Executive Order 2022-03

This executive order establishes the duties and responsibilities of City Coordinator as interim City Operations Officer.

Issued pursuant to City Charter, Section 7.1

I, Jacob Frey, Mayor of the City of Minneapolis, subject to the executive and administrative authority granted to me pursuant to Minneapolis City Charter, do hereby issue the following Executive Order:

Duties and Responsibilities of City Coordinator as interim City Operations Officer

Whereas, on July 19, 2021, Heather A. Johnston was designated the interim City Coordinator of and for the City of Minneapolis; and

Whereas, on May 9, 2022, I nominated Ms. Johnston to the appointed position of City Coordinator in an official, full-time capacity, which received the formal consent of City Council on June 16, 2022, and which became legally effective with publication of that act on June 24, 2022; and

Whereas, pursuant to Ordinance No. 2022-045 [Government Structure Omnibus Ordinance], passed by City Council on October 20, 2022, and published for legal effect on October 22, 2022, a new executive-level position entitled City Operations Officer is established to lead the Office of Public Service, an executive office directly reporting to the Mayor and responsible for providing enterprise-wide leadership and direction to ensure the delivery of high-quality, coordinated city services, a position which serves concurrently as City Coordinator and which holds and may exercise all authority, duties, and responsibilities of the position of City Coordinator; and

Whereas, pending the nomination of a City Operations Officer there is need to begin work to implement and operate the new enterprise administrative structure that is established pursuant to Ordinance No. 2022-045 and, specifically, the new Office of Public Service; and

Whereas, the Mayor’s Office and Human Resources will contract with an external firm to conduct a search process to identify experienced government executives who are qualified candidates for the new executive-level position of City Operations Officer, which would result in a formal nomination by the Mayor pursuant to City Charter § 8.4(b), for consideration by the City Council;

NOW, THEREFORE, I, Jacob Frey, Mayor of the City of Minneapolis, do hereby order the following:

  1. The City Coordinator, Heather A. Johnston, shall be and hereby is designated, pursuant to Ordinance No. 2022-045, as the interim City Operations Officer and shall have and exercise, subject to the Mayor’s leadership and direction, the duties provided for both the City Coordinator and the City Operations Officer, including those duties and responsibilities provided in section 12.20 of Ordinance No. 2022-045 and as may further be provided by city charter, ordinance, resolution, policy, or other act or applicable general or special law.
  2. In that interim capacity, Ms. Johnston shall: collaborate with City policymakers and other stakeholders in the implementation, organization, and operation of the Office of Public Service; subject to the Mayor’s oversight, plan, direct, and supervise all activities and operations of those departments reporting to and made part of the Office of Public Service; and perform other duties as assigned by the Mayor.

This Executive Order shall become effective upon filing with the Office of City Clerk, as noted below, and shall continue in force until further notice or until it is amended, superseded, or rescinded.
