Documented Gang Affiliate was arrested after officers responded to a shots fired and observed him discard a weapon. Serial number on the weapon had been altered. Suspect is a convicted felon. Case investigated by Weapons unit.

Suspect confronted attempting to bypass a locked door. Witnesses contacted police and followed suspect until he was apprehended. Suspect is a convicted felon. Suspect was charged with PC Burglary and Possession of Burglary Tools.

Officers were dispatched to an alarm. On arrival a male was seen running away from the building. The male was caught a short distance away. When he was taken into custody he said, “Damn, I caught a bad one this time.” A1 had a tool in his left pocket. A broken window was also found on the building near where A1 was seen running from.

THIRD PRECINCT
37XX-42 Av S BURGB a neighbor called to report 2 males attempting to break into the business. The suspects gained entry by breaking the glass. After entering the business, the alarm sounded and the suspects were seen flee the scene with a female. Car 21 processed the scene and recovered evidence, including fingerprints which identified a 19YO male and a PC Pickup was issued. The 19YO male and a 17YO male have been arrested in the case and a pickup issued for the female. Investigation is on-going (11-268440). Property Crimes case
27 St E/Park Av S NARC/FORCE members of the CRT set up surveillance in the area after receiving information about a male with a large amount of crack cocaine in his possession. Officers located the male and when they attempted to arrest him he fled on foot and was apprehended after a foot chase. Nearly 60 grams of suspect crack cocaine were recovered from the male. The 31YO AP was booked at HCJ. Investigation is on-going (11-277157). CRT case
33XX-4 Av S BURGD armed suspects entered the female resident’s home after she allowed her ex-boyfriend to come in and use the restroom. The victim was threatened with a gun and tied up while the suspects removed property from her home. The victim was able to free herself and saw the suspect’s fleeing in a vehicle she recognized as belonging to her ex’s new girlfriend. Investigation is on-going (11-277874). Property Crimes case
35XX-27 Av S BURGD/FALSNM an adult female resident was upstairs when she heard noises in the basement. The resident confronted a female in her basement who claimed she was “looking for her children”. When told to leave the suspect grabbed two jackets and fled. Officers located the 23YO DK female nearby with the victim’s jackets. The AP was booked at HCJ and had also given a false name to the officers. The victim didn’t want to pursue the burglary case. The case was forwarded to the City Attorney for (GM) False Name to Police (11-271508). Property Crimes case
28XX-26 S ASLT1 the 35YO male wandered into the homeless encampment, shared alcohol with the 2 males who occupied the camp and was later stabbed. The victim was transported to HCMC by ambulance where he was treated for multiple stab wounds including one to the heart. Officers located 2 DK male suspects, 43-49YO, in the encampment and the 49YO had a bloody knife in his pocket. Both APs were booked at HCJ and the 49YO later admitted he stabbed the victim. Case is being forwarded to the County Attorney for charging (11-279725). CID case
26XX-17 Av S ASLT2 (ATT) 2 adult females drove to the scene of an accident where a friend of theirs had struck a child with a vehicle. That child’s mother was upset and called family members “for some street justice”. The victim’s were in their vehicle, blocked in by the ambulance, when irate family members arrived. One female suspect opened up the victim’s car door and threatened the victim’s with a box cutter. The suspect also kicked and scratched the victim’s car with the box cutter. Officer located the suspect in the residence and transported the AP to HCJ. Case forwarded to County Attorney for charging (11-280416). CID case
9XX-29 Av S DASLT2 2 adult males were drinking together throughout the course of the night when they got into an argument which escalated to a physical fight. During the fight, the 23YO struck the 18YO male in the head with a bottle causing a laceration. The 23YO male fled before police arrived but was apprehended and booked at HCJ after he sought medical treatment at HCMC for a cut to his hand he received from the broken bottle. The 18YO was transported by ambulance to HCMC for treatment. Investigation is on-going (11-280675). CID case
36 St E/Columbus Av S ASLT2 a 27YO male was standing at the corner when approached by another male who fired several shots striking the victim multiple times. The suspect fled in a vehicle. Victim as transported to HCMC by ambulance for treatment and suffers paralysis as a result of his injuries. (11-280627). CID case
26XX Longfellow Av S ROBPAG/RECGUN 2 adult males, 21-24YO, were on the porch when they were approached by a group of males and females, 13-21YO. Without provocation, the male suspects began to punch the victims as the females acted as lookouts. A 3rd male victim, 23YO, attempted to break up the group until one suspect pulled a gun, threatened to shoot the victims and demanded money. The suspects fled and were located by officers a couple blocks away. The suspects that were apprehended were 3 males, 17-21YO, and a 13YO female. The adults were booked at HCJ and the juveniles booked at JDC. A gun was recovered where the officers first spotted the suspects. Investigation is on-going (11-282171). CID case
35XX-25 Av S BURGD the victim’s unlocked garage was entered and extensive damage done to the victim’s vehicle which was parked inside. Officers apprehended a 19YO DK female, covered by a blanket, passed out inside the vehicle and booked her at HCJ. Investigation is on-going (11-282357). Property Crimes case
35xx Portland Av S ASLT2 a 22YO male was standing in the doorway of the building when 2 male suspects walked toward him and fired shots striking him in the buttocks. The suspects fled in a vehicle which was parked around on the corner. Victim was transported by a friend to HCMC for treatment of a NLT injury. Investigation is on-going (11-282638). CID case
34XX Columbus Av S BURGD the resident left her home for a short time leaving the door unlocked and a juvenile male outside doing yard work. When she returned she found her laptop missing and juvenile male gone. The following day, the juvenile male turned himself into police. The suspect felt guilty for stealing the laptop and selling it and is working with investigators attempting to get the laptop back. The juvenile was processed at Juvenile Division and is cooperating with investigators in an attempt to get the stolen laptop back. Investigation is on-going. Property Crimes case
19XX-38 St E ASLT2 while at a party, an argument and physical fight broke out between 2 adult DK females. During the fight a 21YO female was stabbed in the abdomen by the 23YO female resident. The victim was transported to HCMC by ambulance for treatment of a NLT wound. The knife was recovered and the AP was booked at HCJ. Investigation is on-going (11-283910). CID case

MFD reported an attempted Arson at this location. There was a gasoline smell on the exterior of a window that had smoke staining & a small amount of charring below it from a previous incident. A resident stated she felt gasoline had been poured, but not lit. Witnesses believe it was S1/female, who has been the suspect in other Arson activity at this location. S1 is the ex-girlfriend of one of the residents & is targeting the address because her ex has a new girlfriend. There have been various calls to this address. No fire in this incident & no injuries.

31XX Morgan Ave N Thursday 9/15/11 2234 hrs 11-279561
Officers were dispatched on the report of a fight. Officer saw several parties in the street & a female, PG1, screamed that her son had just been shot. PG1 repeated this info, but would not tell officers where her son was & any suspect description. Officers located V1/male, 17 yrs, who was holding his leg. V1 had a gunshot wound to his calf, just below his knee. When questioned about the incident, V1 would just look at officer & not respond. PG1 stated she observed V1 & 2 other males fighting in the street & that while V1 was on the ground, S1/ male, 36-38 yrs, & another unknown male were kicking V1. S1 then shot 3 times at V1 & fled the area. S1 was not located. V1 was transported to the hospital via ambulance with a non-life threatening wound. Prior to leaving the scene, officer again asked V1 if he was willing to explain what happened & V1 only responded “I got shot.” V2/male, 22 yrs, later showed up at the same hospital with a gunshot wound to his leg. V2 stated he was also shot by S1, who is unknown to him.

Officers responded to a shots fired call at this location. Officers located a group of people standing around V1/male, 22 yrs, who was alert & laughing. V1 told officers that he was crossing the street when 2 people wearing white shirts began shooting at him. V1 was shot in the leg & stated he never saw the suspect’s faces, so he did not know who shot him. V1 was transported to the hospital via ambulance. Assisting officers located several shell casings in the area. No suspect info. Wound is non-life threatening.

Officer was dispatched to a robbery of person at knifepoint. Officers met V2/male, 12-14 yrs, who was outside & crying. Officer asked what happened & V2 stated that he & V1/male, 13 yrs, were walking home from school & when they approached the mouth of an alley, S1/male, 28-34 yrs, & S2/male, 14-16 yrs, stopped in front of them on mountain bikes. S2 got off his bike & pulled out a folding knife, pointing the blade at V2’s stomach. S2 asked V2 if he wanted to fight. V2 said no, & S2 pushed the knife harder against his stomach. S2 demanded V2’s money, but he did not have any. S2 then went up to V1 & demanded his stuff. V2 gave him his cell phone & MP3 player. S2 took the loss & rode off on his bike. S1 told the victims that things would get “worse” if they called the police. Suspects were GOA. Loss is valued at $140.

V1/female, 36 yrs, stated she was at the corner at the above location when 2 unknown males, 16-20 yrs, approached her. S1 had an automatic handgun to her head & S2 told her to hand over her stuff. Suspects took a bag of prescription medication & her wallet. Both suspects then fled. V1 was not injured.

33RD Ave N & Emerson Ave N Saturday 9/17/11 0023 hrs 11-280813
Officers responded to an attempted robbery of biz involving a Blue & White cab. Officers spoke with V1/male, 28 yrs, the cab driver. V1 told officers he picked up a fare in front of 32XX Girard N & was to transport him to an address in Brooklyn Park. When they reached the above intersection, S1/male, 22 yrs, pulled out a semi-automatic pistol & pointed it at V1, demanding money. V1 jumped from the cab & ran, with S1 chasing him on foot & yelling at him to “Drop the money.” V1 saw 2 vehicles driving towards them & thinks this is when S1 got scared & ran out of sight. V1 returned to the cab & phoned police. No loss & no injuries. S1 was not located.

Officers were flagged down by V1/male, 12 yrs, who stated he was “jumped” & robbed. V1 told officers he was in the park waiting for a friend when he was approached by 2 unknown male suspects, 14-16 yrs, who commented on his cell phone. Both suspects went over to him & S1 punched V1 then pushed him to the ground. S1 grabbed V1’s cell phone & both suspects fled on bicycles. V1 followed the suspects for a while, but then lost sight of them. V1 stated he was not injured & declined medical. Officers canvassed the area, but could not locate the suspects. The cell phone is valued at $400.

Officers responded to the report of shots in the above area. Witnesses provided a license plate of the suspect vehicle & also saw the rear passenger shooting out of the vehicle. Officers stopped the vehicle & all occupants were arrested after officers located 2 handguns in the center console. All 3 parties could reach the guns. The arrested parties are : AP1/male, 18 yrs; AP2/male, 18 yrs; & AP3/male, 19 yrs.

7XX Russell Ave N Wednesday 9/14/11 2056 hrs 11-278450
V1/female, 45 yrs, reported she was threatened, along with V2/male, 56 yrs, by AP1/male, 29 yrs, who had a gun in his waistband & stated he was going to shoot everybody in the house if they didn’t pay him money they owed him. AP1 went back to his house a couple houses away & he was ordered to the ground, but kept walking with his hands in his pockets. AP1 was taken into custody after a standoff. A consent search was conducted at AP1’s house & a .177 caliber Daisy gun was found near the front door. AP1 was booked in HCJ for PC Weapons & PC Threats.

Officer received information that AP1/male, 25 yrs, was walking down the alley at this location with a female who was supposed to be armed with at least one handgun. AP1 was located & taken into custody. Several feet from where AP1 was apprehended, officers located a .22 caliber revolver. Checks revealed that AP1 was a convicted felon & did not have a permit to carry. AP1 was booked in HCJ for Felon in Possession of a Handgun.

As part of an ongoing effort to reduce bike thefts, I, along with Officer Brown conducted inspections of bikes at two Pawn Shops. 7 each at Uptown and Cedar Max it.

In-Custody. 11-237,056. ASLT.-3. 1323 4th St. SE Officers responded to a fight on the sidewalk and found a W/M victim suffering from a laceration to his head after being punched by a W/M, later identified as AP-John Hessler, who was booked for a misdemeanor warrant. Officers later learned that the case qualified as an enhanced felony. Sgt. Voss is assigned this case.
11-281,847. ASLT.-2 (STAB). 22nd Av. Station Bar. 2121 University Av. NE.W/M victim received a minor stab wound inflicted by an H/M wearing a Hell’s Angels leather vest. The victim and the suspect were arguing when the assault occurred.
In-Custody. 11-282,033. ASLT.-1. 617 Central Av. S.E. 1 male stabbed in the neck during altercation inside an apartment. The victim’s 16-year-old son attempted to intervene and was also stabbed in the head, neck, and hands. Vic 1 injuries were life-threatening and he was in surgery. The son’s injuries were NLT. AP-Michael Howell booked. Sgt. Chambers is assigned this case.

In-Custody. 11-279,725. ASLT.-1 (STAB). Railroad track Hobo Camp, 2850 26th Av. I/M victim was stabbed multiple times in chest and torso possibly by AP-Marlin Fasthorse and AP-Delyle Gaub, who were found at the incident scene with a bloody knife and admissions that there had been a fight at the camp.
In-Custody. 11-280,416. ASLT.-2. 2600-block of 17th Av. AP-Brianna Jackson was arrested after she threatened an H/F with a screwdriver and scratched her car after the victim was involved in a minor PI accident with the AP’s relative. The AP and several other family members surrounded the car with the victim inside and tried to pull her out and assault her. Sgt. Kohn is assigned this case and it has been referred to the county attorney for charging.
In-Custody. 11-283,910. ASLT.-2 (STAB). 19XX E. 38th St. AP-Kalina Matthews was arrested after she admitted to stabbing an old junior high school female acquaintance, whom she recently connected with through Facebook, in the abdomen after a drunken argument in the AP’s home. The wound was NLT and the victim was uncooperative.

11-279,561. ASLT.-2 (SHOOT). 31st/ Morgan Av. Two B/M victim’s received NLT GSW’s to their leg after a fight with other individuals outside the address. Both victims were uncooperative, other than to say that the suspect was a B/M, 36-38 years.
11-282,867. ASLT.-2 (SHOOT). 3001 Emerson Av. Tre-Tre Crips gang member Demario Jefferson shot in the leg by unknown B/M suspects.

25XX Polk Av NE Mal-Punishment of a Child 11-187060
Caregiver comes home, finds out about a small fight between her kid and another child that she was “watching”. The caregiver slaps the 10-year-old victim and further punishes child by placing a dog collar on the child’s hair. Then she has the other kids pull on the collar until it ripped a patch of hair out of the victims head. Sgt. Donna Olson assigned the case. During the investigation Sgt. Olson discovered that the suspect coached her kids to lie to the police. Tungee Sharisma Mckinght DOB 12/301979 was charged with one (1) count of Gross Misdemeanor Malicious Punishment of a Child. She is not in custody.
36XX Emerson Av N Mal-Punishment of a Child 11-187060
A 16-year old came to school and disclosed that he had been assaulted by his father because he had not cut the lawn. The child was waiting for his grandmother to pick him up when dad became enraged and struck the young man in the face and then proceeded to beat the child on top of the head with a tea pot. Sgt Snyder assigned the case. During an interview, the suspect admitted to an assault. David Michael Schafer DOB 10/22/1960 was charged with one (1) count of Gross Misdemeanor Malicious Punishment of a Child. She is not in custody.

Meeting with Target Corporation in regards to ongoing collaboration on addressing pharmaceutical drug abuse epidemic and its relation to Target Pharmacy
Meeting at the Minnesota Department of Health in regards to the Institutional drug thefts occurring at Hospitals and Nursing Homes. Topic of discussion was about the sharing of investigative information between local police departments and the Boards of Nursing, Medical Practice and Pharmacy.

MPD/ATF WEAPONS TASK FORCE
4 in-custody weapons cases were assigned for investigation with 6 people arrested. ! case was presented for charging and the 3 individuals in that case were each charged with Drive-by Shooting Committed for Benefit of a Gang; Drive-by Shooting; Riot 2nd Degree Committed for Benefit of a Gang & Riot 2nd Degree. It should be noted that one of the individuals charged was charged the next day with Attempted Murder for shooting at police officers while they sat in their squad this past summer. 3 cases remain under investigation.
2 State complaints and 1 City complaint was picked up and filed on previous weeks cases.
MOTOR VEHICLE THEFT PROGRAM
Bait vehicles were deployed last week and there was an activation in 5th Precinct. When officer arrived he observed 3 males in the area of the bait vehicle. Officer observed the 3 standing next to a vehicle with the passenger door open and when they saw the officer they closed the car door and started walking away from the vehicle. These parties were detained and subsequently arrested for tampering with a motor vehicle. During a backpack search incident to arrest a grey window punch/seatbelt cutter was found along with a TOM TOM GPS unit, several phone chargers, a women’s empty purse, a pink tin containing change and a lot of loose change at the bottom of the backpack.
There was an activation in 4th Precinct. The tape will be reviewed to see if a suspect can be seen on tape.

PCT. 1
In-Custody. 11-277,340. ROBPAG. 408 Cedar Av. Somali male victim was walking through the parking lot when he was confronted by three Somali male suspects who had been sitting in a vehicle with Tennessee license plates. The suspects surrounded the victim, with one suspect feigning that he was armed with a gun, and made him give up cash and his cell phone. Later that morning, the victim saw the suspect vehicle, along with two of the three suspects, sleeping in the suspect vehicle on a nearby street. The victim called police and AP-Rastram Ali and AP-Murad Mussa were arrested and transported to CID. Sgt. Spencer was assigned this case and presented the case for charging. Both AP’s were charged with Aggravated Robbery in the Second Degree.
In-Custody. 11-280,278. ROBPER. 649 E. 15th St. AP- Ahmed Ali was arrested after he and another suspect committed a strong-arm robbery on the street on another Somali male. Sgt. Harvey is assigned this case. The AP was RPC’d, as the victim gave a false home address and the wrong telephone number. He was also the victim of an aggravated assault a few months ago and refused to cooperate.

In-Custody. 11-280,881. 2nd/ SE University. ROBPAB (Carjacking); 11-281,211. REC. VEH. 27th/Chicago Av. Victim claimed that he picked up a W/F and a B/F on 2nd/ University Av. in order to “give them a ride.” Once inside the vehicle, the victim was robbed at knife-point and his vehicle was taken. Several hours later, officers spotted the victims’ occupied vehicle on 27th/Chicago Av. and arrested AP- Virgie Williams and AP-Mike Northern. Sgt. Spencer is assigned this case. The victim decided that all he wanted was that his vehicle be released to him.
UPDATE. In-Custody. 11-276,231. ROBPAG (SHOOT). 2121 University Av. NE AP-Andrew Griffin was taken into custody on 9/16/11 after probable cause was developed by Sgt. McDonald in a robbery/shooting in the parking lot of Grumpy’s Bar. Investigation revealed that AP-Griffin robbed and shot a B/M and a B/F stranger. AP-Griffin turned himself in with his lawyer present. The case was referred to the county attorney and the AP was charged with two counts of Attempt Robbery in the First Degree and two counts of Assault in the Second Degree.

In-Custody. 11-282,171. ROBPAG. 2601 Longfellow Av. Two Asian males and a W/M were approached on the street by four I/M’s, assaulted and robbed at gunpoint. Officers responding to the area located four suspects walking nearby and they were arrested after a positive show up. Officers later recovered a handgun. AP-Charles Ortley and AP-Seth Hanks-Burns were brought to HCJ. Two other juvenile I/M’s were arrested and brought to JDC. Sgts. Carpenter and McLean are assigned this case. AP-Ortley and AP-Seth Hanks-Burns, along with a juvenile male, were each charged with Aggravated Robbery in the First Degree.

11-279,362. ROBPAG. 5801 Nicollet Av. W/M answered a Craig’s List Ad for an IPhone and met the B/M suspect in the laundry room of the City Limits apartment complex. Once there, he was surprised when the suspect pulled out a handgun and robbed the victim of cash. Sgt. McLean is assigned this case.

Exposer, 11-283342, Jackson Park. WM, 60 yrs, wearing blue BB hat with vets. Suspect riding a blue bike with trash hanging on it.

Luring, 11-283510, 55th Elliott Ave S. BM pulled in front of V1, stopped in the middle of the street, and S1 exited the van. S1 walked around the front of the van, began to open up the right rear sliding door and said, "Get in!" V1 said S1 was wearing a hoddie covering his hair. S1 in an older beat up full size van, white, with primer spots on it.
CSCM by Taxi Driver, 11-282326, victim entered Blue and White Cab, driven to 3rd pct. The suspect parked cab, started climbing over the front seat to the victim in the back seat. Suspect and grabbed the victim's thigh. The victim tried to get out of the cab but the doors were locked. The victim kicked at the suspect multiple times, finally kicking the suspect in the face. CSCM Lake Harriet, east side. Victim reported she arrived at the lake at 1935 hours and started running clockwise from the bandshell around the lake. While running on the path around the lake, she was approaching Oliver and W. Lake Harriet Pkwy.
Out of nowhere, the suspect came up from behind the victim and wrapped his arms around her upper body. His hands were open and on her breasts. He then attempted to lift the victim up in that position. Suspect information was white male, 40 to 50, wearing a white hat, white t-shirt, and dark shorts, last seen on th east side of the lake.

09/11/11 Conducted bomb sweeps of City Hall, 4th Street and the Federal Building Plaza prior to and during the September 11th Memorial Service.
09/12/2011 Picked up an airbag from the property room that is being held as evidence and transferred it to the bomb range for safe storage in the evidence bunker. Consulted with the Secret Service on an upcoming dignitary visit.
09/13/2011 Responded to a suspicious backpack at 11th Street and Hennepin. Assisted the ATF with processing evidence at the bomb range.
09/14/2011 Responded to a suspicious item involving a city truck at Lincoln St. NE and Lowry. Responded to a suspicious bag at Hennepin Ave. and Groveland Ave. which was examined and found to contain a variety of miscellaneous items.
09/16/2011 Responded to 17th Street and Portland Ave. South on a suspicious suitcase that was not found after a search. Began investigation into the suspicious item found at Lowry and Lincoln on 09/14/11.
09/17/2011 Assisted the Crystal Police Department with two chemical bombs discovered at a residence in their city. Both devices were disarmed using a robot and a remote disrupter. Conducted bomb sweeps at TCF Stadium prior to and during the Gopher football game with Miami of Ohio.
