Project overview

The proposed project will reconstruct about 3/4 of a mile on 3rd Street between Norm McGrew Place to Hennepin Ave.
Right now, there are 3 lanes for cars going west, one lane for bikes, and two parking lanes. The area around this part of the road has a mix of stores, offices, and places where people live. This is a big project that will change the whole road. This includes new sidewalks, ramps for people in wheelchairs, bike lanes, and fixing the pavement, curbs, gutters, and utilities. They'll also make the signals better, put up new signs, and mark the road, as needed.

Project purpose

This project is intended to improve the right-of-way for all people in all the ways they move around. 3rd Street South was built between 1963 and 1972. The pavement is in fair condition according to the rating system used by the city, but it's getting old. This segment of 3rd Street South has a pavement surface that is beyond its expected useful life.

This project will make sure ADA compliant curb ramps are installed. The project will also fix any problems with sidewalks, and improve bike facilities. Lots of people use this road, with about 1,140 people walking, 200 people biking, and 4,505 - 11,198 people driving every day. The City wants to make this road safer, because a plan called Vision Zero has identified this road as a High Injury Street. This means there have been a lot of bad crashes with people getting hurt or even killed. We want to want to stop that from happening, and this project will help make progress towards that goal.
