Elders Community Center and a Senior Housing and Memory Care Facility: Request for Proposals Sought
The Minneapolis Public Housing Authority (MPH) is issuing a Request for Proposals (RFP) seeking qualified developers for the development of an Elders Community Center and a Senior Housing and Memory Care Facility as an addition to the Heritage Park development. As part of the American Recovery and Reinvestment Act (ARRA), MPHA has been awarded two U.S. Department of Housing and Urban Development (HUD) Capital Fund Recovery Competition (CFRC) grants totaling almost $20.2 million. MPHA is seeking a qualified developer to design, entitle, construct, and delivery the development with these HUD funds and other funding sources. Interested developers must participate in a required pre-submittal conference on December 7, 2009, at 10:30 a.m. CST at MPHA’s offices located at 1001 Washington Avenue North, Minneapolis; teleconferencing is available. RFP responses must be received by MPHA on or before December 14, 2009, at 2:00 p.m. CST.

Heritage Park Background Neighborhood Information
The Heritage Park redevelopment on Minneapolis' near northside is transforming a 145-acre vacant site that formerly contained the Sumner Field, Glenwood, Lyndale and Olson public housing developments into a stable, affordable and sustainable urban neighborhood on the western doorstep of Minneapolis’ downtown area.
This new 900-housing-unit development (440 rental, 360 for sale and 100 public housing units for the elderly) is based upon the best Minneapolis housing design traditions. Housing types include single-family homes, duplexes, garden apartments, townhouses and carriage houses. The housing units will be constructed in four phases. Phase I includes 232 rental units and 38 for-sale units. The construction of the Phase 1 rental units and the Phase 4 senior housing facility are complete. Phase 2 and Phase 3 are now under way.
The successful completion of this project will result in a mixed-income, mixed-density, culturally diverse and amenity-rich neighborhood. The total estimated cost of the project, approximately $225 million (roughly divided between $75 million in public infrastructure costs and $150 million for housing development), is supported by numerous public and private funding sources including the federal Housing and Urban Development Department, the State of Minnesota, Hennepin County, the Metropolitan Council, the Minneapolis Public Housing Authority, and the City of Minneapolis.
