Payment Options

Payments must be received in the City offices by or on the due date to avoid late payment charges. Postmark dates are not used. A 5% late fee, based on current charges, is added to your next bill if payment is not received on time.

Pay Online
 

Access your account information with your account number or service address. The City of Minneapolis accepts AMEX, Mastercard, and Visa credit and debit cards, as well as electronic checks or e-check payments. The system displays a confirmation page when your payment is processed. We recommend you print this confirmation page for your records.

Pay by Phone

Call (612) 673-1114 to make a credit card payment over the phone. Press "2" to make a payment. Please have the following information ready when calling:

The system gives you a payment confirmation number when the transaction is complete.

Automatic Bill Payment

Minneapolis offers Automatic Bill Payment (ABP) for your water, sewer, solid waste services and stormwater. With ABP, you can pay your Utility Bill automatically from your checking or savings account. Proof of payment is displayed on your bank statement. ABP saves time and postage expenses and helps avoid hassles and late payments.

Bill Pay Through Your Bank

Depending upon the financial institution, customers may choose to sign up to pay their bill through their online Bill Pay.  The utility account number and the City's mailing address are required to sign up for a bank's online Bill Pay.

Retail Cash Payments

Pay your bill in cash at a participating neighborhood retailer during their regular hours of operation. Create an EZ-Payslip online for the location you wish to pay your bill and bring it with you to make your payment. The participating retailers are Family Dollar Store, Ace Cash Express and Casey's. Follow the steps below and you can make as many cash payments as you need using the same Payslip.  Create it once and use it many times.

·         Select “Make a One-time Payment”

·         Enter your account number and house number and select “Next”

·         Enter a payment amount and select “Cash” – You will be able to pay more or less than this amount at the retail location

·         Choose the “Select Your Location” button

·         Select “Pay Here” on the retailer of your choice

·         Enter your name and delivery method (Mobile Number or Email Address) and select “Send”

·         You will receive the EZ-Payslip link via the method selected

·         Take the EZ-Payslip to the selected retailer and make your cash payment

·         Take your receipt and save your digital EZ-Payslip to make future cash payments at that particular retail chain

Once your payment is made, confirmation of payment is sent to the City Utility Billing, which may help avoid interruption of service

Pay at Utility Billing Office

You can pay your bill in person at the Treasury Operations - Utility Billing Office, Room 200 on the 2nd floor of the Public Service Center, 250 S. 4th St. Walk-in service hours are from 8 a.m. to 4 p.m., Monday through Friday. This office is closed on government holidays.

Master Billing

Master billing allows us to combine charges for multiple accounts for the same owner(s) and display them on one consolidated (master) bill rather than mailing a bill for each account individually. This not only reduces paper and postage costs, but allows customers the flexibility of having one bill with one due date which may minimize the time involved in tracking multiple bills with various due dates. This option also allows customers to make a single payment to cover charges for multiple accounts.

Check Conversion

When you provide a check as a payment, you authorize us either to use information from your check to make a one-time electronic fund transfer from your account or to process the payment as a check transaction.  Funds may be withdrawn from your account on the same day we receive the payment, and you will not receive your check back from your financial institution.

Returned Checks

If the bank sends back your check because there is not enough money in your account, and your bill becomes past due, a 5% late payment charge and a $30.00 non-sufficient funds fee is added to your account.

Check Your Account Status

Call (612) 673-1114 and press "1" to check your account balance and hear when the last payment was received. Or, log on to Utility Billing Online.

Payments made on the web or phone post within two business day. Payments received in the mail, in person or with ABP are applied to the account the same day.
