Notes on the Approval Process

The draft version of the Downtown East/North Loop Master Plan came before the City Planning Commission and the City Council for review and approval in September/October 2003 according to the following schedule:

Minneapolis City Planning Commission

  • Monday, September 22, 2003 at 4:30 p.m. in Room 317 City Hall
  • Staff recommendation for approval of the draft master plan
  • A public hearing was held at this meeting. Public comment and testimony was taken.

Zoning and Planning Committee of the City Council

  • Thursday, October 2, 2003 at 9:30 a.m. in Room 317 City Hall
  • Staff recommendation for approval of the draft master plan
  • A public hearing was be held at this meeting. Public comment and testimony was taken.

Minneapolis City Council

  • Friday, October 10, 2003 at 9:30 a.m. in Room 317 City Hall
  • Approval and adoption of the master plan

Release of Draft Plan for Public Review and Comment

June 16 - August 1, 2003

A draft version of the master plan was released for public review and comment from June 16 through August 1, 2003. The draft plan was released for public review so that residents, businesses, property owners, neighborhood organizations, and City departments, boards, and agencies could review and comment on the plan prior to consideration of the document by the City Planning Commission and the City Council. At the same time, a website with the full contents of the draft plan was launched so that the document could be viewed on line.

Comments were solicited for submission in writing to the Minneapolis Planning Department by U.S. mail or by e-mail. Verbal comments made outside of the public hearing process are not incorporated into the public record.

Following the public review and comment period, all comments submitted in writing to the Minneapolis Planning Department were compiled into a report that was presented to the Minneapolis City Planning Commission and the Zoning and Planning Committee of the Minneapolis City Council.
