MPD HIGHLIGHTS for the week of 15 December – 21 December 2009
CITYWIDE TRENDS The MPLS total violent crime rate is 12% lower in this year-to-date period than in 2008. MPLS has had 19 homicides this year to date (51% decrease from YTD 2008). Robberies 18% decrease this year-to-date. Aggravated assaults fell by 9% year-to-date compared with this YTD in 2008. Rape has increased by 7% this year-to-date over last year. Total property crimes decreased 14% in this year-to-date period. Burglaries decreased 15% YTD compared to YTD in 2008. Auto theft has decreased 25% YTD over 2008. A total of 687 weapons have been placed into evidence thus far in 2009. |

700 blk 3 St S: Assault 2 Victim was involved in a fight inside the Metrodome during an event. After leaving the event, the victim met back up with the combatants from earlier and was stabbed. CID investigating |
500 blk 11 Av SE: CSCR, Theft The victim was at her home with some acquaintances when she believed she was given a date-rape drug. When she woke up, she believed she had been raped and noticed several of her things missing from her home. A suspect was identified and later arrested by VCAT. CID investigating |
5400 blk 34 Av S: Robbery of Business Business was robbed by lone male with semi-automatic handgun who left on foot after having clerk lie on floor and count to 200. Loss was approximately $47.00 in cash from the till just prior to store opening. Officers checked the area but were unable to locate the suspect. CID investigating |
1600 blk Hillside Av: 4 ARRESTED: Assault 2/ Burglary of Dwelling Officers responded to a call of four males with a sawed-off 12 gauge shotgun and a .22 caliber semi-automatic pistol who had entered a home. Four adults plus small children were present. Suspects ordered all to floor and demanded cash. They threatened to shoot everyone. Officers were able to apprehend all and no one was hurt. 5400 blk Lyndale Av S: Burglary of Business Unknown suspects pried open the emergency exit door. Suspect cut phone/alarm wires. The suspects drilled into 2 safes, taking up to approximately $8500 cash. Suspects also drilled the cash machine, accessing about $30,000 cash. CID investigating | ||
6 St N/Hennepin Av S: ARRESTED: Assault 3 Victim stated he was punched several times by the suspect. Victim was seen by ambulance who stated the victim would need stitches for lacerations on his face. The suspect was identified by the victim and arrested. CID investigating |
2200 blk University NE: Robbery of Person The victim was knocked down by the suspect and had her purse taken. A juvenile suspect was taken into custody but later released. Another suspect was later identified by the victim and was arrested. Juvenile investigating |
400 blk 33 St E: Shots fired Officers responded to a shots fired call. A witness reported that they observed two black males, both in their early twenties, firing a handgun at a grey sedan. A bullet struck a bedroom window on the residence, breaking it. CID investigating |
26 Av N/James Av N: Robbery of Person Three male victims were robbed at gunpoint by two suspects, one female and one male. Victim 1 was kicked in face and had his iPhone taken. CID investigating |
1900 blk Hennepin Av: CSCR Victim was approached by the suspect who asked her if she could help him with his car. When the victim reached inside the vehicle to pull the lever to release the hood, the suspect slammed the car door and struck the victim in the face/head. Suspect pulled the victim into an alley and raped the victim, who was eventually able to fight off the suspect. CID investigating | ||

Cases: 76 routed; 12 assigned; 17 charged; 10 transferred; 11 open; 31 open pending further information Investigating: Assault 2: Glenwood Av/Morgan Av N: Victim, who is a taxi cab driver, gave a the suspect a ride. Suspect failed to pay for the cab fare, got out of the cab, and then fired three shots at the cab. The cab had two bullet holes in the front driver's side. Case investigated by Sgt D. Voss. Investigating: Assault 2: 1600 blk Washington Av N: Officers were dispatched on a report of a shooting. Victim was at the business when he was shot by unknown suspects. Victim was taken to the hospital and treated for his injuries. Case investigated by Sgt B. Kohn. | |||||

Cases: 3 assigned Investigating: Assault 3: Sgt. Green responded with Child Protection to Children’s Hospital ER. A 3 year old was being treated there for blunt force trauma to his head. The doctor identified the injuries as subgaleal hemorrhage from high force impact, violent ear pulling, or violent hair pulling. This doctor had seen the same child at U of M in 2008 for similar injury and no plausible explanation for current injuries. The victim’s brother, a 6 year old was placed on a Health/Welfare Hold and immediately brought to Cornerhouse for an interview where he disclosed being hit on multiple body parts, including the head, by the mother’s boyfriend of 3 years. A hold was also placed on the victim at Children’s with instruction for transport to St. Joe’s upon discharge. Suspect interviewed and acknowledged he was sole caregiver during the time the injury was sustained but denied striking the victim. Victim interviewed at Cornerhouse and disclosed being hit on multiple body parts, including the head, by the suspect. The Hennepin County Attorney’s Office issued a felony warrant for 2 counts of Assault 3, 1 count for current injuries and 1 count for the injuries he sustained in 2008. VCAT apprehended the suspect on 12/22/2009, and he will spend Christmas in HCJ unless he posts bond. | |||||

Cases: 8 cases Robbery of Person, 1 assigned; 13 cases Aggravated Robbery (including auto), 5 assigned; 3 Robberies of Business, 3 assigned; 0 cases unfounded; 1 case closed by arrest; 0 cases exceptionally cleared; 0 cases transferred to another unit; 13 cases open pending further info; 8 cases open Investigating: Aggravated Robbery of Person: 3200 blk 19 Av S: Victim took the LRT to the airport with the intent of flying to the East Coast for the holidays. The victim then discovered that all flights East were cancelled due to the storm; he carried his luggage back on to the LRT and started to go home. As he was wheeling his luggage up to his address, he was approached by two males, one of whom was armed with a handgun, and a robbery was announced. One of the suspects pistol-whipped the victim while the other took his wallet, suitcase and laptop computer. Sgt. Carlson was assigned this case. Investigating: Robbery of Business: 6000 blk Portland Av S: Two males, utilizing a stolen vehicle taken a block away, robbed the store, implying that they were armed with a handgun. The stolen car was abandoned several miles away. Sgt. Harvey, who had just left the store 10 minutes before it was robbed, was assigned the case. Charged: Aggravated Robbery: Little Earth: Four juvenile victims were at the LRT platform when Matthew Battees, 6/20/90, approached the group and told them to follow him to Little Earth because he “had a gun.” While en route to the area, Battees took an MP-3 player and jewelry from the victims. Third Precinct officers were dispatched and located and arrested Battees after a foot chase. Sgt. McDonald was assigned the case and was able to get Battees charged with two counts of Aggravated Robbery-2. | |||||

Cases: 17 cases routed; 11 assigned; 2 in-custody Investigating: Stranger Rape: Franklin Av/Nicollet Av S: Female was approached by black male asking for help. Suspect slammed victim’s head under car hood, took her to an alley, and raped her. Investigating: Stranger Rape: Morgan Av N/Olson Memorial Hwy: Male gave a stranded female a ride, let her out of vehicle, then pulled her back in, threatened force, and raped the female victim. Suspect has been identified and arrested. Suspect confessed to investigator that it was a rape. Charges pending. Charged: CSCR: 14 year old juvenile male was charged with the rape of a 4 year old female neighbor. This is the fourth victim this suspect has been charged with sexually assaulting. Other victims involved the suspect’s immediate family members. | |||||

Investigations Unit: Cases routed: 80; Cases assigned: 59 Investigating: Robbery: 2200 blk University Av NE: Patrol officers arrested a suspect for a strong arm robbery. Sgt. Madson was assigned the case and it was routed to the Hennepin County Attorney’s Office to review for charging. Investigating: Aggravated Robbery: 2700 blk Lake St E: Two suspects participated in a robbery where a gun was implied. The loss was a cell phone. An off duty officer working at El Rodeo witnessed the suspects enter a car. Suspects were arrested by patrol officers. The case was routed to Sgt. Davison and forwarded to the Hennepin County Attorney’s Office to review for charges. Investigating: Domestic Assault: 2800 blk Deleware St SE: U of M officers arrest a male for assaulting a family member. The victim received facial injuries and was hospitalized. The case was assigned to Sgt. Madson and routed to the County Attorney to review for charges. | |||||

Computer Forensics: 4 new requests for forensic media examination, 37 examinations pending, 2 media examinations completed. Investigating: 8 digital media forensic examinations in progress. ▪ 27 ongoing proactive child pornography distribution investigations. ▪ 4 subpoenas sent to internet service providers ▪ 11 child pornography cases referred to outside agencies. Firearms: Examined: 6 guns; 2 bullets; 41 discharged casings; 3 IBIS entries with 226 correlations done. 29 positive IDs made with 0 inconclusive IDs made. Crime Gun Identified: .40 caliber handgun recovered in 4th Precinct weapons case linked to discharged casings recovered in 4th Precinct shooting. Field Operations: Processed 24 crime scenes and 243 items of evidence. Examined 99 latents, identifying 43 prints to 26 suspects. 1595 comparisons were made. Latent Print Suspect Identifications: 4th Precinct Burglary; 3rd Precinct Robbery Forensic Garage: 12 vehicles were processed. MAFIN: 12 latent prints entered with 8 hits. 1325 reverse searches completed with 1307 comparisons. Assisted with 11 verifications. MAFIN Latent Identifications: 2 Suspects ID’d in 4th Precinct Burglary Photo Lab: 1053 photos created, 35 MPD patrol/investigative rolls developed, 6 CLU rolls developed, 0 CDs copied, 53 CDs backed up. Video: Analyzed 1 video; made 14 video copies; 22 still photos; and 4 photos discs made. Performed 2 other procedures. 1 audio disc made. | |||||

SWAT: WARRANT SERVICE: 4000 blk Washington Av N: Assisted St. Paul PD. Recovered evidence. ▪ 2900 blk Penn Av N: Assisted Robbinsdale PD. Recovered 9mm pistol that was used in 2 drive-by shootings, as well as a .22 caliber rifle. ▪ 200 blk 65 Av N: Assisted 3rd Precinct CRT. ▪ 1100 blk Lowry Av N: Assisted 4th Precinct CRT. ▪ 2800 blk Northway Drive: Assisted Gang Enforcement Team. SOD Patrol: Officers answered or initiated 231 calls; conducted 156 traffic/suspicious vehicle stops; made 13 suspicious person stops; made 38 misdemeanor arrests and 4 gross misdemeanor/felony arrests. Precinct 2: 400 blk 24 Av NE: Sgt. Madson from the Juvenile Unit contacted SOD Patrol to request assistance with a search warrant. He had been working on a strong arm robbery of person case that had occurred in the 2nd Precinct earlier in the day. A juvenile witness had led them to this address where an adult suspect, who had committed the robbery, was reported to live. A recon of the address was then conducted and an entry team was assembled. Upon executing the warrant, we secured two parties inside the address; however, the suspect was GOA. Upon searching the address for evidence, Sgt. Madson and Sgt. Berry recovered a book which had been stolen from the victim along with her purse and other personal items during the robbery. This piece of evidence directly linked the suspect to the robbery. Precinct 4: 1600 blk Hillside Av: Assisted 4th Precinct squads with a Robbery of Dwelling in Progress. Upon arriving, they assisted with the perimeter and with searching the residence for suspects. Upon searching the residence, 4 suspects were taken into custody and two handguns were recovered. All 4 suspects were booked for PC Burglary and PC Assault 2. K9 Unit: Maple Grove: Assisted Maple Grove PD to assist officers in looking for handguns that were discarded after suspects fled from a burglary. ▪ 2nd Precinct: Assisted 2nd Precinct officers on an attempt pick up. K9 was deployed after the suspect refused to surrender. K9 apprehended the suspect in an upstairs bedroom. ▪ 22 Av N/2 Av N: K9 officer stopped a suspicious vehicle. Driver had an outstanding felony warrant and was in possession of cocaine. Suspect booked. ▪ 3500 blk Fremont Av N: Assisted DOC on an attempt pick up of a fugitive wanted for manslaughter. Suspect refused to surrender after several announcements were made, so K9 was deployed. K9 located suspect who was hiding in a back bedroom. ▪ Lake St E/Chicago Av S: K9 officer stopped a suspicious person who had an outstanding felony warrant. Suspect booked. Traffic Unit: Traffic Officers made 753 stops last week and, of those stops, issued 779 citations and made 49 arrests. Officers also investigated 17 accidents. Accident Investigations assigned 27 cases. Bomb: Met with the FBI to complete follow-up on the suspected Anthrax case from last week. ▪ 46 Av N/Lyndale Av N: Responded to a suspicious briefcase at the gas station at 46th and Lyndale Ave. North. ▪ 42 St E/28 Av S: Responded to a discovered piece of military ordnance found in a house of a deceased WW II vet. Investigating: The MPD/ATF Weapons Task Force assigned 4 cases for investigation. 2 cases were submitted, 1 case was charged, 1 case was closed by arrest and 1 case is awaiting DNA analysis. Investigating: Our ATF partners adopted an MPD Weapons Unit case and federally indicted one for felon in possession of a firearm. | |||||
