MPD HIGHLIGHTS for the week of 30 June – 6 July 2009

CITYWIDE TRENDS

The MPLS total violent crime rate is 16% lower in this year-to-date period than in 2008.

MPLS has had 6 homicides this year to date (67% decrease from YTD 2008).

Robberies 24% decrease this year-to-date.

Aggravated assaults fell by 9% year-to-date compared with this YTD in 2008.

Rape has decreased by 10% this year-to-date over last year-to-date.

Total property crimes decreased 16.7% in this year-to-date period.

Burglaries decreased 10% YTD compared to YTD in 2008.

Arson has increased 1.4% YTD over 2008.

A total of 337 weapons have been placed into evidence thus far in 2009.

14 St W/Lasalle Av:

Victim was walking behind friends when a suspect approached him and demanded the victim’s wallet.  Victim refused, as he wasn’t carrying a wallet, and the suspect shot him once in the leg.  Victim’s friends initially thought the gunshot was a fire cracker.  Victim was treated at HCMC.

600 blk Van Buren:

Two suspect approached a pizza delivery driver and, while pointing a gun at him, demanded money. The victim turned over $20 cash and the pizza. The suspects fled.

4700 blk Portland Av s:

3rd Precinct CRT and Problem Properties officers made a controlled buy of narcotics after receiving information from Child Protection and the Child Abuse Unit that drugs were being sold out of the house. A search warrant was then executed. It was found that 7 children and over 8 adults were all living in this single family home. The conditions in the home were deplorable. All the children were taken by child protection and placed on a health/ welfare hold. Housing Inspections immediately condemned the house.

2500 blk Golden Valley:

Officers responded to a call of a baby not breathing. Upon arrival, the father informed police that he was lying in bed with the infant. The dad said the first time he checked on the infant, the baby was breathing. A short time later, he checked again and the child had stopped breathing.

18 St/Nicollet Av S:

The victim was exiting a store when she was approached by an unknown male. The male tried to engage the victim in conversation, then tried to hug her. She pushed him away, and the suspect then attempted to touch her breasts. The victim again told the suspect, “NO” and pushed him away. He tried to block her way, but she was able to get away from him. The suspect then got on an MTC bus and was apprehended by officers a short time later. He was positively identified by the victim and booked. Arrested/CSCM

Officers responded on a report of a trespass. The suspect, who had been previously told not to return to the location, was located and searched incident to arrest. Officers recovered a replica firearm in the suspect’s backpack. He was booked at HCJ. Arrested/WEAPONS, TRESPASS

Lowry Av/Monroe St:

A male wearing a ski mask entered a convenience store, robbing it at knifepoint. The suspect then fled the scene and was followed by a witness. Officers caught up to the suspect about 15 blocks away. Two suspects were found to be in possession of the knife and cash loss from the store. They were both arrested and booked. Arrested/ROBBERY

4100 blk 32 Av S:

Officers responded on a shooting.  Upon arrival, they found a female in the back bedroom with a gunshot wound to right side torso.  Victim’s fiancé was in the room at the time of officers’ arrival.  A gun was found on bed next to victim.  EMS arrived and transported the victim to the hospital.  The fiancé was booked HCJ. A mother laid her infant son down to sleep next to her in her bed. When she woke up to feed him during the night, she found that he was not breathing.

5300 blk James Av S:

A 911 caller reported seeing an unknown suspect place a Molotov cocktail in the alley. There was a small fire, which the caller was able to extinguish.

Child Abuse

Cases: 20 cases routed

Investigating: Child Abuse: 4700 blk Portland Av S: The Child Abuse Unit received information from Hennepin County Child Protection that there were 11 children living in the residence and that there was drug dealing and deplorable conditions in the home along with vicious dogs. A controlled buy was made and officers from the 3rd Precinct, along with investigators from the Child Abuse Unit, executed a search warrant on 7/1/2009. Officers recovered marijuana and crack cocaine. The home was condemned based on the conditions of it and 7 children were placed on health/welfare holds pending the outcome of the investigation. Sgt. Goset and Myslajek are interviewing suspects and children and charges are pending.

Domestic Assault

Investigating: Officers responded to a call of a gunshot wound where the female victim stated that she woke up shot. The female victim was in the bed and suffered a gunshot wound from a 9mm Glock semi-automatic hand gun. The weapon was registered to the victim who has a permit to carry. The initial story was that the victim rolled over on the weapon and it went off, wounding her in the upper torso. The arrested party (AP) who is the boyfriend of the victim gave a slightly different version of the episode. The AP has implied that the weapon went off during a love making session between himself and the victim. The actual circumstances are still under investigation. The victim is in stable condition at HCMC.

Narcotics Unit

Day cases: 8 cases: 6 submitted, 1 transferred, 1 unfounded

Operations

Charged: Narcotics Officers received information about a planned bank robbery.   Contact made with FBI, and strategy developed.  FBI and Minneapolis Narcotics were at the bank when the target arrived and was arrested immediately.  Officers recovered the note and a fake bomb. Minneapolis Bomb Unit on scene also and target was booked. Suspect subsequently indicted federally.  

Investigating: Gang member who is distributing cocaine in North Minneapolis.

Investigating: Lake Street business where employees are distributing cocaine in South Minneapolis and southern suburbs.

Pharmaceutical: 2 cases presented to the county attorney for consideration of charges; 1 case charged out of custody

Asset Forfeiture: Wrote and executed 3 search warrants (2 banks and 1 residence); processed 7 new seizure notices and conducted follow-up on several others; conducted 6 in-custody interviews and signed 2 complaints

Sex Crimes Unit

Cases: 20 cases routed; 10 assigned; 4 in-custody arrests

Investigating: Interfering with Privacy: Female had consensual sex with male family friend.  During the encounter she saw that he was recording the sex act on his cell phone and laptop computer.  Charges pending.

Investigating: CSCR: Male victim passed out from alcohol consumption.  Male suspect took victim to bathroom and performed oral sex on victim while victim was incapacitated.  Several witnesses to the incident informed the victim what had happened, who then filed report.  Investigation ongoing. 

Investigating: CSCR: 14 year old female stole her foster parent’s car, met two 18 year old males, and had consensual sex with them.  Female was later arrested for stolen vehicle and the males were arrested for CSCR (statutory).  Female admitted she told the males that she was 18.  CSCR case unfounded. 

Predatory Offender Registration

Cases: PORS initiated 9 new CAPRS cases of Failure to register. 2 complaints were signed. 4 cases were submitted for charging review.

Current total non-compliant in Minneapolis: 121 (127 the previous week)

Total Offenders who reside, work or go to school in Minneapolis is 2,047 (Last week 2050)

Total number of level 3 offenders in Minneapolis: 110 (112 last week)

Robbery Unit

Cases: 19 cases Robbery of Person, 3 assigned; 19 cases Aggravated Robbery (including Auto), 5 assigned; 2 Robberies of Business, 1 assigned; 1 case unfounded; 0 cases closed by arrest; 0 cases exceptionally cleared; 14 cases transferred to another unit; 16 cases open pending further info; 7 cases open

Investigating: Aggravated Robbery: Lowry/Monroe St NE: Two males entered the business and announced a robbery. One suspect was armed with a large butcher knife. After obtained the loss, which exceeded $2,000 in cash, the suspects fled on foot to a car, parked on Washington St. NE. This aroused the suspicion of a female motorist, who followed the suspect vehicle and called the police from her cell phone. Officers located the suspect vehicle, stopped it and recovered the loss and arrested two suspects. Sgt. Harvey is assigned the case, which was submitted to the HCAO for charging.

Investigating: Robbery of Person: 2100 blk Minnehaha Av S: Female was robbed in the elevator of a public housing complex by two males, one adult and one juvenile. The case was assigned to Sgt. McDonald, who is working with Sgt. Nichols of the Public Housing Unit to obtain video of the incident.

Special Operations Division

Traffic & Accident Investigations Unit: Traffic Officers made 468 stops last week and of those stops, issued 545 citations and made 29 arrests. Officers also investigated 7 accidents; Accident Investigations assigned 32 cases.

Injury Accident: University St/17 Av NE: Precinct and Traffic Unit officers responded to a report of an injury accident. Two vehicles collided, causing injuries to 6 people. The driver of one of the vehicles was an elderly male with a large head wound. Traffic Unit measured and mapped the scene.

Injury Accidents: Hiawatha Av/46 St E: Precinct and Traffic Unit officers responded to an accident where pedestrian was attempting to run across Hiawatha Av when they were hit by a passing southbound motorist.  This pedestrian had major injuries from the impact and was taken to HCMC in serious condition.  The scene was measured and mapped.

Public Housing Unit: Precinct 1: Officers observed a person down at Franklin Ave and 16 Av S.  Officers assisted the man, who was intoxicated. Precinct 3: Officers stopped several suspicious parties thought to be trespassed from MPHA properties at 25th St E/5th Av S.  Parties were identified and sent. ▪ Officers conducted stairwell checks in the south side high rises. Precinct 4: Contacted all north high rise property managers. ▪ Attended north side community gathering at 50 Av N/Emerson Av N. Precinct 5: Officers met security of 17th St E/3rd Av S and received information on a suspected drug activity. Officers conducted knock and talks to these addresses.  Officers were able to conduct a consent to search in one apartment finding no illegal activities. ▪ Officers received information from the property manager of 31st St/Pillsbury Av S on non-residents living in an apartment.  Officers conducted a knock and talk and identified 2 non-residents. Both parties were trespassed and sent.

SWAT: WARRANT SERVICE: 4700 Portland Av S: Assisted 3rd Precinct CRT and Child Abuse Unit. 2 pit bulls dispatched. Shotgun, two rifles, a small amount of crack and marijuana recovered. ▪ 2000 Park Av S: Assisted 3rd Precinct CRT. 2 grams of crack cocaine recovered. ▪ Directed Patrol: Chicago/Franklin: One arrested for loitering. 40 blk 7 St S: One arrested for aggressive solicitation.

SOD Patrol: Initiated or answered 178 calls for service; made 147 traffic/suspicious vehicle stops (32 percent increase over last week); 26 suspicious person stops; made 54 misdemeanor arrests (63 percent increase over last week); 7 gross misdemeanor/felony arrest.

Precinct 1: Assisted with Sunday night after-bar crowd.

Precinct 4: I-94/Dowling Av: Stopped a vehicle for running a stop sign. Officers smelled burnt marijuana in the vehicle and searched it, locating two rocks of crack cocaine. One arrested for PC Narcotics ▪ 3300 blk Emerson Av N: Responded to a call of a woman armed with an a shotgun. Female was taken into custody and a loaded SKS assault rifle was recovered. Female booked for PC Weapons. ▪ 26/Humboldt Av N: Officers stopped a vehicle for running a stop sign. Upon pulling the vehicle, the driver got out without being asked to. When he stood up, a small baggie of suspected crack cocaine fell from his lap. The crack cocaine was recovered and the driver was booked for PC Narcotics. ▪ 2400 blk Dupont Av N: Officers spotted an occupied stolen vehicle. Two arrested for PC Auto Theft and PC Narcotics; one transported to jail, the other was taken to North Memorial for swallowing suspect crack cocaine. ▪ 3400 blk 2 St N: Officers responded to a report of an explosion. Responding squads and fire personnel had difficulty finding an access route to the fire; Squad 924 finally located a good route and guided fire personnel to the site. A semi-trailer and a large pile of woodchips were found to be burning.

K9 Bullets: 2400 blk Dupont Av S: Responded to a burglary of dwelling in progress. K9 officer gave verbal K9 warning and two suspects surrendered. ▪ 27 St E/15 Av S: K9 officer spotted an occupied stolen vehicle. Three suspects taken into custody. ▪ 3100 Knox Av N: Assisted Fourth Precinct officers on a robbery of person. K9 was deployed and apprehended the suspect. Lowry/Monroe Av NE: Assisted Second Precinct officers on a robbery of business. Two suspects taken into custody. 2800 blk Park Av S: Assisted Third Precinct officers who were chasing a suspect from a stolen vehicle. K9 tracked and located the suspect, who was hiding under insulation next to a house. Coon Rapids: Requested assistance from two K9 teams on a vehicle pursuit.

Juvenile Division

Investigations:

Investigating: Assault 2: 13 Av S/29 St E: Three suspects threw pieces of concrete at two victims who were riding bicycles on the greenway trail. Three suspects were arrested by patrol officers. This case was presented to the County Attorney’s Office by Sgt. Metcalf for consideration of Second Degree Assault charges and/or aiding and abetting in the commission of the crime.

Charged: Robbery of Person: 12 Av/Knox Av N: Sgt. Waletzki was assigned the case. The victim stated that he was sending someone to the store to buy cigarettes and pulled out a roll of one dollar bills. Four male suspects saw his roll of money and decided to rob him. A suspect was armed with a semi-automatic handgun.

Forensic Division

Photo Lab1211 photos created; 110 evidentiary photos processed; 0 rolls of film processed.  10 CD’s copied and 288 backed up.

FirearmsExamined: 13 guns; 0 bullets; 22 discharged casings; and 13 IBIS entries. 

Field OperationsProcessed 48 crime scenes and 275 items of evidence.

Examined 32 latents, identifying 13 latents and 1 suspect.  Made 9 MAFIN entries with 1 hit.

Forensic Garage: 2 Vehicles processed.   

MAFIN4 MAFIN entries made with 2 hits.  723 reverse searches and 1302 comparisons.  8 verifications made.  38 cards entered. 

VideoAnalyzed 7 video/cd/dvds; made 15 video copies; 35 still prints, and 7 photo discs. 8 other procedures performed. 

Computer Forensics6 new requests for forensics media examinations.  33 examinations pending.  7 media examinations completed.  88 on going pro-active examinations related to child pornography.

Highlights:  14 child pornography cases were started, subpoenas are pending. ▪ Officer Hanson attended an instructor conference for the Internet Crimes Against Children Task Force. ▪ 2 cell phone were processed for Homicide. A hard drive and cell phone were processed for investigators.

Motor Vehicle Theft Program

Investigating: Bait vehicles were deployed last week and there was an activation in 2nd Precinct. The tape will be reviewed to see if a suspect can be identified.

Investigating: Several vehicles were processed for evidence.

Bait vehicles will not be deployed this week due to vacations.

MPD/ATF Weapons Task Force

Investigating: The MPD/ATF Weapons Task Force assigned 6 cases for investigation with a total of 11 people arrested. 3 cases were presented for charging, 1 case was tab charged and 2 cases are awaiting fingerprint analysis.

Investigating: Assisted ATF with ongoing investigation.

CODEFOR PATTERNS & ACTIONS

1st Precinct: Overall violent crime is 5% lower than at this time in 2008. Property crime rates decreased 21% compared to the same time frame in 2008.

2nd Precinct: Total violent crimes have decreased 19.3% over this time frame last year; overall property crime is down 10%.

3rd Precinct: Violent crime fell 21% year-to-date compared with last year. Property crime fell 24% YTD in 2009 compared to 2008.

     

4th Precinct: Violent crimes decreased 7.8% YTD compared to 2008. Property crime decreased 4% YTD compared to last year.

5th Precinct: Violent crime rates have decreased by 27% over last year at this time. Property crimes have decreased 20% thus far in 2009.
