MPD HIGHLIGHTS for the week of 13 October – 19 October 2009

CITYWIDE TRENDS

The MPLS total violent crime rate is 15.8% lower in this year-to-date period than in 2008.

MPLS has had 16 homicides this year to date (48% decrease from YTD 2008).

Robberies 23% decrease this year-to-date.

Aggravated assaults fell by 13% year-to-date compared with this YTD in 2008.

Rape has increased by 3% this year-to-date over last year.

Total property crimes decreased 17% in this year-to-date period.

Burglaries decreased 17% YTD compared to YTD in 2008.

Auto theft has decreased 30% YTD over 2008.

A total of 547 weapons have been placed into evidence thus far in 2009.

2500 blk Riverside Av:

Suspect knocked on locked business door and requested entrance. Once inside, he then pulled knife on female employee and demanded she open the cash register.  Suspect stole contents of register and fled.

800 blk Washington SE:

Suspect approached the manager outside the business and pushed “something” into the manager’s back, implying a weapon. Once inside, suspect demanded that the manager open the safe. Suspect was shown on video as actually having a yellow marker up his sleeve instead of a real weapon. Suspect fled.

34 St E/5 Av S:

Victim, who was in his vehicle, was taken at gunpoint to a nearby ATM and forced to withdraw cash.  2 male suspects also took victim’s cell phone.  Officers were called to the area on a report of a robbery, but were unable to locate any scene.

2000 blk James Av N:

There were 2 shots fired while victims were walking down the street. Victim 1 received a minor gunshot wound to arm; three other victims were all shot at but were not injured. No suspect information was received but a bullet was recovered. Victim went to the hospital.

3300 blk 1 Av S:

Officers responded to a shooting and found a male inside a vehicle who was shot in the head.  Two witnesses on scene were also inside the vehicle when it was shot at.  Victim was driving the vehicle when he was shot; the passenger maneuvered the vehicle and was eventually able to park it.  Neither witness saw the shooter.  Victim appears to have survived his injuries.

Victim was approached by 2 suspects who pushed him against a fence and went through his pockets.  Suspects stole an iPod and work ID, then fled.  Victim contacted police.  Police arrived, located and apprehended suspects, who victim positively identified.  Victim’s property was returned to him.  Both suspects booked. 2 arrested/ROBBERY

2200 blk Jackson St NE:

Two juvenile males approached the victim (who is also juvenile male and has autism). Suspects pointed a replica gun at the victim and demanded he get down on his knees and give them his basketball. Suspects eventually gave the victim his ball back and fled.

3900 blk Nokomis Av:

The victims were taking their dog for a walk when they were approached by 2 suspects who demanded money.  The victim handed over his wallet but it did not contain anything of value.  The suspects then took the flashlight that the victim was holding and began beating him with it.  The victim’s girlfriend tried to step in and was pushed to the ground. The male victim received head wounds and the female has abrasions to her knees.  Suspects fled.

Lowry Av/Russell Av N:

The victim had been drinking with friend at nearby bar and was walking toward a bus stop when three male suspects attacked him by pushing him to ground. They then kicked his face, sides, arms and legs. One suspect was armed with a long wooden stick. Victim refused medical attention. The loss was over $100 in cash and a new leather wallet.

2800 blk Hennepin Av:

Beat officers noticed two males standing in front of an ATM and saw that one of the males had a scarf hiding his face.  They attempted to stop these males; the two left the scene quickly.  Officers eventually stopped these males and found a credit card on the ground.  During their investigation, one of the males admitted that he stole the credit card from an unknown vehicle and was attempting to get withdraw money from it.  2 arrested/CREDIT CARD FRAUD

Assault Unit

Cases: 96 routed; 5 assigned; 16 charged; 17 transferred; 5 open; 44 open pending further information

Investigating: Assault 2: 3200 Nicollet Av S: Officers were dispatched to a shooting and found the victim was laying in the street with a gunshot wound to his ear. Victim was transported to HCMC for medical treatment and witnesses were interviewed. Case investigated by Sgts Thomsen and Larson.

Investigating: Assault 2: 2500 blk Park Av S: Officers were working off duty when a disturbance broke out. During the disturbance, officer was assaulted a suspect. Another suspect was later arrested for Obstruction of Justice. Both parties were transported and booked HCJ. Officer was not injured. Case investigated by Sgt J. Holthusen.

Child Abuse

Cases: 7 assigned (4 last week)

Investigating: Child Abuse: A 4th Precinct squad responded to a Crystal, MN school regarding a seven year old special needs child with what appeared to be a cigar burn on her hand. The burn was a few days old and starting to scab over. The child lives in Minneapolis with her mother and siblings. The responding officer talked with the victim who is diagnosed as Autistic. Because of the victim’s delayed communication skills, the officer was only able to obtain limited information as to who caused the injury. The officer called First Response to place the child on a Health and Welfare Hold due to the child’s vulnerable condition and inability to communicate who had caused the injury. After assessing the situation, the officer adamantly believed the child was in danger of returning home until an investigation could be concluded. Initially, First Response was resistant in placing the victim at St Joes. However, with the officer’s insistence, the victim was placed on a hold at the facility. Within an hour of being placed at St. Joes, First Response released the child back to her mother with no medical screening by St Joe’s nursing staff. As of this time and date, the child has not returned to school and she and her mother can not be located for a follow up investigation.

Domestic Assault

Guilty Plea: Domestic Assault 1/Attempted Murder: The victim was attacked by her ex-boyfriend who was armed with a knife. The victim sustained substantial injuries to her face and hands. He pleaded guilty and received 122 months.

Guilty Plea: Domestic Assault 2: Victim and her boyfriend got into an argument which ended with him stabbing her multiple times. He was later apprehended by responding officers. He pleaded guilty this week; sentencing is set for December 14.

Charged: Domestic Strangulation, Terroristic Threats: The victim and her girlfriend (suspect) were in an argument when the suspect punched the victim in the head. The victim tried to call 911 but the suspect took the phone away. Suspect then strangled the victim and told her she would not leave the apartment alive.  The victim went to a window, pushed out the screen and leaned out the second story window as she yelled to witnesses across the street that she needed help and for them to call 911. The suspect picked up the victim’s feet, causing her to fall head-first out the window to the ground. Officers arrested the suspect and the victim was taken by ambulance to HCMC. Her injuries consisted of a sore neck and minor bruises. The suspect told investigator that Campbell wanted some fresh air and jumped out the window. The suspect was charged with domestic strangulation and terroristic threats. Other charges pending.

Sex Crimes Unit

Cases: 19 cases routed; 9 assigned; 2 in-custody cases.

Investigating: CSCR: 2600 blk 18 Av S: Female reported drinking with 3 males.  She was then grabbed, dragged to a back room and raped by all three males. 

Investigating: Indecent Exposure: Lake Harriet: Female reported exposer at Lake Harriet and obtained a vehicle plate number  Suspect is a retired suburban officer.  Suspect denies allegation.  Park Police investigating.

ChargedCSCR:  Roderic Crittenden was charged with rape following a DNA cold case hit.  Crittenden and another male raped female who asked for car assistance.  Female is taken to south Minneapolis, and threatened with pit bulls if she does not comply.   Investigation ongoing regarding to the second suspect.

Forensics Division

Computer Forensics: 3 new requests for forensic media examination, 32 examinations pending, 3 media examinations completed.

Investigating:

• 8 digital media forensic examinations in progress

• 29 on going pro-active child pornography distribution investigations.

• 5 subpoenas sent to internet service providers

• 5 child pornography cases referred to outside agencies.

Firearms: Examined: 16 guns; 0 bullets; 79 discharged casings; 12 IBIS entries with 880 correlations done. 27 positive IDs made with 25 inconclusive IDs made. 0 serial number restorations done.

Field Operations: Processed 26 crime scenes and 295 items of evidence. Examined 30 latents, identifying 10 prints to 1 suspect. 313 comparisons were made.

Latent Print Suspect Identifications: Aggravated Assault, 4th Precinct; Burglary of Dwelling, 4th Precinct; Burglary of Dwelling, 4th Precinct; 2 Burglaries of Dwellings, 4th Precinct

Forensic Garage: 5 vehicles were processed.

MAFIN: 44 latent prints entered with 4 hits (2 burglaries, 1 theft, and 1 robbery). 800 reverse searches completed with 1200 comparisons. Assisted with 6 verifications.

Photo Lab: 337 photos created, 53 MPD patrol/investigative rolls developed

Video: Analyzed 1 video; made 10 video copies; 16 still photos; and 2 photos discs made. Performed 8 other procedures. 1 audio disc made.

Special Operations Division

SWAT: WARRANT SERVICE: 2200 blk Pillsbury Av S: On standby for warrant execution; warrant was canceled. ▪ DETAIL: Requested by VOTF to assist on an undercover gang detail. No major incidents occurred. TRAINING: Monthly training occurred for entry and rifle team members. OTHER: 2 misdemeanor arrests; 1 gross misdemeanor warrant arrest. Recon work at 5 potential warrant sites.

SOD Patrol: Officers answered or initiated 90 calls; conducted 69 traffic/suspicious vehicle stops; made 6 suspicious person stops; made 31 misdemeanor arrests and 3 gross misdemeanor/felony arrests.

Precinct 2: Edison High School: Assisted with additional security at Henry vs Edison HS football game.

Precinct 3: Portland Av/Lake St E: Squad 923 located a rolling carjacking vehicle that had just occurred. The vehicle was stopped and the driver was taken into custody. The victim positively identified the suspect as the person who had carjacked him. No gun recovered. Driver was booked for PC Aggravated Robbery with a Weapon.

Precinct 4: 1000 blk Knox Av N: Assisted 4th Precinct squads on a shooting scene.

K9 Unit: 3400 blk Thomas Av N: Assisted Brooklyn Center PD on an attempt pickup. One suspect taken into custody. ▪ Theo Wirth Park: Assisted SWAT & other outside agencies on a gang detail. BOMB SWEEPS: Two K9 teams assisted bomb techs conducting explosive sweeps prior to VP Biden’s visit. ▪ 2 K9 teams assisted bomb techs conducting sweeps at the Metrodome for the Vikings/Ravens football game.

Traffic Unit: Traffic officers made 669 stops last week and of those stops, issued 802 citations and made 31 arrests.  Officers also investigated 30 accidents. Accident Investigations assigned 35 cases.

Motor Vehicle Theft Program

Bait vehicles were deployed last week and there no activations.

Investigating: The MPD/ATF Weapons Task Force assigned 1 case for investigation.

Support Services

Processed: 733 Property Inventories; 230 Booking Sheets.

CODEFOR PATTERNS & ACTIONS

1st Precinct: ZERO homicides in the precinct this year. Overall violent crime is 12.5% lower than at this time in 2008. Property crime rates decreased 21% compared to the same time frame in 2008.

2nd Precinct: Total violent crimes have decreased 13% over this time frame last year; overall property crime is down 10%. The precinct has had a 30% reduction in auto theft YTD.

3rd Precinct: 50% reduction in homicide YTD compared to 2008. Violent crime fell 17% year-to-date compared with last year. Property crime fell 23% YTD in 2009 compared to 2008.   

4th Precinct: 68% reduction in homicides in 2009 over 2007 and 22% reduction in aggravated assaults for that two-year span. Violent crimes decreased 14% YTD compared to 2008. Property crime decreased 13% YTD compared to 2008.

5th Precinct: Violent crime rates have decreased by 23% over last year at this time. Property crimes have decreased 15% thus far in 2009. 34% YTD decrease in robbery.
