into two suspects arrested, one of which is a recent graduate of out of state school of pharmacy, currently working at a local pharmacy as an intern.  Suspect used family medical status to forge hundreds of dosage unit for her and companion. Companion charged in custody.

Asset Forfeiture

Completed secondary case investigation on medical fraud case, and will be submitting for Theft of Schedule II controlled substances on two suspects. Meeting with Hennepin County Attorney’s Office for further investigation for asset seizure.

Robbery Unit

Cases: 17 cases Robbery of Person, 4 assigned; 12 cases Aggravated Robbery (including Auto), 2 assigned; 1 Robbery of Business, 1 assigned; 0 cases unfounded; 2 cases closed by arrest; 0 cases exceptionally cleared;5 cases transferred to another unit; 15 cases open pending further info; 6 cases open

Charged: Simple Robbery (attempted): 1300 blk Nicollet Mall: Male victim was accosted on the street and forced to go to a cash machine at the Hyatt Hotel. The victim alerted security, who called police. Steven Williams was arrested and brought to HCJ for attempt robbery. The case was assigned to Sgt. Harvey, who was able to get Williams charged with one count of Attempt Simple Robbery.

Investigating: Robbery of Business: 3600 blk 50 St W: Manager was opening the store and left the rear door open so employees could bring out the trash. Two male gunmen took advantage of this oversight and entered the store, threatened the manager at gunpoint, tied him up and left with the contents of the safe. The suspects were last seen fleeing down the alley.

Investigating: Robbery of Business: 1900 blk Fillmore St NE: Victim was pistol-whipped and robbed by four males, two of whom were armed with handguns. Crime Lab processed the scene and a video surveillance tape was recovered by officers.

Sex Crimes Unit

Cases: 29 cases routed; 16 assigned; 5 in-custody case

Investigating: Luring: 3600 blk Colfax Av S:  8 year old female reported suspicious male circling block in a vehicle  She reported to mother who witnessed same and obtained license plate.  Suspect is a convicted non-compliant sex offender.  He was arrested later that evening by 5th Precinct officers. Charges pending.

Charged: CSCM: Clarence Marvin Bettis Jr. was charged for molesting a 14 year old female relative.

Charged: 1st Degree CSCR and Domestic Strangulation: Bobby Jerome Roberts was charged with the listed crimes against his wife.  Roberts threatened to kill his wife, punched her numerous times, choked and raped her, then refused to allow her to leave or seek medical treatment.

Special Operations Division

Traffic & Accident Investigations Unit: Traffic Officers made 660 stops last week and of those stops, issued 673 citations and made 52 arrests.  Officers also investigated 19 accidents. Accident Investigations assigned 38 cases.

Fatal Accident: Washington/2nd St N: Officers responded to a single vehicle accident. The victim had been traveling northbound on Washington as he approached a sharp right turn which led to a stop sign. The victim did not make the turn, hit the median and fell off of the motorcycle.  Victim was deceased at the scene. Traffic Officers measured the accident scene. 

Bomb Unit: 6 St/Nicollet Mall: Responded to a suspicious package. The owner of the package was located near the scene. ▪ 16 Av N/Queen Av N: Distributed leaflets in the neighborhood in area where the bomb squad will be conducting training on May 28th. ▪ Assisted the Sibley County Sheriff in the city of Gaylord where we recovered 15 TNT charges. ▪ Assisted Crystal PD with an artillery shell that a resident brought to their police station. The shell was x-rayed and transported for disposal.

Public Housing Unit: Third Precinct: Officers conducted miscellaneous case work on 3 eviction cases in the south side high rises. ▪ Officers received a call regarding an unwanted party at 24th and 5th Ave.  Officers trespassed and sent party. ▪ Officers conducted stairwell checks in the south side high rises. Fourth Precinct: Contacted all north high rise property managers. ▪ Conducted building checks of north high rises. ▪ Assisted North side squads with call(s) for service. Heritage Square apartments: Attended community development event and provided uniformed security for area. Outreach: Coached PAL baseball.

SWAT: The SWAT team traveled to Camp Ripley for their bi-annual weapons qualification.

SOD Patrol: Answered or initiated 211 calls; made 92 traffic/suspicious vehicle stops, 10 suspicious person stops; made 12 misdemeanor arrests; 3 gross misdemeanor/felony arrests.

Precinct 1: Assisted Park Police in Loring Park with candlelight vigil for the doctor killed in Kansas. About 200 people showed up; only two people showed up and handed out anti-abortion flyers. No other problems. ▪ Assisted with Sunday night bar crowd.

Precinct 3:  Assisted on low-risk warrant. Crack cocaine recovered; 1 booked for PC Narcotics. ▪ Assisted on shooting scene at 2700 blk of 17 Av S. ▪ Assisted Directed Patrol officers on detail to apprehend a suspect who was said to be armed with a Mac 10 firearm. No gun recovered.

Precinct 4: Observed prostitution offense at 29 Av N/Penn Av N. Male admitted this was a prostitution deal; one arrested.

Detail: Critical Mass bike event. One bike struck a vehicle; no injuries. One cited for a bike-related offense.

1280 Bullets: Officers went to Camp Ripley for firearm qualification. ▪ Served two high-risk warrants.

K9 Bullets: 30 Av N/Penn Av N: Officer observed an occupied stolen vehicle. Suspect was taken into custody without incident. ▪ Golden Valley Rd/Girard Av N: Officer observed vehicle used in armed robbery downtown. Vehicle was stopped; suspect positively identified by victim. Suspect arrested. ▪ Lake St E/1 Av S: Officer observed an occupied stolen vehicle. Suspect taken into custody without incident. ▪ 29/Hennepin Av S: Assisted Fifth Precinct officers on a person with a gun call. K9 located handgun that the suspect had tossed. ▪ 2900 blk Sheridan Av N: Responded to a burglary in progress; two suspects arrested. ▪ 4800 blk 3 Av S: Assisted Third Precinct officers on burglary in progress call. K9 tracked and located the suspect who was hiding in a backyard. Suspect jumped a fence when he spotted the K9 team; was taken into custody by Third Precinct officers. ▪ 2600 blk Madison St NE: Assisted Second Precinct officers on burglary in progress. K9 officer spotted three suspects; one fled and K9 officer took other two into custody. ▪ 29 Av N/Colfax Av N: Assisted Fourth Precinct officers on person with a gun call. Suspect had fled; K9 tracked and located the suspect.

HIGH SCHOOLS: South: Assault 5; Possession of Drug Paraphernalia (marijuana). Southwest: School Trespass; Disorderly Conduct. Success Academy: Flee on Foot/Runaway.

MIDDLE SCHOOLS: Bethune: Assault 5. Harry Davis: Assault 5 (x3). Lucy Laney: Liquor Consumption by a Minor. Nellie Stone: Trespass. Northeast: Theft. Olson: Disorderly Conduct.

Highlight: School Patrol Agent Berryman participated in bike rodeos this week teaching bicycle safety. Athletic Field Day events this week are keeping the kids busy.

Forensic Division

Photo Lab1364 photos created; 118 evidentiary photos processed; 14 rolls of film processed; 6 CDs copied and  41 photo CDs back up.

FirearmsExamined: 20 guns; 1 bullet; 64 discharged casings;  26 IBIS entries; 1 serial number restoration.

Field OperationsProcessed 22 crime scenes and 358 items of evidence. Examined 89 latents, identifying 39 latents and 3 suspects.

Highlights: 09-152050 Burglary of Dwelling: 26 latent prints recovered, MAFIN hit resulting in 16 identifications of the suspect.

09-114792 Narcotics case: two latent prints identified to suspect.

Forensic Garage6 vehicles processed.

MAFIN25 MAFIN entries made with 9 hits.  1418 reverse searches and 1475 comparisons.  900 adult cards and 19 juvenile cards added.

VideoAnalyzed 3 video/cd/dvds; made 9 video copies; 12 still prints; 2 photo discs.

Computer Forensics2 new requests for forensics media examinations.  29 examinations pending.  1 media examination completed.  65 on going pro-active examinations related to child pornography.

Highlights:  Referred evidence regarding a child pornography distribution case to Woodbury PD; Maplewood PD; Anoka County; SPPD; Winona PD; Inver Grove Heights and Maple Grove PD.

Motor Vehicle Theft Program

Investigating: Bait vehicles were deployed last week and there was an activation in 4th Precinct. The tape will be reviewed to see if a suspect can be identified.

Investigating: A Honda bait vehicle was processed for evidence.

MPD/ATF Weapons Task Force

Investigating: The MPD/ATF Weapons Task Force assigned 3 cases for investigation, 2 cases were charged and 1 case was deferred. One case will be referred to ATF for possible federal charges.

CODEFOR PATTERNS & ACTIONS

1st Precinct: Overall violent crime is 1.3% higher than at this time in 2008. Property crime rates decreased 19.2% compared to the same time frame in 2008.

2nd Precinct: Total violent crimes have decreased 21.5% over this time frame last year; overall property crime is down 2.3%.

3rd Precinct: Violent crime fell 18.8% year-to-date compared with last year. Property crime fell 23.5% YTD in 2009 compared to 2008.

     

4th Precinct: Violent crimes decreased 6.4% YTD compared to 2008. Property crime increased 2.9% YTD compared to last year.

5th Precinct: Violent crime rates have decreased by 38.1% over last year at this time. Property crimes have decreased 18.9% thus far in 2009.
