CITYWIDE TRENDS The MPLS total violent crime rate is 17% lower in this year-to-date period than in 2008.
MPLS has had 6 homicides this year to date (67 % decrease from YTD 2008). Robberies 25% decrease this year-to-date. Aggravated assaults fell by 10.4% year-to-date compared with this YTD in 2008. Rape has decreased by 9% this year-to-date over last year-to-date. Total property crimes decreased 16.6% in this year-to-date period. Burglaries decreased 9% YTD compared to YTD in 2008. Arson has increased 1.4% YTD over 2008. A total of 317 weapons have been placed into evidence thus far in 2009. |

100 blk 4 St N: Victim was hit on the head with a hammer and stabbed with an unknown object. A suspect was located. Prior to a show up being conducted, victim was transported to HCMC by paramedics and was therefore unable to make a positive identification of the suspect. Due to this, police were not able to arrest the suspect for the assault. However, during police contact, the suspect became combative with officers and was ultimately booked. 5700 blk Bossen Terr: Officers responded with rescue and ambulance on a report of a deceased individual. Arriving rescue personnel indicated that it was a homicide. The 32 year old Hispanic male victim was located on the floor just inside his apartment doorway. He had multiple stab wounds to the upper body and appeared to have been dead for several hours, if not longer. Homicide investigators were summoned to the scene. Officers canvassed the building and searched the grounds for evidence. CID investigating |
3400 blk Girard Av N: The victim reported being shot in stomach (minor) by a suspect known only as Kelvin who used a .38 caliber gun, dark in color with chrome or silver on bottom. Suspect then fled in vehicle described as a 1999 white Blazer SUV, occupied by three other suspects. Victim was uncooperative. The vehicle was later located. 3 arrested/ASSAULT 2 CID investigating |
24 St W/Blaisdell Av S: A female victim was approached by two suspects. Suspect #2 pulled her purse from her shoulder. Suspect #1 pointed a handgun at her. Loss was purse, driver’s license and a check card. Suspect #1 is described as a white male, 5’10” with a medium build, 20-30 years old, red/blonde hair, black baseball cap, black t-shirt, jeans. 3300 blk 5 Av S: Victim was exiting his truck when he was approached in his yard by 2 suspects who displayed handguns and demanded money. The victim handed over $800.00 cash, car keys, and his wallet. The suspects then struck the victim with an unknown object. The victim did not sustain any injuries and refused medical attention. The area was checked but no suspects were located. CID investigating |
12 Av N/Logan Av N: Victim was riding his bike with he was approached by an unknown suspect. The suspect pistol whipped the victim and took his bike. The victim was knocked unconscious and was transported to HCMC via ambulance. CID investigating |
Hennepin Av/Lagoon: Victim was approached by the suspect as she was putting quarters in the meter. Suspect displayed a gun and told her he needed her keys. Suspect then fled in the victim’s vehicle. Cases: 41 cases routed Charged: CSC 1: 1700 blk Glenwood Av N: A 6 year old victim was sexually assaulted by her uncle. The victim gave a very detailed and credible Cornerhouse interview. Sgt. Schmid and Officer Kubes executed a search warrant at the address to collect possible evidence. MPD crime technicians processed the couch where the sexual assault took place and identified 3 biological samples. A PC pick up was issued for the suspect, who is now in HCJ. A search warrant for his DNA was executed and he was interviewed. The suspect was charged with Criminal Sexual Conduct in the First Degree by the Hennepin County Attorney’s Office. Charged: CSC 2: The known juvenile victim reported to her sister and mother that her mother’s boyfriend had touched her inappropriately. The sister then said that he had done the same to her in the past. Sgt. Green charged the defendant with two counts of Criminal Sexual Conduct in the Second Degree. | |||||
Domestic Assault |
Charged: The victim was assaulted by her boyfriend whereas her teeth were knocked out when she was struck in the mouth with the suspect’s fist. Sgt. Lynda Yellowbird was assigned this case. Upon investigating the circumstances of this assault, Sgt. Yellowbird was able to have the suspect charged with one count of Domestic Assault 3 (felony). Charged: The victim was kicked in the back by the suspect and subsequently fell down a flight of stairs. The suspect also stated to the victim while kicking her that he would shoot her in the face. This action was observed by witnesses in the apartment complex. The victim sustained multiple injuries from the fall down the stairs when she struck the railing before hitting the floor. Sgt. Dison was assigned to this case. An investigation of the facts and circumstances pertaining to this case enabled Sgt. Dison to get the suspect charged with 1 felony count of Domestic Assault and 1 felony count of Terroristic Threats. | |||||

Day cases: 24 cases assigned. 16 submitted for charging, 4 ongoing investigations, 2 tab charged, 1 unfounded, 1 transferred to another unit, 4 vehicles seized; 9 complaints signed and filed. Operations Investigating: Precinct 3: Investigators are working on methamphetamine and cocaine distribution operation. Investigating: South Minneapolis: Investigators have identified and are investigating a new heroin distribution operation. Pharmaceutical: 6 cases assigned - 1 presented for charges (out of custody), 1 charged (in custody), 1 case presented to City Attorney for gross misdemeanor charges, 1 ongoing investigation and 2 unfounded. Charged: Prescription forgery: Defendant is an airline pilot. This party is alleging an out of state doctor involved. Asset Forfeiture Cases: 10 seizure notices processed; served search warrant for financial documents; 1 narcotics case investigation; met with Impound Lot. | |||||

Cases: 22 cases routed; 12 assigned; 6 in-custody arrests Investigating: CSCR: 22 St/Park Av S: Female walking through park was grabbed by a male who identified himself as “King.” King and two other males held her down and raped her. Investigating: Kidnap/CSCR: 13 Av S/Lake St E: Female victim reported that an acquaintance and three other unknown males abducted her off the street. She was then beaten and raped. Suspect vehicle is described as a dark green and white van, possible plate of L??455. Charged: 3rd Degree CSCR: Two men, two different cases: Esteban Diaz-Flores and Segundo Manuel Romero are charged with CSCR 3rd degree for entering bedrooms of sleeping women and having sex with them. Both defendants are known to the family. Both gave confessions, with Romero stating: “the devil pushed me.” | |||||

Cases: PORS initiated 6 new CAPRS cases of Failure to register. 2 complaints were signed. 3 cases were submitted for charging review. Cases: 16 cases Robbery of Person, 3 assigned; 13 cases Aggravated Robbery (including Auto), 3 assigned; 3 Robberies of Business, 1 assigned; 1 case unfounded; 2 cases closed by arrest; 0 cases exceptionally cleared; 7 cases transferred to another unit; 15 cases open pending further info; 6 cases open Charged: Robbery of Person (Carjacking): Hennepin Av/Lagoon Av: Suspect brandished a handgun and stole the SUV belonging to a 19 year-old female. The suspect fled into St. Louis Park, where he was spotted by officers, and led police on a high-speed chase. Jackson was apprehended and positively identified by the victim. Sgt. Carlson was assigned the case. Richard Jackson was charged with one count of First Degree Aggravated Robbery. After Jackson’s arrest, investigators linked him to a similar crime which occurred on 6/16/09. A 44-year-old female was robbed at gunpoint in the parking lot. Her SUV was stolen by a black male, later identified by the victim and a witness as Richard Jackson. The victim’s vehicle was later used in a bank robbery in St. Paul. The SUV was recovered in St. Paul and linked to the victim. Sgt. Harvey is investigating this incident and is working with the FBI. Investigating: Robbery of Person: 32 St/Columbus Av S: Male got off the bus and was assaulted and robbed by a suspect, who had also been riding on the bus with the victim. Sgt. McLean is assigned the case and has obtained the bus video. The victim has yet to return phone calls. | |||||

Traffic & Accident Investigations Unit: Traffic Officers made 670 stops last week and of those stops, issued 818 citations and made 34 arrests. Officers also investigated 21 accidents; Accident Investigations assigned 28 cases. Injury Accident: Clinton Av S/33 St E: A car traveling southbound on Clinton struck three parked vehicles. A female victim who had been sitting in one of the parked cars was taken to HCMC by ambulance with facial injuries. The driver was booked at Hennepin County Jail for Criminal Vehicular Operation. Injury Accidents: Lyndale Av/Olson Memorial Hwy & 7 St/5 Av S: Off-duty officers responded to two HCMC ambulance crashes. Officers assisted at Lyndale and Olson Memorial with the first crash. The ambulance personnel had minor injuries, but the occupants of the other vehicle were listed in critical and serious conditions at HCMC. The second HCMC ambulance accident occurred as this ambulance was responding to the first crash. The accident involved a drunk driver who was booked. Injury Accident: 10 Av N/Washington Av N: An intoxicated driver was involved in an accident with a Star Tribune truck. A passenger with the intoxicated driver received non-threatening injuries. The scene was measured and the intoxicated driver was booked HCJ for Criminal Vehicular Operation. Bomb Unit: Lowry Av Bridge: Sgt. Krueger supervised the detail for the explosive demolition of the bridge. ▪ 9th St/Marquette Av S: Responded to a suspicious package that was x-rayed and cleared. Public Housing Unit: Precinct 1: 10 St/Nicollet Mall: Dog bit someone; officers assisted Animal Control with retrieving dog. Precinct 3: Officers conducted stairwell checks of the south side high rises. Precinct 4: Contacted all North high rise property managers. Conducted building checks of North high rises. Outreach: Officers attended the annual project Lookout Cookout for MPHA and met numerous volunteers who have assisted Officers with security and other issues in MPHA. ▪ Coached PAL Baseball and tournament. SWAT: WARRANT SERVICE: 2000 blk Park Av S: Assisted 3rd Precinct CRT. Apartment found to be empty. ▪ 2600 blk Humboldt Av N: Assisted 4th Precinct CRT. Handgun and a large amount of marijuana recovered. ▪ 3000 blk Oakland Av S: Assisted 3rd Precinct CRT. 3 pitbulls dispatched. Large amount of .223 ammunition recovered. ▪ 29 Av N/4 St N: Assisted SOD Patrol and St. Paul Police on attempt pickup of murder suspect, who was not located. ▪ 4 other warrants served at undisclosed locations: An AK-47 was recovered in one; three others served with the Fourth and Third Precinct CRT teams. SOD Patrol: Initiated or answered 164 calls for service; made 111 traffic/suspicious vehicle stops; 19 suspicious person stops; made 33 misdemeanor arrests; 8 gross misdemeanor/felony arrest. Precinct 1: Assisted with after-bar crowd and a person with a gun call. Gun recovered. Precinct 3: 3600 blk Elliot Av S: Assisted with a stabbing call. Suspect arrested; evidence collected. Precinct 4: 29 Av N/4 St N: Assisted St. Paul Police with an attempt pickup of a murder suspect. Six people detained; none determined to be the suspect. ▪ 3000 blk 6 St N: Assisted with crowd control around a fully-engulfed house fire. ▪ Humboldt/Plymouth Av: Assisted on a stop of 10 possible gang members. A search of the vehicle led to the recovery of two loaded Glock guns with a 30-round magazine. The owner, who had a permit to carry, blew a .02 on a portable breath test device, so the guns were inventoried for safekeeping. One other person was arrested for warrants. ▪ Knox Av/Plymouth Av: Assisted 4th Precinct CRT member who was getting information from a confidential informant that a male in this area had a large amount of narcotics on him. Officers apprehended the male and recovered over an eight ball of crack cocaine. The male was arrested for PC Narcotics. ▪ Lowry/Thomas Av N: Assisted on a shots fired call in an area where undercover officers were doing surveillance. Two suspects arrested and two guns recovered. Detail: Critical Mass ride: Approximately 180 riders participated. The ride went into St. Paul for a time, but returned to Minneapolis. No incidents reported. K9 Bullets: 2nd Precinct: K9 officer responded to an audible alarm at Lupient Water Park. Officer was able to see through a window in a door and observed two juvenile individuals hiding inside a room. Officer announced his presence, the K9 began to bark, and the juveniles exited another door where they were taken into custody for burglary. ▪ 4th Precinct: Assisted 4th Precinct officers in a vehicle pursuit. Suspect bailed from the vehicle; K9 located the suspect hiding in a vehicle a few blocks away. Suspect arrested. ▪ Fremont Av N/41 Av N: Officer recovered an occupied stolen vehicle. Juvenile driver arrested for PC Stolen Motor Vehicle and adult passenger arrested on outstanding warrants. | |||||

Investigations: Cases: 70 routed; 37 assigned Investigating: Robbery of Person: 25 Av N/Irving Av N: The victim was robbed at gunpoint. Patrol officers arrested four suspects. One gun recovered at the scene. A contingent of Juvenile Division Sergeants investigated and served a search warrant at the suspect(s) home. An additional rifle was recovered. The case was forwarded to the County Attorney for charges. Charged: Domestic Assault 2: 500 blk 24 Av N: The victim was assaulted by her brother when he pointed a handgun at the victim. Patrol officers arrested one male. Sgt. Sauer was assigned the case and got the suspect charged with one count of Domestic Assault 2. Investigating: Shooting: 2900 blk 6 St N: Patrol officers responded to a shooting and found one victim who was shot. The victim was transported and subsequently hospitalized. Sgt. Mathes was assigned to investigate further. School Resource Officers: Precinct 4: Bike Cops for Kids Program: www.bikecopsforkids.blogspot.com Week 2 started out with officers’ first challenge of poor weather. Officers checked in at the 4th Precinct; met with Sgt Taylor on the Broadway initiative and CPS Tim Hammet to discuss project ways to collaborate. The main hurdle with reaching the target market (kids with few trusted adults in their lives) is the outside pressures from others to have the bike cops attend scheduled events where kids outside of the target market are in dense populations. In this situation, they end up losing helmets in mass quantities, thereby diminishing their ability to use the free helmet as their connection piece with the kids they target. They did project this and have handled the queries with diplomacy. 45 quality youth connections made within the 60 total connections and business contacts. | |||||

Photo Lab: 152 photos created, 4 evidentiary photos processed, 8 rolls of film processed. Firearms: Examined: 12 guns; 5 bullets; 148 discharged casings; 52 IBIS entries. Field Operations: Processed 20 crime scenes and 258 items of evidence. Examined 56 latents, identifying 12 latents and 5 suspects. Made 17 MAFIN entries with 4 hits. Highlight: Burglaries of Dwelling: A suspect in four burglaries was identified by latent prints recovered at the scene. MAFIN: 6 MAFIN entries made with 3 hits. 500 reverse searches and 1000 comparisons. 1 verification made. Video: Analyzed 5 video/cd/dvds; made 14 video copies; 36 still prints and 6 photo discs. 4 other procedures performed. 1 Audio disc created. Computer Forensics: 3 new requests for forensic media examinations. 32 examinations pending. 6 media examinations completed. 80 ongoing pro-active examinations related to child pornography. Highlights: 11 Administrative Subpoenas were served in conjunction with proactive child pornography cases. ▪ 2 Child pornography distribution cases sent for investigation: 1 to St. Paul and 1 to Hennepin County. ▪ 4 Cell phone examinations completed. | |||||
Motor Vehicle Theft Program |
Investigating: A photo of an unidentified motor vehicle theft suspect was distributed to law enforcement officers to see if an identification can be made. Investigating: 2 stolen vehicles were recovered, one of which was recovered using LPR technology. Charged: Bait vehicles were deployed last week and there was an activation in 3rd Precinct. The vehicle was driven to St. Paul and an arrest was made there. The tape was reviewed and the suspect could be seen driving the vehicle. The case was presented and the defendant was charged in custody. | |||||
