MPD HIGHLIGHTS for the week of 14 July – 20 July 2009

CITYWIDE TRENDS

The MPLS total violent crime rate is 16% lower in this year-to-date period than in 2008.

MPLS has had 6 homicides this year to date (68% decrease from YTD 2008).

Robberies 22% decrease this year-to-date.

Aggravated assaults fell by 12% year-to-date compared with this YTD in 2008.

Rape has decreased by 5.8% this year-to-date over last year-to-date.

Total property crimes decreased 17.9% in this year-to-date period.

Burglaries decreased 11% YTD compared to YTD in 2008.

Arson has decreased 6% YTD over 2008.

A total of 377 weapons have been placed into evidence thus far in 2009 (19 new weapons this week).

800 blk Nicollet Mall:

Officers responded to a 911 call of a disturbance and observed 2 people matching the description provided by the caller.  While identifying the suspects, one suspect threatened to kill the officer and his family.  Suspect further stated that he was a part of the Mexican Cartel and had killed numerous police officers.  Suspect was booked. Arrested/ THREATS and NARCOTICS

2300 blk Kennedy NE:

A door was pried open in order to gain access to an appliance warehouse. 150 appliances were taken, with a total lost value of over $100,000.  The Crime Lab responded for possible evidence collection.

900 blk 21 Av S:

Officers responded to an interrupted burglary of dwelling. The victim heard a noise in his first floor apartment bedroom and, upon checking, discovered a burglar that had just cut his window screen and made entry into his apartment.  Victim confronted the suspect and a struggle ensued.  Suspect stabbed the victim in the back with an unknown object and then fled on foot out the window. K9 units attempted a track of the suspect with negative results.

3200 blk Queen Av N:

A juvenile male and juvenile female were walking toward park building when an unknown male approached them from behind. He forced them into a bathroom at gunpoint.  Suspect told the female to undress and forced her to have sex inside the stall while the boyfriend was forced to wait on other side.  Both were then robbed and the suspect fled.

2200 blk Lyndale Av S:

Three people met at a gas station to conduct a drug transaction near a pump. The buyer tried to purchase the drugs with a counterfeit twenty dollar bill, and when the seller refused, the buyer brought out a gun and tried to rob him. In a struggle over the weapon, the gun discharged, striking all three, who took themselves to the hospital.  Two suspects arrested and charged. Arrested/ASSAULT 2

Officers conducted a traffic stop and found that the driver had an active warrant.  During an inventory search of the suspect’s vehicle which was subject to tow, officers observed a handgun under the driver’s seat.  The suspect was booked.  Arrested/PC WEAPONS

1100 blk Fillmore NE:

Four suspects, two of which were armed with guns, broke into a house and start shouting, “Where’s the weed?!” One of the victims was struck on the head. The suspects fled with a laptop, an iPod, and some cash. A few days later, officers were at this residence on an attempt pickup of a suspect and recovered marijuana that was in plain view.

1900 blk 10 Av S:

Officers responded to a report of a shooting where Shot Spotter technology correctly located/identified the gunfire.  The suspect approached on foot and fired several rounds at people sitting on the front step of a residence. A sixteen year-old male was shot in the foot.  The suspect then fled on foot and was reportedly picked up in the alley by a green, older Jeep.  Multiple shell casings were located at the scene.

2600 blk Oliver Av N:

Officers responded to a report of a shooting victim who had arrived at North Memorial Hospital. Officers met the victim, who had major gunshot wounds to neck, torso, and both legs.  Victim was in rear seat of vehicle parked at this location while his two companions got out to urinate.  One companion claims to not have seen anything; the other is a suspected gang member and is uncooperative.  They then drove the victim to the hospital.

Victim was robbed by two suspects at gunpoint.  Victim called police back following the initial report to state he located one of the suspects.   Suspect was taken into custody and booked. Arrested/PC ROBBERY

Child Abuse

Cases: 21 cases routed (40 last week)

Investigating: Malicious Punishment: 600 blk 29 Av N: Police were notified of an assault on juvenile victim by the child’s mother. The victim was hit with a frying pan for failure to complete a household chore.  The victim was hit in the head and there were also visible injures on the hand and arm.  Interviews of witnesses also led to another victim being discovered who also admitted abuse in the past. Sgt. Myslajek investigated these allegations and the suspect admitted to these acts; he executed a search warrant and the frying pan and a board were collected.  Three children were placed on a hold while this was being investigated and charges are pending.

Charged: Child Endangerment: 100 blk W. Lake St: A male attempted to gain access to the bar with his infant son. He was denied entry by bar staff who stated no children were allowed in the bar after 9:00 pm. The man left and then returned a short time later without the child; he was allowed access into the bar at that time. Fearing the child may have been left unattended nearby, bar staff and police checked the parking lot and located the child inside a locked pickup truck. The father was found inside the bar drinking and ordering more drinks. He was removed from the bar. A portable breath test showed his blood alcohol content to be .112. The male was then booked HCJ and the child was taken to the mother’s residence by other officers. The suspect gave a voluntary statement while in custody in witch he admitted to locking his infant son inside the pickup truck so he could go in the bar to look for a friend or someone who owed him money. He admitted to driving on a revoked driver’s license and not using a child safety seat for his infant son. He added he had not drunk anything at this bar, but drank at a different location before driving his son and himself to this location. He did not appear remorseful. The case was submitted to the Hennepin County Attorney’s Office; the father was charged with 2 counts Endangerment of a Child (Gross Misdemeanor).

Sex Crimes Unit

Cases: 17 cases routed; 10 assigned; 4 in-custody arrests

Investigating: CSCR: 3200 blk Queen Av N: Female and boyfriend were approached by male with a gun who demanded money.  Neither had money.  Suspect took the victim into park building, made her strip, and then sexually assaulted her.  SAFE alerted; investigation ongoing.  

Charged: Indecent Exposure: Johann Scoot Scrimshire was arrested for Indecent Exposure after riding his bike around Lake Calhoun wearing a skirt and bicycle pants with the crotch cut out, exposing himself to walkers/joggers. Investigators are looking into other area exposure and indecent conduct cases for a possible connection.

Charged: Non-Compliant Sex Offender: Robert Earl Higgins, a non-compliant registered sex offender whose past conviction involved the murder and rape of a woman, was identified by MPD property room personnel as a suspect who was pawning items from an occupied burglary of a female’s residence.  Sex Crimes investigators were requested to assist and Higgins was apprehended in St. Paul after pawning additional property from the burglary. 

Predatory Offender Registration

Investigating: 6 complaints signed. 4 cases submitted for charging review. Total offenders who reside, work or go to school in Minneapolis is 2,062 (Last week 2047). Total noncompliant offenders: 130. Total number of Level 3 offenders in Minneapolis: 111 (110 last week)

Investigating: Non-compliant offender: Jonathan Lien: PORS investigators notified 1st Precinct personnel of a non-compliant offender; officers located the suspect and arrested him in the 200 blk of W 15th Street. Lien is a non-compliant California sex offender who was convicted of molesting eight 8-9 year-old female students when he was substitute teaching in CA. Lien has been residing in MN but had never registered. Investigation ongoing.

Robbery Unit

Cases: 21 cases Robbery of Person, 4 assigned; 20 cases Aggravated Robbery (including Auto), 5 assigned; 2 Robberies of Business, 2 assigned; 0 cases unfounded; 0 cases closed by arrest; 0 cases exceptionally cleared; 8 cases transferred to another unit; 18 cases open pending further info; 12 cases open

Special Operations Division

Traffic & Accident Investigations Unit: Traffic Officers made 701 stops last week and of those stops, issued 801citations and made 45 arrests. Officers also investigated 29 accidents; Accident Investigations assigned 38 cases.

Injury Accident: Franklin Av/30 Av S: Traffic officers responded to a report of an injury accident. The driver of the moped was at the hospital with traumatic head trauma.  The scene was mapped and interviews were conducted.

Injury Accident: 5 St NE/4 Av NE: Traffic Unit officers responded to an injury accident. The vehicle had been involved in a hit and run at the Moose Bar on Monroe ST NE and fled from officers when they tried to stop the car. The suspect vehicle lost control and flipped. The two occupants were ejected. They were taken to the hospital.

Bomb: 52 Av N/Irving Av N: Responded to a suspicious bag which was x-rayed and found to contain a tent. ▪ Loring Park: Responded to 11 small plastic bottles of a suspicious liquid. The liquid was tested and determined to be a liquid form of soap.   ▪ Assisted Brooklyn Park PD to recover a hand grenade located in a storage facility. The hand grenade was x-rayed and determined to be inert.   ▪ Jordan Park: Officers confiscated an amount of fireworks from individuals. The fireworks were recovered for storage and disposal.   ▪ 49 St E/34 Av S: Responded to on a suspicious package left in front of a Wells Fargo ATM machine. The owner of the package was located and it was turned over to him.

Public Housing Unit: Precinct 1: 1627 South 6 St: Report of public urination/defecation. Precinct 3: 2419 5 Av S: Follow up on assault report. Precinct 4: 1314 44 Av N: Follow up with Minneapolis Fire and property managers regarding strange odors coming from 2nd floor, thought to be chemical odors.   ▪ 1803 2 St N: Follow up on metal theft suspects; assisted Officer Jackson with citations of two suspects and vehicle tow.

SWAT: WARRANT SERVICE: 2600 blk Harriet Av S: Assisted Maple Grove PD. Recovered a stolen laptop and ½ pound of marijuana. ▪ 3600 blk Architect Av NE: Assisted 2nd Precinct CRT. Recovered marijuana and $4300 in cash. ▪ 2100 blk 13 Av S: Assisted 3rd Precinct CRT. 2 cited for Disorderly House. 2300 blk 5 ST NE: Assisted 2nd Precinct CRT. Recovered a BB gun, a small amount of marijuana, and other unidentified pills. One cited for Disorderly House. Other activities: Reconnaissance on 8 addresses for search warrants. ▪ Assisted VOTF on undercover operation.

SOD Patrol: Initiated or answered 169 calls for service; made 68 traffic/suspicious vehicle stops; 29 suspicious person stops; made 22 misdemeanor arrests; 9 gross misdemeanor/felony arrests.

Precinct 4: 43 Av N/Dupont Av N: Responded to report of a person with a gun and shots fired in the area. A group was suspected to be involved was seen in an apartment building and was stopped. One person became particularly hostile and uncooperative; he was placed under arrest for Disorderly Conduct and Obstruction of Justice. He was found to be in possession of several spent bullet casings, but officers were unable to locate the handgun. ▪ 2600 blk Logan Av N: Officers responded to a report of prostitution. Several females were identified and sent from the area. ▪ 44 Av N/Humboldt Av N: Sgt. Jindra aired information regarding a person with a gun in a vehicle. Officers stopped the vehicle and a handgun was recovered. The four occupants were booked for PC WEAPONS. ▪ 30 Av N/Oliver Av N: Gang officers on surveillance observed a driver of a vehicle make a suspected narcotics transaction. SOD Patrol officers located the vehicle and stopped it; suspected crack cocaine and ecstasy were recovered. The driver and the passenger were booked for PC NARCOTICS.

K9 Bullets: 2000 blk 25 Av N: Assisted 4th Precinct on an assault in progress. Two arrested. ▪ 2500 blk Penn Av N: Responded to a stabbing. K9 officer located suspect a short distance away and took him into custody without incident. ▪ 2000 blk 36 Av NE: Assisted 2nd Precinct officers on a burglary in progress. K9 tracked and located the suspect who was arrested. 1600 blk Park Av S: Assisted 1st Precinct officers on an attempt pickup of a suspect. Suspect taken into custody. 3200 blk Knox Av N: Assisted 4th Precinct officers who were chasing a suspect wanted for PC Narcotics. K9 tracked and located suspect who was then arrested. 43 Av N/Irving Av N: Assisted 4th Precinct officers who were chasing a shooting suspect. K9 tracked and flushed the suspect out from his hiding place. Suspect taken into custody by perimeter officers. 3200 blk Minnehaha Av S: Responded to a burglary in progress. K9 officer gave K9 warning and one suspect fled out the door and was taken into custody by perimeter officers. A second suspect was taken into custody as he fled out a window.

Juvenile Division

Investigations: Cases Routed: 53; Assigned: 35

Investigating: Assault 2: 41 Av N/Aldrich Av N: Suspect(s) shot at the victim.  There was damage to a home and a vehicle.  No physical injury.  Sgt. Murphy was assigned the case for investigation.  A related case resulted in the arrested of a suspect; forensic evidence is being evaluated in an effort to link the two events, case open.

Investigating: Aggravated Robbery: 2800 blk Pillsbury Av S: The victim was robbed at gunpoint.  The loss was a purse.  Sgt. Murphy was assigned the case for investigation, case open. 

Charged: Aggravated Robbery: 1200 blk Olson Memorial Hwy: The victim’s bicycle was stolen at knife point.  Sgt. Waletzki investigated and the suspect was arrested and subsequently charged by the County Attorney with Aggravated Robbery. 

Forensic Division

Photo Lab1129 photos created, 110 evidentiary photos processed, 5 rolls of film processed.  16 CD’s copies and 142 backed up.  13 Digital prints created.

FirearmsExamined: 35 guns; 0 bullets; 78 discharged casings; 37 IBIS entries with 2643 correlations done.  11 positive IDs made.

Field OperationsProcessed 42 crime scenes and 646 items of evidence. Examined 84 latents, identifying 30 latents and 6 suspects.  Made 36 MAFIN entries with 8 hits.  1456 latent comparisons were made.

Highlight:  Possible suspects ID’d in burglary of dwelling cases CCN 09-211503 (4th Precinct) and 09-223108 (5th Precinct).

Forensic Garage: 3 vehicles processed.

Highlight: Processed a vehicle connected to a Minneapolis homicide which was located in Chicago. 2 latent prints recovered; possible suspect ID’d; blood-like substance located and recovered.

MAFIN 10 MAFIN entries made with 0 hits.  2419 reverse searches and 600 comparisons.  8 verifications made.  4 cases assisting others.

VideoAnalyzed 11 video/cd/dvds; made 20 video copies; 19 still prints; 1 audio disc and 4 photo discs made.   

Computer Forensics8 new requests for forensics media examinations.  39 examinations pending.  7 media examinations completed.  82 ongoing pro-active examinations related to child pornography.

Highlights:  One child pornography computer examination completed.  Approximately 21,000 images and 3,400 videos located on evidence.  Case accepted by US Attorney’s Office. ▪ One cell phone examined for Homicide and one for Sex Crimes. ▪ Officer Hanson instructed a three day child pornography internet investigation course for eight ISAC investigators.

MPD/ATF Weapons Task Force

Investigating: The MPD/ATF Weapons Task Force assigned 7 cases for investigation with a total of 12 people arrested. 6 cases were presented for charging: 1 case was charged, 5 cases are awaiting charges and 1 case remains under investigation.

1st Precinct: Overall violent crime is 6% lower than at this time in 2008. Property crime rates decreased 22% compared to the same time frame in 2008.

2nd Precinct: Total violent crimes have decreased 19.7% over this time frame last year; overall property crime is down 12%.

3rd Precinct: Violent crime fell 18.4% year-to-date compared with last year. Property crime fell 22% YTD in 2009 compared to 2008.

     

4th Precinct: Violent crimes decreased 11.6% YTD compared to 2008. Property crime decreased 6.7% YTD compared to last year.

5th Precinct: Violent crime rates have decreased by 27.7% over last year at this time. Property crimes have decreased 19% thus far in 2009.
