City of Minneapolis Business PlanningBusiness planning is a process that provides strategic direction to City departments by aligning department services with the City’s strategic goals. Aligning priorities with services helps departments manage their resources effectively and measures their progress more accurately. Departments create a business plan with a five-year planning horizon and update the plan annually. All City departments have a business plan.
