Community engagement

The Upper Harbor redevelopment plan reflects the community's values and priorities.

Values and priorities

Community members meeting

We worked in partnership with the Minneapolis Park and Recreation Board to plan and implement a six-year community engagement process. This process allowed North Minneapolis residents to share their thoughts with us. These values and priorities reflect their ideas and guided the redevelopment plan.

  • Economic inclusion
  • Anti-displacement and anti-gentrification
  • Wealth creation and community ownership
  • Affordable housing
  • Environmental justice and sustainability
  • Accessibility and mobility to and within the site

Engagement Overview: 2015 - 2021

Phases

  • Phase 1 (2015 - 2017): Visioning
  • Phase 2 (2018 - 2019): Land uses and Concept Plan
  • Phase 3 (2019 - 2021): From Concept Plan to Coordinated Plan

Activities

We offered North Minneapolis residents a variety of ways to share their ideas, including:

  • Attend online and in-person open houses, community meetings and events
  • Participate in online and in-person focus groups
  • Participate in a front porch conversation during our door knocking campaign in the McKinley neighborhood
  • Visit the Upper Harbor site
  • Serve on our advisory committees
