MPD HIGHLIGHTS for the week of 21 July – 27 July 2009

CITYWIDE TRENDS

The MPLS total violent crime rate is 15.7% lower in this year-to-date period than in 2008.

MPLS has had 9 homicides this year to date (57% decrease from YTD 2008).

Robberies 22% decrease this year-to-date.

Aggravated assaults fell by 11% year-to-date compared with this YTD in 2008.

Rape has decreased by 3.9% this year-to-date over last year-to-date.

Total property crimes decreased 17.7% in this year-to-date period.

Burglaries decreased 10.6% YTD compared to YTD in 2008.

Arson has decreased 9% YTD over 2008.

A total of 401 weapons have been placed into evidence thus far in 2009 (24 new weapons this week).

500 blk 7 St N:

Suspect was arrested after witnesses observed him assaulting a female victim and called police.  Victim was badly beaten and the suspect had blood all over him. Victim was bleeding from the face/head area.  Victim told officers that the suspect had digitally penetrated her.  The suspect was charged with 2nd degree CSCR (felony).  Suspect has a previous CSC conviction from 1994 and is a compliant registered sex offender. 2500 blk Pierce St NE:

Officers responded to a report of a domestic assault. The victim reported to police that she got into a pushing match with her girlfriend when the girlfriend went into the kitchen, retrieved a large butcher knife, and tried to stab the victim. The victim was able to stop the knife. Officers took the suspect into custody. Arrested/ DOMESTIC ASSAULT 2

5300 blk Chicago Av S:

Officers responded to a shots call and, upon arrival, located one adult male victim inside a residence who had sustained a gunshot wound to his upper torso.  Ambulance personnel declared the victim dead at the scene.  The residence is a multi-level apartment building; victim was found in the stairwell near the rear door. The victim lived at the residence and appeared to have just arrived home prior to the shooting. No suspect information developed at the scene.

5000 blk Fremont Av N:

Officers responded to a call of a male who had cut his own neck. Officers arrived to find the male extremely agitated and covered in dried blood. Officers attempted to subdue the male in order to get him medical care for the cut; the male then punched one officer, striking her in the face. Officers were able to eventually get the male under control; he was transported to HCMC Crisis.

200 blk 62 St W:

The victim and his girlfriend were asleep when an unknown suspect came into their bedroom. The victim got out of bed to confront the armed suspect. The suspect said to the victim, “This is a stickup,” then shot the victim in the leg and fled the apartment. The victim was transported to HCMC with non life threatening injuries. No loss of property.

Hennepin Av/4 St N:

Construction site within a building had thousands of dollars worth of tools stolen.  No signs of forced entry.  It is believed access was gained through an unsecured roof access door.

22 Av NE/4 St NE:

Officers responded to Abbott Northwestern Hospital on a report of a male that was assaulted in the above area. The victim told officers that he was leaving a bar when he was approached by three males who offered to sell him some marijuana. The victim declined and the males began to beat the victim. He fell to the ground. The suspects then fled the area.

26 St E/Cedar Av S:

Officers responded to an assault.  Male victim was seriously assaulted by two suspects.  The victim suffered two collapsed lungs and doctors could not stop internal bleeding. The victim died at the hospital a few hours later.

17 Av N/Oliver Av N:

Officers were called to a shooting and found three victims with gunshot wounds. One of the victims had been shot in the face; the other two suffered non-life threatening wounds. A fourth gunshot victim later turned up at HCMC.  Some suspect information was developed at the scene.

500 blk 31 St W:

Victim walked into precinct station and reported that she had been raped. Squads responded to the incident address to freeze the scene and wait for a search warrant. Investigators responded and met the victim at HCMC for an interview and to gather information for the warrant.  Four suspects were located on scene; the victim positively ID’d two males, who were arrested. Search warrant was signed and evidence was gathered and processed. 2 Arrested/CSCR

Assault Unit

Cases: 147 routed; 14 assigned; 29 charged; 18 transferred; 16 open; 18 open pending further information

Investigating: Shooting: 3100 blk Columbus Av S: Police received multiple 911 calls and responded to a shots fired call where they found several shell casings in the street. A short time later there was a report of a shooting victim with a gunshot wound to the right upper torso by his underarm. Victim was transported to the hospital. Case under investigation by Sgt. K. Chambers.

Investigating: Triple Shooting: 17 AV N/ Oliver AV: Officers were dispatched to the location on a shooting. Three victims and a witness were found in entryway of a residence. One victim shot in the arm; one victim shot in the leg, and the final victim shot in the face. All victims transported to the hospital. Case under investigation by Sgt. B. Kohn.

Investigating: Assault: 400 blk 1 Av N: Victim reported that the suspect struck her in the face with a glass bottle. Victim suffered numerous cuts to the face and swelling. Victim was transported to HCMC by ambulance; the suspect was arrested. Case under investigation by Sgt S. Wagner.

Child Abuse

Cases: 40 cases routed (30 last week)

Investigating: Child Endangerment: 700 blk Park Av S: Suspect/Holly was observed parking her car at HCMC by security staff.  Inside the vehicle were two children: a 3 year old and a 1 ½ year old.  The vehicle was in sight of the suspect and unlocked.  An interview done with the suspect at HCJ where she indicated she was at HCMC to pick up her stepdaughter (the mother of the1 ½ year old).  Video of the incident was collected. Child Protection notified of this case.  Hennepin County Attorney’s Office was contacted and recommended releasing the suspect pending possible misdemeanor charges from the Minneapolis City Attorney Office.

Charged: Child Abuse: 100 blk W. Lake St: SGT Myslajek investigated a report dated 04/30/2009 from a mandated reporter at a Minneapolis school that bruises were observed on 6 year old victim.  Victim stated it was her father who had done this to her.  Later, school staff observed multiple bruises on her leg as well.  Victim and sibling were placed on health and welfare hold.   Both children interviewed at Corner House for a history of the abuse by the suspect.  A search warrant was conduct on the suspect’s home address on the 3200 block of Grand Ave S.  Child Protection made motion for termination of parental rights of the two children from the suspect.   Complaint was issued 07/28/09 and filed with the court.

Domestic Assault/ Vulnerable Adult

Investigating: Domestic Assault: Nathan Dwayne Jones, a convicted sex offender released from prison one month ago, was upset with his girlfriend because he thought she was giving her phone number to other men. He pushed her to the floor and then invited her to stab him with a knife. She declined. As the victim left the house, Jones kicked her once, knocking her to the ground and then stomped on her face. Jones called 911 and told the dispatcher that he needed an ambulance because he’d just assaulted his girlfriend. Jones was arrested and the victim was treated for broken bones to her nose and eye socket. The case was submitted to the County Attorney and charges are pending.

Charged: Domestic Assault 2: The suspect chased the victim in her vehicle with his own. During the chase, the suspect repeatedly rammed the vehicle, attempting to run the victim and an eleven year old juvenile female off the road. Upon stopping the vehicle, the suspect attacked the victim and began to bite her multiple times on various parts of her body. This case was declined initially, but was resubmitted and is being charged as a second degree domestic assault.

Charged: Felon in Possession of a Firearm, Assault 2: David Lee Tomlinson was in an argument with the victim because Tomlinson was sending naked pictures of himself to the victim’s boyfriend. A mutual fight ensued, during which Tomlinson produced a shotgun and pointed it at the victim. The victim fled in his car and promptly crashed into another vehicle. Officers happened upon the accident and were able sort out the story. Officers found the shotgun in plain view and Tomlinson was arrested. He denied possessing or ever touching a firearm.  However, in recorded jail phone calls, he was heard telling a friend he needed to find someone to claim ownership of the gun. He also spoke to the victim, apologized for what he’d done and told the victim the gun wasn’t loaded.  A search warrant was executed to obtain Tomlinson’s DNA.  The Crime Lab processed the shotgun and recovered Tomlinson’s fingerprint on the gun.  Tomlinson was charged with Felon in Possession and Assault 2.  ATF is also reviewing the case for possible federal charges.

Narcotics Unit

Day Cases: 11 cases assigned: 6 submitted for charging, 2 transferred to other units, 1 tab charged with misdemeanor, 2 unfounded, 4 complaints signed and one search warrant executed.

Investigating: Officers conducted a buy through an informant in south Minneapolis of a source distributing large amounts of cocaine on the Lake Street corridor. Search warrants obtained.

Investigating: Officers assisted the DEA on Operation Fish Tales. Undercover purchased two ounces of methamphetamine. Ongoing investigation.

Pharmaceutical: 6 cases assigned: 1 charged in custody for 5 felonies, 1 case unfounded, 1 case declined (statutory failure) and 3 ongoing investigations.

Investigating: Suspect arrested outside pharmacy in possession of a stolen gun and also in possession of illegally obtained prescription narcotics with 14 month old child in rear of vehicle.  Suspect is a know associate of a motorcycle gang member. Suspect arrested and charged in custody.          

Investigating: Received rerouted case. Investigation has identified a serial prescription forgery suspect/”doctor shopper.” Ongoing investigation.

Sentencing: Attended sentencing of Julie Fronk, former assistant director of nursing at a care facility, who was sentenced to 1 year in federal prison for stealing medications from patients. During sentencing, testimony was taken from patient representative regarding theft of Morphine diverted from a patient who was dying and on hospice care.  This patient died in unimaginable pain due to the actions of Julie Fronk.

Sex Crimes Unit

Cases: 30 cases routed; 17 assigned; 4 in-custody arrests

Charged: CSCR: 500 blk 31 St W: Squads called on a gang rape at this location. They surrounded the house and waited for Sex Crimes investigator Sgt. Mattson to write and execute a warrant. Two suspects from the house were identified by the victim, although she said three men had raped her. Further investigation identified the third person the next day who was located and apprehended.

Robbery Unit

Cases: 11 cases Robbery of Person, 1 assigned; 18 cases Aggravated Robbery (including Auto), 4 assigned; 3 Robberies of Business, 3 assigned; 0 cases unfounded; 0 cases closed by arrest; 1 case exceptionally cleared; 4 cases transferred to another unit; 16 cases open pending further info; 10 cases open

Charged: Simple Robbery: 5th St/Hennepin Av S: A group of women were about to enter a cab when Mostofa Ali confronted them and grabbed the purse of one of the women. Officers observed this act and, upon hearing the victim scream, chased Ali and subsequently arrested him. Sgt. Carlson was able to get Ali charged with one count of Simple Robbery.

Investigating: Robbery of Business: 4700 blk Chicago Av S: The store was robbed by two males that fit the descriptions of the suspects involved in another robbery. One suspect was armed with a pump shotgun. Sgt. Carpenter processed the scene and found a discarded rubber glove in the street near the store. The glove is being processed for DNA/fingerprints.

Charged: Robbery of Business: 1100 blk Lowry Av N: Three suspects, with the intent to commit a business burglary, forced entry into the business. Unbeknownst to them, the business was occupied by two employees. Upon discovery of the employees, one of the suspects pulled out a handgun and held the employees at bay while the second suspect took the cash register. The suspects were later arrested in the course of a traffic stop. Sgt. Harvey was assigned the case. Michael Allen Pickens (4/19/67) and Gary Lloyd (9/10/64) were each charged with one count of Aggravated Robbery in the First Degree.

Special Operations Division

Traffic & Accident Investigations Unit: Traffic Officers made 730 stops last week and of those stops, issued 808 citations and made 61 arrests (35 percent increase over last week). Officers also investigated 38 accidents; Accident Investigations assigned 18 cases.

Injury Accident: Franklin Av/30 Av S: Traffic officers responded to a report of an injury accident. The driver of the moped was at the hospital with traumatic head trauma.  The scene was mapped and interviews were conducted.

Injury Accident: 5 St NE/4 Av NE: Traffic Unit officers responded to an injury accident. The vehicle had been involved in a hit and run at the Moose Bar on Monroe ST NE and fled from officers when they tried to stop the car. The suspect vehicle lost control and flipped. The two occupants were ejected. They were taken to the hospital.

Bomb: 58 St W/Lyndale Av S: Responded to a suspicious pipe which was examined and determined to be connected to underground electrical service. It appeared to be part of a connection to a prior piece of equipment. Public works was requested to the scene to assist. ▪ Blue Earth County: Assisted the Blue Earth Sheriff’s Office with a suspected hand grenade that was found in a deceased person’s business. The ordnance was determined to be a World War II Japanese mortar round. The round was secured and x-rayed and transported to the bomb range for countercharging. ▪ Mapleton, MN: Assisted the Mapleton Police Department with 3 suspected pieces of military ordnance which were turned over by a citizen and then brought to the department by an officer. The ordnance turned out to be smoke grenades and a military flare which were transported to the bomb range for disposal. ▪ Minneapolis: Picked up a quantity of fireworks from the property room for storage and disposal at the bomb range.

Public Housing Unit: Precinct 3: 32 St E/Clinton Av S: Assisted 3rd Precinct beat squad with information on burglary suspect who is a public housing resident. ▪ 1415 22 St E: Assisted 3rd Precinct CRT with warrant.  Narcotics recovered and eviction is pending. ▪ Precinct 4: Contacted all north high rise property managers via e-mails messages and phone calls. ▪ Conducted building checks of north high rises. ▪ Assisted north side squads with several call for service, including a physical fight at the library on Webber Parkway. ▪ 1710 Plymouth Av: Met with 3 tenants in manager’s office concerning aggressive behavior by one tenant towards 2 other tenants. All were advised. ▪ 23 Av N/Sheridan Av N: Street fight: Ongoing problem between several teenage females that is escalating. Contacted all parties involved, sent message to SAFE Team and Juvenile Diversion to set up neighborhood intervention.

SWAT: WARRANT SERVICE: 3200 blk James Av N: Assisted 4th Precinct CRT. Recovered drug paraphernalia. ▪ 2900 blk Newton Av N: Assisted VOTF. Recovered 1 ounce of marijuana and some handgun ammunition. ▪ 2900 blk Oliver Av N: Assisted VOTF. 2 grams of cocaine recovered. 1400 blk Golden Valley Rd: Assisted 4th Precinct CRT. Northing found. ▪ 700 blk Franklin Av E: Assisted 3rd Precinct CRT. Recovered 5 grams of crack cocaine. ▪ 2400 blk Dupont Av N: Assisted 4th Precinct CRT. Nothing found. ▪ Other activities: Training at Rosemount facility. ▪ Security detail at City Hall. ▪ Assisted on a person with a gun call which led to a foot chase. 2 arrested.

SOD Patrol: Initiated or answered 185 calls for service; made 64 traffic/suspicious vehicle stops; 38 suspicious person stops (31 percent increase over last week); 33 misdemeanor arrests (50 percent increase over last week); 9 gross misdemeanor/felony arrests.

Precinct 2: 2300 blk 5 St NE: SOD Patrol assisted 2nd Precinct CRT and quickly assembled an entry team on a high-risk, no-knock warrant entry. Officers recovered drug paraphernalia with suspected cocaine and heroin residues.

Precinct 4: Lowry Av/Oliver Av N: Officers recovered a vehicle from a hit and run accident. ▪ 3200 blk Washington Av N: Assisted Squad 401 in arresting one for PC Narcotics. ▪ 27 Av N/Morgan Av N: SOD Squad 927 was flagged down on an unknown trouble call that turned out to be a robbery of person that just occurred. The suspect vehicle sped away from the scene, resulting a vehicle pursuit. The vehicle was lost but was later located unoccupied in the driveway of a house in the 4400 blk of Irving Av N. The suspect was located inside the address and positively identified by two separate victims from the original scene. He was booked for PC Robbery and PC Flee. Two other people showed up at the scene and one ended up being arrested for Obstruction of Justice. ▪ 1700 blk Oliver Av N: SOD Squad 904 handled supervisor responsibilities at scene of quadruple shooting; SOD patrol squads took calls while precinct cars handled the shooting scene. ▪ 30 Av N/Oliver Av N: SOD squads responded to a shooting. Squad 904 caught up with the suspect vehicle and stopped it near 26 Av N/Knox Av N. Officers recovered a pistol 12 gauge shotgun, a .38 cal revolver, numerous 12 gauge shotgun shells, several hits of ecstasy, and about ¼ pound marijuana. All 5 occupants were booked for PC Weapons; the driver was also booked for PC Narcotics.

K9 Bullets: 3700 blk Fremont Av N: Assisted 4th Precinct officers who were chasing an armed suspect. 4th Precinct officers took the suspect into custody; K9 was used for an article search. K9 located the loaded handgun. ▪ 800 blk 45 St W: Assisted 5th Precinct officers who were chasing a burglary suspect. K9 tracked and located the suspect who was hiding in a backyard. ▪ Dowling Av/Thomas Av N: K9 officer got into a pursuit with a suspicious vehicle. The vehicle was stopped and the suspect fought with the K9 officer as he attempted to take him into custody. K9 was deployed to assist the officer in bringing the suspect under control. 3500 blk Logan Av N: Assisted 4th Precinct officers who were chasing a suspect who fled from a stolen vehicle taken in a carjacking. This suspect had also led police in a vehicle pursuit. K9 tracked and located the suspect who was hiding inside of a garage. The suspect surrendered without incident. 3400 blk Logan Av N: Assisted 4th Precinct on a person with a gun. The suspect was taken into custody after fighting with officers. A sawed-off shotgun was recovered. 25 St E/18 Av S: K9 officer observed a stolen vehicle; two suspects were taken into custody. 1500 blk 22 Av N: Assisted 2nd and 4th Precinct officers on a pursuit that ended in the Fourth Precinct. K9 tracked and apprehended the suspect who was hiding near the front yard of a nearby home. 4700 blk Dupont Av N: K9 team assisted Hennepin County Sheriff’s Office on an attempt pickup. The suspect refused to surrender and hid inside the home. K9 was deployed and apprehended the suspect who was hiding inside.

Juvenile Division

Investigations: Cases Routed: 56; Assigned: 36

Investigating: Assault 2: 29 Av N/Emerson Av N: Patrol officers came upon a fight. A suspect used an ice pick to assault the victim. Sgt. Roering was assigned the case for further investigation and presented to the County Attorney for charging.

Investigating: Assault 2: 1900 blk 10 Av S: A victim was shot in the foot and transported to HCMC. The suspect(s) fled. The case is being investigated by Sgt. Davison.

Forensic Division

Photo Lab1207 photos created, 88 evidentiary photos processed, 8 rolls of film processed.  0 CD’s copied; 77 backed up.  0 digital prints created.

FirearmsExamined: 15 guns; 0 bullets; 59 bullet casings; 16 IBIS entries with 1359 correlations done.  32 positive IDs made.

Highlight: As a result of IBIS entries, three cases were linked to the same firearm.

Field OperationsProcessed 51 crime scenes and 761 items of evidence. Examined 93 latents, identifying 35 latents and 5 suspects.  Made 27 MAFIN entries with 4 hits.  652 latent comparisons were made.

Highlight:  Suspects were identified by fingerprints in three burglary of dwelling cases.

Forensic Garage: 13 vehicles processed.

MAFIN3 MAFIN entries made with 2 hits.  3240 reverse searches and 1759 comparisons.  4 verifications made.  10 cases assisting others. 

VideoAnalyzed 11 video/cd/dvds; made 20 video copies; 19 still prints; 1 audio disc and 4 photo discs made.

Computer Forensics7 new requests for forensics media examinations.  40 examinations pending.  6 media examinations completed.  83 ongoing, proactive examinations related to child pornography.

Highlights: A search warrant for child pornography was executed in the 500 blk of West 28th St by Officer Adams.  A computer and optical media were seized.  The defendant was interviewed and confessed to downloading and possessing child pornography on his computer through various programs and e-mail.  Forensic examination and charges are pending. ▪ The forensic examination of a child pornography cases was completed.  The defendant had deleted the files from his computer but several seized DVDs contained child pornography.  Charges were filed with the Hennepin County Attorney’s Office. ▪ Two Minneapolis child pornography distribution cases were prepared for search warrants. ▪ Eight administrative subpoenas were sent to internet providers to identify subscriber name’s and addresses in child pornography distribution cases.

Motor Vehicle Theft Program

Bait vehicles were deployed last week and there were no activations. Bait vehicles will be deployed this week.

Investigating: 2 vehicles were processed for evidence.

MPD/ATF Weapons Task Force

Investigating: The MPD/ATF Weapons Task Force assigned 5 cases for investigation with a total of 13 people arrested.These cases remain under investigation.

Charged: Our ATF partners charged one 2008 MPD Weapons Unit case federally.

1st Precinct: Overall violent crime is 7% lower than at this time in 2008. Property crime rates decreased 22.7% compared to the same time frame in 2008.

2nd Precinct: Total violent crimes have decreased 21.3% over this time frame last year; overall property crime is down 12.5%.

3rd Precinct: Violent crime fell 17.8% year-to-date compared with last year. Property crime fell 23.6% YTD in 2009 compared to 2008.

     

4th Precinct: Violent crimes decreased 9.9% YTD compared to 2008. Property crime decreased 6.9% YTD compared to last year.

5th Precinct: Violent crime rates have decreased by 26% over last year at this time. Property crimes have decreased 19% thus far in 2009.
