Current Third Ward Projects

Above The Falls Plan

 

Above the Falls (ATF) is a master plan adopted by the City in 2000 for redevelopment of the upper riverfront in north and northeast Minneapolis.

The ATF plan has had a considerable impact on the Third Ward, and will continue to shape our neighborhoods in the future, as it focuses on an area comprising the McKinley, Hawthorne, Bottineau, Sheridan, and St. Anthony West neighborhoods.

 

In the decade since the master plan was approved, there have been various concerns expressed on certain aspects of the original plan. In response to these concerns, the City, in conjunction with numerous agencies and public stakeholders, undertook a two-year study, the ATF Policy Review and Implementation Study (ATF-PRIS), which was completed earlier this year and has provided recommendations for revisions and modifications to the master plan.

 

The map below shows a breakdown of each subarea and ATF-PRIS findings for each regarding the feasibility of land use policies as originally outlined in the ATF plan.

ATF_Breakdown

ATF-PRIS largely affirmed the Above the Falls plans for a number of subareas. Changes were recommended for subareas 5 and 11, while additional research was deemed necessary for subarea 4 and the Northwest Quadrant in order to determine the most feasible and desirable approach.

 

The City Council has been briefed on the findings and recommendations of the ATF-PRIS and is consulting the report to develop an amended plan.

Two additional studies related to ATF are currently ongoing: a joint study on plan modifications by the City and Minneapolis Park Board, and a health impact assessment by the Department of Health and Family Support.

 

A public hearing will be held at the City Planning Commission meeitng on Tuesday, February 19th, 2013, Minneapolis City Hall, Room 317,  at 4:30PM.

RiverFIRST

Riverfirst

RiverFIRST is a citywide vision for sustainable development and the preservation of the Mississippi River adopted by the Minneapolis Park and Recreation Board as a guide for future development and renewal of the Upper Riverfront.

RiverFIRST outlines a number of key goals:

  1. Establish parks as the engine for economic development along the river.
  2. Transform the river from a barrier to a connector.
  3. Re-focus the city toward the Mississippi River.

RiverFIRST outlines a variety of projects to be completed over the course of the next twenty years in effort to revitalize a 5-mile stretch of land along the Mississippi River ranging from the Stone Arch Bridge to the City limits. 

The proposed upper riverfront parks have a lot to offer to all people of Minneapolis and our entire region, but especially residents and businesses in North and Northeast Minneapolis.

Plymouth Avenue Bridge

The Plymouth Avenue Bridge re-opened on October 15th. Crews have completed repairs to the main spans over the Mississippi River, making it possible for traffic to resume. Lane restrictions will be in place until the final repairs are completed in 2013.
