Transit Oriented Development

What is Transit Oriented Development (TOD)?

Transit-Oriented Development is walkable, moderate to high density development served by frequent transit with a mix of housing, retail, and employment choices designed to allow people to live and work with less or no dependence on a personal car.

Where are Minneapolis designated TOD or Transit Improvement Areas?

CPED’s 2010-2014 Business plan identified a move from a reactive mode to a proactive mode. Under this plan a small number of “key enterprise development priorities” were identified on which to concentrate City development and infrastructure resources. The following nine areas were identified, all of which lie within transit corridors:Transit Improvements

  1. Lake and Nicollet (Lake St Access Project)
  2. West Bank Station Area
  3. Downtown East / Metrodome Station
  4. Target Field Station and the nearby Farmer’s Market District
  5. 38th and Hiawatha,
  6. Franklin Avenue Station
  7. Stadium Village Station
  8. Royalston Station
  9. 29th Avenue Station

These areas were chosen because of their proximity to existing and planned LRT lines, because these areas are believed to be more market–ready, and because the financing tools CPED is seeking – particularly TOD TIF – have the potential to support work in these areas.
