The City's Minneapolis Code of Ordinances Chapter 52: Erosion and Sediment Control for Land Disturbance Activities Minnesota Pollution Control Agency (MPCA), or a specific watershed organization such as the Minnehaha Creek Watershed District, or projects done within right-of-way or property that is jurisdiction of MnDOT, Hennepin County or Metropolitan Council Environmental Services (MCES). The contractor/owner is responsible to have all required permits clearly posted at the construction site.

If you are planning a project that may require an ESC permit, contact Paul Chellsen, Minneapolis Public Works, Surface Water & Sewers division at: paul.chellsen@minneapolismn.gov or (612) 673-2406.

Once you have obtained your Erosion & Sediment Control Permit, call 612-673-3867 to notify the City of your intended start of construction at least 48 hours or more in advance of any land disturbances. Failure to do so may result in fines and/or the revocation of the permit, or a Stop Work Order.
