Overview

The City purchased the Peoples’ Way property at 3744 Chicago Ave. in June 2023. City staff engaged the community on a long-term, community-centered vision for the site. 

To find a new owner for the site, the City issued a request for qualifications (RFQ). Four organizations submitted proposals. Staff reviewed applicants and gathered input from community. Staff recommended Minnesota Agape Movement as the development partner. In June 2026, the City Council voted to deny the recommendation, ending that RFQ process.

In September 2026, the City issued a new RFQ. Feedback from City Council members is reflected in new evaluation criteria. Applicants will be evaluated on multiple criteria, including: 

  • Relevant real estate development experience
  • Ability to move the project forward quickly

The City will continue to own and maintain the Peoples’ Way until a partner is selected to develop the site.
