MPD HIGHLIGHTS for the week of 15 September – 21 September 2009

CITYWIDE TRENDS

The MPLS total violent crime rate is 16.3% lower in this year-to-date period than in 2008.

MPLS has had 13 homicides this year to date (52% decrease from YTD 2008).

Robberies 24% decrease this year-to-date.

Aggravated assaults fell by 12% year-to-date compared with this YTD in 2008.

Rape has increased by 2% this year-to-date over last year.

Total property crimes decreased 17% in this year-to-date period.

Burglaries decreased 13% YTD compared to YTD in 2008.

Auto theft has decreased 29% YTD over 2008.

A total of 508 weapons have been placed into evidence thus far in 2009 (11 new weapons this week).

8 St S/Nicollet Mall:

Suspect was sent from business earlier in the day for trespassing.  Suspect returned and attempted to assault security guards with a hammer.  Suspect fled.  Officers later apprehended and booked suspect. Arrested/ASSAULT 2

900 blk 15 Av SE:

Victim was having a party when the suspects tapped on the window and asked to come in. One of the suspects tried to steal some liquor and a fight ensued. A suspect stabbed the victim as he was trying to get the suspects to leave. Officers arrived and arrested one; information received on three other suspects. Arrested/ASSAULT 2

34 St E/Chicago Av S:

Officers responded to a report of shots fired and located 4 spent shell casings in the northbound traffic lane on Chicago. A short time later, Dispatch was notified to two walk-in victims to an area hospital reporting gunshot wounds to legs/wrist. Victims were uncooperative and were vague regarding the circumstances of the shooting.

4300 blk Girard Av N:

Officers responded to a report of a vehicle accident with an injury. Upon arrival, officers found that two females had been in a fight over a man and that the suspect female had gotten into her car and struck the victim repeatedly with the vehicle. Victim’s injuries are not life-threatening. Suspect located and booked. Arrested/ASSAULT 2

28 St W/Pillsbury Av S:

Officers responded to shots fired call. Witnesses said two vehicles were involved, neither of which was located by officers. An innocent victim was stopped at a red light when she heard shots then noticed her driver’s side mirror was damaged by a .45 caliber slug. Victim’s baby was in the backseat and mother in-law in the passenger seat. Officers found 9 casings in the street.

15 St/Nicollet Av S:

Officers called to the area on a fight call.  As people dispersed from the fight, one suspect entered his vehicle and drove at the victim, striking him.  Suspect was booked and victim was transported to HCMC with non-life threatening injuries. Arrested/ASSAULT 2

Huron Blvd/University Av SE:

Witnesses observed a group of suspects breaking into vehicles. Officers arrived and located four suspects in possession of items taken from the vehicles. Four taken into custody. Arrested/RECEIVING & CONCEALING STOLEN PROPERTY

Precinct investigating

700 blk 22 St E:

Officers responded to Peavey Park on a report of a robbery/stabbing. Victim was playing basketball when an unknown suspect picked up the victim’s property that was near the court and attempted to leave. The victim confronted the suspect and a fight ensued, leaving the victim stabbed.  Victim was transported to HCMC stabilization room but will survive wounds to his back and arm.  Park Police also responded.

2300 blk James Av N:

Officers responded to a report of a juvenile female who was armed with a knife and threatening family members. When police arrived, the juvenile female was extremely agitated, attempted to fight with arresting officers, and kicked one officer in the leg and bit the other officer in the hand, breaking the skin. The suspect was eventually taken into custody and booked at the Juvenile Unit. Arrested/DOMESTIC ASSAULT 2 and ASSAULT 4 (police officer)

Lake St W/Lyndale Av:

Suspect grabbed the victim’s purse off a nearby table and fled southbound on Lyndale. Officer heard and saw the commotion.  He was able to get the description and caught the suspect a block away and recovered the victim’s purse. Suspect booked. Arrested/THEFT

Assault Unit

Investigating: Assault 2: 2300 blk Lyndale Av S: Officers were dispatched on a threats call. When officers arrived, victim stated that his neighbor had written on his apartment door, “Die Hippy Die.” As officers were on scene, the neighbor came outside brandishing a replica black semi-automatic handgun. Officers took the neighbor to ground and restrained him. Suspect was handcuffed, arrested, and transported to HCJ and booked. Victim suffered no injuries. Case investigated by Sgt S. Wagner.

Investigating: Assault 3: 1100 blk Nicollet Mall: Officers were dispatched to an assault call where the victim was found bleeding from the head. Victim suffered a wound to the forehead and back of head. Ambulance was called for medical assistance. Passerby stated victim was assaulted possibly by 4-5 African American males. Victim was transported to HCMC. Case investigated by Sgt M. Osland.

Sex Crimes Unit

Cases: 24 cases routed; 8 assigned; 3 in-custody cases. 10 DNA cold cases assigned from 2006.

Investigating: Theft/Indecent Exposure: Cedar Lake: Victim swimming in Cedar lake saw naked male who was masturbating. Suspect then took her backpack with clothes and vehicle keys.  Suspect returned to the scene and a license plate was obtained.   Park Police investigating. 

Charged: CSCR: Julius Demetrius Scott, 07/03/1966, was charged with 2nd Degree CSCR for the assault of an 8 year old boy. Suspect was a friend of the family. 

Charged: CSCM: Michael James Becker 07/16/1987, groped the breasts of a female employee at an eating establishment near 28th St W/Hennepin Av S.

Robbery Unit

Investigating: Bank Robbery: 1500 blk New Brighton Blvd: W/F entered the bank and presented a robbery note. The female left with an undisclosed amount of cash when the dye pack activated. The female suspect then calmly removed her outer clothing and left northbound from 18th Av NE. FBI and MPD Robbery responded.

Charged: Aggravated Robbery: 1100 blk Lowry Av N: Ricky Boyle, a three-time convicted robber, entered the store and sucker-punched the lone employee. Boyle then went around the counter and continually punched the employee until he was unconscious. Boyle then stole the handgun that the employee was legally wearing on his belt. Boyle attempted to open the cash register, but couldn’t figure out the complicated electronic mechanism. Boyle fled out the front door with the handgun. The victim was brought to the hospital in serious condition. Later that day, Boyle called 9-1-1 and told the dispatcher he had committed a robbery earlier in the day. Officers arrived and took Boyle into custody after getting Boyle to admit that he robbed the store and assaulted the employee because “he steals from my children.” The case was assigned to Sgt. Carpenter, who visited the victim in the hospital. The victim identified Boyle in a photo line up. The case was referred to the County Attorney’s office for charging. Boyle was charged with Aggravated Robbery-1 and Felon in Possession of a Firearm.

Investigating: Robbery of Business: 4800 blk Nicollet Av S: Female was working alone when the suspect entered the store and announced a robbery. After the suspect cleaned out the cash register, he ordered the female in the back room. The female refused to comply and a struggle ensued. The suspect began to strangle the female, who thought she was going to die. The female wanted to leave DNA evidence behind so she scratched the suspects’ forearms and face. The suspect stopped suddenly stopped the assault and walked outside and got into a sun-faded maroon van and drove away from the scene. Sgt. McLean is assigned the case.

Juvenile Division

Investigations: Routed: 68; Assigned: 28

Investigating: Aggravated Robbery of Person: 700 blk W Broadway Av: The victim was assaulted with a ski pole and brick.  The loss was a flashlight.  The case is assigned to Sgt. Waletzki for investigation. 

Investigating: Assault 2: 26 St/Cedar Av S: The victim was assaulted by a group of five males.  Sgt. Walters was assigned the case for investigation. A 15 year old suspect has been charged with 2nd Degree Assault. 

Investigating: Domestic Assault 3: Franklin Av/Portland Av S:  The suspect punched his father, knocking out teeth.  Sgt. Wheeler was assigned the case and successfully got the suspect charged with 3rd Degree Assault. 

School Resource Officer Unit

Henry: Warrant arrest. South: Warrant arrest. ▪ Theft (iPod taken from desk). Southwest: Knife in school. ▪ Damage to Property: Student sent from school broke a window on the way out. ▪ Knife in school. Success Academy: Narcotics (marijuana). Anwatin: Possession of small amount of marijuana. Harrison: Theft: suspect rode victim’s stolen bike to school. Lucy Laney: Disorderly conduct in lunchroom. Riverbend: 5 reports of Assault 5 on staff members. Northeast: Theft: bicycles taken from bike rack. ▪ Assault 5: threats to bus driver.

Forensics Division

Computer Forensics 3 new requests for forensic media examinations, 34 examinations pending, 5 media examinations completed, 4 examinations in progress, and 42 ongoing pro-active child pornography distribution investigations. 2 child pornography distribution cases referred to other agencies.  

Investigating: 17 subpoenas sent to internet service providers. One cases under investigation by CLU.

Search Warrant: The Otsego target address is #1 distributor in MN. Defendant was interviewed and confessed.  One computer and external media were seized.  Preliminary review of evidence showed at least 200 child pornography files on the computer.

Field Operations:  Processed 32 crime scenes and 381 items of evidence. Examined 90 latents, identifying 40 latents and 7 suspects. 37 MAFIN entries with 14 hits. 910 latent comparisons were made.

Firearms: Examined: 16 guns; 19 bullets; 78 discharged casings; 24 IBIS entries with 2411 correlations done. 3 positive and 19 inconclusive identifications made.

Forensic Garage10 vehicles processed.                                              

MAFIN 8 MAFIN entries made with 3 hits.  2463 reverse searches and 3100 comparisons. 4 cases assisting others. 21 cards entered.

Photo Lab1271 photos created, 98 evidentiary photos processed, 4 rolls of film processed. 0 CD’s copied and 10 backed up.

Video:  Analyzed 8 video/cd/dvds; made 43 video copies; 37 still prints; 6 photo disc made. Performed 16 other procedures.

Special Operations Division

Traffic & Accident Investigations Unit: Traffic Officers made 651 stops last week and, of those stops, issued 730 citations and made 38 arrests.  Officers also investigated 34 accidents; Accident Investigations assigned 27 cases.

Injury Accident: Plymouth Av/Humboldt Av N: On 9-16-09 at approximately 0048 hours, a single motorcycle was seen “popping wheelies” and traveling at a high rate of speed. The operator lost control and, while traveling eastbound on Plymouth Ave N at the intersection of Humboldt Ave N, the driver struck a sign post and a tree. The driver was ejected and flew about 100 feet. The driver was taken to HCMC via ambulance and was treated for a damaged aorta, possible leg/hip fractures and other serious injuries. The driver/AP agreed to a blood test and was admitted to HCMC in critical condition. The scene was measured and reports completed.

Bomb: 6 St S/Portland Av S: Responded to a suspicious backpack underneath the U.S. Mail drop box. The backpack was x-rayed and found to contain numerous books and folders. ▪ 22 Av NE/5 St NE: Responded to assist the Fire Department Hazmat team where a cylinder of Anhydrous Ammonia was discovered in a foreclosed house. Arranged for disposal by an environmental contractor. ▪ Franklin Av bridge: Responded to several suspicious items on the bridge which were recovered and disposed of. ▪ TCF Stadium: Conducted bomb sweeps of the stadium prior to the game against California. ▪ Depot Street/Cedar Lake Pkwy: Responded to a suspicious package. The container was a military ammo can that had been placed under a tree by a walking path. The container was examined with a robot and x-rayed and found to contain miscellaneous items. ▪ Outreach: Sgt. Krueger and Officer Subject provided an equipment and robot demonstration for 2000 people at the Hope International Festival held on Bierman field at the University of Minnesota.

Public Housing Unit: Precinct 3: 27 Av/E Franklin: Met with property manager regarding problem tenants. Received information and will be monitoring two apartments. ▪ 21 St/Minnehaha: Conducted building checks due to non-residents entering the building without authorization. ▪ Franklin Av/16 Av S: Conducted a knock/talk regarding narcotics; none found.

Precinct 5: 50 St/Sheridan Av S: Knock and talk. Consent search resulted in narcotics recovery. ▪ 3121 Pillsbury: Received information regarding recent theft.

SWAT: WARRANT SERVICE: 1000 blk 7 St N: Assisted 4th Precinct CRT. One booked for PC Narcotics and PC Child Endangerment. One handgun, 15 grams crack, and $1000 cash recovered. ▪ 1300 blk Irving Av N: Assisted VOTF. Marijuana, drug paraphernalia, ammunition recovered. ▪ Brooklyn Center: Assisted 4th Precinct CRT on a buy/bust. Call-Out: 1200 blk Yale Place: Male threatening to jump from an 18th floor balcony. 1st Precinct officers successfully removed the male from the balcony.

SOD Patrol: Precinct 1: 400 blk 1 Av S: Responded to a fight call. One arrested for Assault 3 after a bartender had a torn ear from the fight. ▪ Cedar/Riverside: Directed patrol. 4 misdemeanor arrests; 1 felony flee/DWI arrest.

Precinct 3: Bossen Terrace: Shots fired; assisted 3rd Precinct officers.

Precinct 4: 40 Av N/4 St N: Focus area due to high number of shots fired and gang-related violence.

K9 Bullets: 30 Av N/Sheridan Av N: Assisted 4th Precinct officers on a person with a gun call. Two handguns recovered; two suspects booked. ▪ 17 Av N/W Broadway Av: Located a an occupied stolen vehicle that was taken in a carjacking. Suspect taken into custody. ▪ 1100 blk Lowry Av N: Responded to a shooting. K9 located handgun, ammunition, and narcotics hidden in a box. BOMB SWEEPS: 2 teams assisted Bomb Unit techs following a bomb threat at Crystal Middle School. ▪ 3 teams assisted Bomb Unit techs and U of M PD conducting sweeps of TCF Stadium prior to the Gopher/California game. ▪ 2 teams assisted bomb techs conducting sweeps at Temple Israel prior to their holy day.

Motor Vehicle Theft Program

Bait Vehicle Activation: 1st Precinct: Bait vehicles were deployed last week and there were 2 activations in 1st Precinct. The same individual that took the keys on the first activation came back within the hour and took the vehicle and drove it into 3rd Precinct where he parked and walked away before officers arrived. Still photos will be made and distributed in an effort to identify the suspect.

Investigating: While deploying bait vehicles last week, a reported stolen vehicle in 4th Precinct was recovered using LPR technology.

MPD/ATF Weapons Task Force

Investigating: The MPD/ATF Weapons Task Force assigned 4 cases for investigation with 5 persons arrested. 3 cases were submitted for charging, 2 cases were charged, 1 case is awaiting charges and 1 case was closed by arrest.

CODEFOR PATTERNS & ACTIONS

1st Precinct: ZERO homicides in the precinct this year. Overall violent crime is 11% lower than at this time in 2008. Property crime rates decreased 22% compared to the same time frame in 2008.

2nd Precinct: Total violent crimes have decreased 18.4% over this time frame last year; overall property crime is down 10%. The precinct has had a 22% reduction in robbery YTD.

3rd Precinct: 29% reduction in homicide YTD compared to 2008. Violent crime fell 16% year-to-date compared with last year. Property crime fell 23% YTD in 2009 compared to 2008.   

4th Precinct: 61.5% reduction in homicides in 2009 and 12% reduction in aggravated assaults. Violent crimes decreased 13.5% YTD compared to 2008. Property crime decreased 13% YTD compared to 2008.

5th Precinct: Violent crime rates have decreased by 26% over last year at this time. Property crimes have decreased 15% thus far in 2009. 36% YTD decrease in robbery.
