MPD HIGHLIGHTS for the week of 8 September – 14 September 2009

CITYWIDE TRENDS

The MPLS total violent crime rate is 16.4% lower in this year-to-date period than in 2008.

MPLS has had 13 homicides this year to date (51.8% decrease from YTD 2008).

Robberies 24.5% decrease this year-to-date.

Aggravated assaults fell by 12.1% year-to-date compared with this YTD in 2008.

Rape has increased by 3.2% this year-to-date over last year.

Total property crimes decreased 17.1% in this year-to-date period.

Burglaries decreased 12.8% YTD compared to YTD in 2008.

Auto theft has decreased 29.4% YTD over 2008.

A total of 497 weapons have been placed into evidence thus far in 2009 (12 new weapons this week).

400 blk 6 St S:

Officers conducted a suspicious vehicle stop and, upon stopping the vehicle, noticed a handgun in plain sight. Officers also determined that the driver was intoxicated. Upon further questioning, the driver admitted to being a felon in possession of a handgun. Driver was taken into custody and booked. Arrested/PC WEAPONS, DWI

1400 blk Washington St NE:

Victim was assaulted with a beer bottle and had her vehicle taken by force. Victim was transported to hospital for a serious laceration to the face. Suspect information received.

15 Av S/19 St E:

Two victims were robbed by two suspects who were wearing ski masks. One suspect was armed with a shotgun. During the course of the robbery, one shot was fired, although no one was injured. The suspects then fled.

2400 blk Emerson Av N:

Officer heard about 15 gunshots and saw 20-30 people running in all directions.  Officers located two victims: a male who was shot in the leg and a female who was shot in the base of the neck. Neither victim sustained life threatening injury. The victims were uncooperative and would not provide any suspect information.  A third victim had the windows shot out on his vehicle. Several shell casings were recovered.

1700 blk 3 Av S:

Victim was cut twice on the head.  The possible suspects called police a short time later to say they were the victims of a carjacking attempt.  First Precinct squads located the two suspects and an attempt was made to do a show up; due to the victim’s injuries and circumstances, a show up could not be conducted. The two suspects were ID’d and sent.  The Assault Unit was notified.

1000 blk Currie Av:

While conducting police business at this location, two parties who were on the roof of a nearby building started throwing rocks at the officers. Witnesses identified one of the suspects for the officers; the other suspect approached the officers and admitted that he was also throwing rocks. Both were taken into custody and booked. 1200 blk Spring St NE:

Officers were dispatched to a disturbance which turned out to be damage to property and a burglary. The victim had been away, but the victim’s roommates were home when the damage occurred. Suspect is thought to be the victim’s ex-girlfriend.

Cedar Av S/26 St E:

The victim stated that he was walking to the store when three suspects confronted him. The suspects demanded the victim’s money.  The victim told the suspects that he didn’t have any; one suspect then stabbed the victim one time in the abdomen with an unknown object.  The victim then fled on foot back to his residence.

900 blk W Broadway Av:

Two suspects, armed with a gun, held up a local business. Suspect 1 is described as a black male, approximately 17 years old, 5’7” and stocky, with pulled-back dreadlocks. Suspect 2 is described as a black male, approximately 17 years old, 5’11”, thin, with a tattoo on his right hand. Loss includes shoes, shorts, and shirts, all black, red and white in color.

26 St W/Grand Av S:

Squads responded to Whittier Park on a person with a gun call. 5 suspected Latin King gang members were located and found to possess 2 air guns and knives. They were identified and documented; one booked JDC for the weapon possession. Arrested/PC WEAPONS

Assault Unit

Cases: 117 routed; 9 assigned; 12 charged; 25 transferred; 9 open; 58 open pending further information

Investigating: Assault 2: 3600 blk 2 Av S: Officers were dispatched on a stabbing call. Officers arrived and found out that a party was taking place at this address and the next door neighbor had stabbed the victim. Partygoers stated an argument between suspect and victim ensued, leaving victim stabbed on the left side of the torso. Victim transported to HCMC and suspect was transported to HCJ and booked. Case investigated by Sgt B. Kohn.

Investigating: Assault 4: 1000 blk Currie Av: Officers were conducting police business in front of the building, officers were assaulted by suspects who were on the roof top of the Salvation Army Shelter throwing rocks down at officers on the street. Suspects were apprehended, transported and booked HCJ. No injuries reported. Case investigated by Sgt S. Wagner.

Child Abuse

Investigating: 11 cases routed to the unit, 4 new cases assigned. 2 cases charged. 2 submitted for charging review.

Investigating: One joint case investigation with Chicago PD

Narcotics Unit

Day Cases: 13 cases assigned, 4 submitted for charging, 4 tab charged with misdemeanors, 1 rerouted to another unit, 4 unfounded and 1 complaint signed and filed

Operations:

Investigating: During follow-up on OCDETF case, a search warrant was obtained and executed. Officers recovered $60,000 and one handgun.  It was then learned that suspect had 5 pounds of methamphetamine buried in the backyard behind the garage underneath some brush.  Another federal warrant for the yard obtained and executed, recovering the meth. More information has resulted in additional warrants and over $96,096, 2 guns, 12 pounds meth and 1 arrest. Case work continues.

Investigating: Officers conducted a controlled buy of cocaine using a confidential informant from a business in 5th Precinct. Officers received information that cocaine was being distributed out of this address. Ongoing investigation.

Pharmaceutical:

Investigating: Local doctor who was involved in large-scale fraud, diverting oxycontin and hydromorphine.

Training: The MN Association of Hospital Safety and Security has extended an invitation to the MPD to present in October on Pharmaceutical Drug Investigations, including drug diversion, health care fraud, doctor DEA identity theft, etc.

Asset Forfeiture/Drug Court Investigations:

Investigating: 32 seizure notices processed; 72 drug court checks; 2 new admittance checks

Sex Crimes Unit

Cases: 12 cases routed; 4 assigned

Investigating: CSCM: Unknown location: A six year old victim reported being assaulted by school bus driver.  It does not appear to be sexually motivated.   Driver has been suspended.  Joint investigation by School Board and MPD Sex Crimes.

Predatory Offender Registration Section

Cases: Initiated 2 new cases of failure to register; 2 complaints signed; 1 submitted for charging review.

Robbery Unit

Referred for Charging: Attempted Robbery of Person: 2 Av N/5 St: Suspect approached a couple on their way to the parking ramp after enjoying a night out, and asked if they wanted to buy “crack.” When the couple declined, the suspect announced a robbery and tried to sucker-punch the male. The male ducked, but the punch landed to the back of the female victim’s head. The male victim chased the suspect until he was caught by a 1st Precinct squad. Sgt. Christianson was assigned the case and has since forwarded it to the County Attorney’s office for prosecution.

Charged: Simple Robbery: 3100 blk Clinton Av S: Suspect Elan Johnson got into an argument with his girlfriend in the vestibule of her apartment building. Johnson assaulted his girlfriend, drawing the attention of the caretaker. When Johnson was confronted by the caretaker, Johnson punched him in the side of the face and then grabbed his gold necklace from around his neck and exclaimed, “I’m going to keep this, too.” Johnson was arrested nearby and subsequently identified by the victim caretaker. The loss was also recovered. Sgt. Harvey was assigned the case and Johnson was charged with Simple Robbery.

Investigating: Robbery of Business: 3200 blk E Lake St: Two black males entered the business and fired one shot into the ceiling and demanded cash. The pair fled without any loss. Earlier, the same suspects robbed a Walgreens in St. Paul. Sgt. Carlson was assigned the case and is coordinating with the St. Paul PD. Crimestoppers Reward of $1,000.00 offered through the news media.

Investigating: Assault 2: EM Stately/Ogema Place: The victim was stabbed by the suspect after an argument.  The suspect fled on foot.  Sgt. Ryan is assigned the case for investigation.

Investigating: Assault 2: 2600 blk Dupont Av N:  The victim was shot in the arm by the suspect.  The suspect fled.  Sgt. Mathes is assigned the case for investigation. 

School Resource Officer Unit

Broadway School: Damage to property: Female kicked office door, breaking glass. Henry: Kidnap: Boyfriend took victim from in front of school. Victim got away after boyfriend crashed into an Xcel energy truck. Victim unharmed. South: Narcotics (marijuana). ▪ Disorderly Conduct: Student refused to leave class when asked and then pushed the teacher out of the way on his way out. ▪ Assault 5: Incident began at school lockers. Suspects followed victim out of school and assaulted her. Success Academy: Theft: Student stole a wallet from another student. Washburn: Theft: Laptop stolen while community meeting was occurring. Harrison: School Trespass: Student refused to leave. ▪ Disorderly Conduct: Out of control student. Northeast: Disorderly Conduct: Two students involved in a fight. Jordan Park: Damage to Property: 8 windows broken by unidentified suspect.

Forensics Division

Computer Forensics 5 new requests for forensic media examination, 32 examinations pending, 12 media examinations completed, 6 examinations in progress, and 38 ongoing pro-active child pornography distribution investigations. 9 subpoenas sent to internet service providers.

Search Warrant: A child pornography search warrant was executed at an apartment in the 1st Precinct.  The suspect was interviewed and two computers were seized.  Forensic analysis is pending.

Referred: 5 child pornography distribution cases sent to other jurisdictions for investigation

Field Operations:  Processed 40 crime scenes and 381 items of evidence. Examined 82 latents, identifying 30 latents and 6 suspects. 29 MAFIN entries with 7 hits. 582 latent comparisons were made.

Suspect Identifications:  Identifications from latents were made in a 3rd Precinct robbery/burglary, a 2nd Precinct business burglary, and a 2nd Precinct home burglary.

Firearms: Examined: 2 guns; 17 bullets; 88 discharged casings; 13 IBIS entries with 1097 correlations done. 56 positive and 8 inconclusive ID’s made. 1 serial number restoration.

Crime Gun Linked via IBIS: Discharged cartridge casings recovered at the scenes of three shootings in the 4th Precinct have been identified as being fired from the same gun. This information was passed onto SICM.

Forensic Garage10 vehicles processed.                                              

MAFIN 20 MAFIN entries made with 3 hits.  1200 reverse searches and 2300 comparisons. 10 cases assisting others. 72 cards entered.

Latent Identifications: 3rd Precinct robbery of person; 3rd Precinct burglary of dwelling

Photo Lab560 photos created, 68 evidentiary photos processed, 2 rolls of film processed. 11 CD’s copied and 97 backed up.

Video:  Analyzed 2 video/cd/dvds; made 9 video copies; 8 still prints; and 2 photo discs made. Performed 3 other procedures.

Special Operations Division

Traffic & Accident Investigations Unit: Traffic Officers made 561 stops last week and, of those stops, issued 634 citations and made 34 arrests.  Officers also investigated 34 accidents; Accident Investigations assigned 32 cases.

Injury Accident: Lake St E/5 Av S: Traffic officers were called to an injury accident where a motorcyclist was struck by a vehicle. The motorcyclist was transported to the hospital with severe injuries.

Bomb: Hennepin/8th St: Responded to a suspicious package which was examined and cleared. ▪ Conducted bomb sweeps of the Target Center and motorcade routes for the Presidential visit. ▪ Conducted bomb sweeps at the University of Minnesota Football stadium for the opening football game.

Public Housing Unit: Precinct 1: 6th St/Cedar Av S: Received information from manager regarding a tenant dispute between two units. ▪ 3 St/Hennepin Av: Credit card fraud; report to manager.

Precinct 4: 350 Van White: Met with manager regarding theft from autos in parking lot and on nearby street. Developed a flyer to distribute to tenants and to post throughout the building. ▪ Conducted building checks of high rises. ▪ Contacted all building managers.

Precinct 5: 17 St E/3 Av S: Contacted property manager regarding recent problems. ▪ Attended Uptown bar meeting at the request of Lt’s Glampe and Kelly regarding nighttime bar issues in the Uptown area.

Outreach: Met with Officer Jackson on theft investigation

SWAT: WARRANT SERVICE: SOD Patrol/SWAT officers are attending annual training at Camp Ripley this week. Training includes first aid, alternative use of force, weapons qualifications, night shooting, active shooter scenarios and mock operations.

SOD Patrol: Precinct 1: Target Center: Assisted US Secret Service on Presidential detail.

Precinct 3: 51-54 Streets/Chicago to 10 Avenues: Directed patrol. ▪ 3100 blk Clinton Av S: Assisted 3rd Precinct with a foreclosure protest.

Precinct 4: 2600 blk Logan Av N: Assisted with a high risk warrant entry.

K9 Bullets: 2200 blk 6 St N: Assisted 4th Precinct officers in locating burglary suspect. Suspect taken into custody without incident. ▪ 3400 blk 11 Av S: Assisted 3rd Precinct officers who were chasing a suspect who bailed from a vehicle. K9 tracked and located the suspect. ▪ State Patrol: Assisted State Patrol who were chasing a suspect who bailed from a vehicle; this was a help call. Officers recovered a handgun from inside the vehicle. BOMB SWEEPS: 2 teams assisted Bomb Unit techs and Secret Service with bomb sweeps for President Obama’s visit. ▪ 3 teams assisted Bomb Unit techs and U of M PD conducting sweeps of TCF Stadium prior to the Gopher/Air Force game.

Motor Vehicle Theft Program

Bait Vehicle Activation: 4th Precinct: The vehicle was driven into a garage and two suspects walked away before officers arrived. The tape was reviewed, still photographs were made, and they will be distributed to see if the suspects can be identified.

Investigating: On a previous reported case, still photographs of two suspects were distributed and a Transit Police Officer identified one of the suspects. He confronted the suspect and he confessed to being in the vehicle.

Investigating: 1 vehicle in 5th Precinct was recovered using License Plate Recognition (LPR) technology. The vehicle was then processed for evidence.

Investigating: 1 vehicle processed for evidence.

Action: Bait vehicles will be deployed this week.

MPD/ATF Weapons Task Force

Investigating: The MPD/ATF Weapons Task Force assigned 4 cases for investigation with 5 persons arrested. 3 cases were submitted for charging, 1 case was charged and 1 case is awaiting investigation pending report approval.

Investigating: Submitted several DNA kits relating to open cases to the BCA for analysis.

Support Services

Processed: 1051 Property Inventories; 411 Booking Sheets.

CODEFOR PATTERNS & ACTIONS

1st Precinct: ZERO homicides in the precinct this year. Overall violent crime is 12.5% lower than at this time in 2008. Property crime rates decreased 22.5% compared to the same time frame in 2008.

2nd Precinct: Total violent crimes have decreased 18.2% over this time frame last year; overall property crime is down 10%. The precinct has had a 21% reduction in robbery YTD.

3rd Precinct: 29% reduction in homicide YTD compared to 2008. Violent crime fell 16.8% year-to-date compared with last year. Property crime fell 22% YTD in 2009 compared to 2008.   

4th Precinct: 61.5% reduction in homicides in 2009 and 11% reduction in aggravated assaults. Violent crimes decreased 12.3% YTD compared to 2008. Property crime decreased 12.3% YTD compared to 2008.

5th Precinct: Violent crime rates have decreased by 26.3% over last year at this time. Property crimes have decreased 15.3% thus far in 2009. 36% YTD decrease in robbery.
