Public Works will build storm sewer improvements to reduce flooding.
This includes increasing storm sewer and inlet capacity on:
- 34th Ave. N and 35th Ave. N, from Washburn Ave. N to Queen Ave. N.
- Washburn Ave. N from 35th Ave. to 36th Ave.
Right now, there are two lanes for driving and two lanes for parking. A parking lane will be removed on 34th and 35th Ave. This project will also build traffic calming features. Construction is planned for in 2026.
The project will include:
- New storm sewer
- New inlets
- Relocated sanitary sewer
- Curb bumpouts
- Traffic circles
- Parking bays
- New pavement
- New curb & gutter
- Americans with Disabilities Act (ADA) pedestrian ramps
Grant award
The Minnesota Pollution Control Agency (MPCA) awarded the City a $5 million grant. This grant is for stormwater resilience construction costs on this project.

Project purpose
Some streets in the neighborhood flood at least once during most years. Underground stormwater pipe improvements will help reduce flooding. The proposed street layout will add traffic calming features.
Main project goals
- We want to reduce flooding of streets and houses for frequent and severe rainfall events.
- We will recommend a design layout that improves climate resilience of the area. The design will manage stormwater runoff amounts and increasing rainfall intensity.
- We will consult residents on priorities for using streets, sidewalks, and green space. These uses will be balanced with water quality needs.

On February 24, 2025 the project team hosted an open house to discuss the project.
Phase 2 open house
On October 29, 2024 the project team hosted an open house to discuss the project.
Phase 1 open house
On June 5, 2024 the project team hosted an open house to discuss the project. In late-June 2024 the project team hosted two pop-up events along Victory Memorial Parkway to discuss the project with residents.
Field visit
On April 18, 2024 the project team hosted a field visit and site walk to discuss the project.
